Continuity of operations at Department of Defense (DOD) installations is vital to supporting the department's missions, and the disruption of utility services -- such as electricity and potable water, among others -- can threaten this support. DOD installations have experienced utility disruptions resulting in operational and fiscal impacts due to hazards such as mechanical failure and extreme weather. Threats, such as cyberattacks, also have the potential to cause disruptions. This book addresses whether threats and hazards have caused utility disruptions on DOD installations and, if so, what impacts they have had; the extent to which DOD's collection and reporting on utility disruptions is comprehensive and accurate; and the extent to which DOD has taken actions and developed and implemented guidance to mitigate risks to operations at its installations in the event of utility disruption. Moreover, DOD relies overwhelmingly on commercial electrical power grids for secure, uninterrupted electrical power supplies to support its critical assets. This book also examines the extent to which DOD's most critical assets are vulnerable to disruptions in electrical power supplies and the extent to which DOD -- both within and outside of the Defense Critical Infrastructure Program -- has attempted to assure the availability of electrical power supplies to its most critical assets.

This book examines select elements, issues and analyses relating to international energy partnerships. Topics discussed include the proposed U.S.-Mexico Transboundary Hydrocarbons Agreement which marks the start of an energy partnership in an area of international waters estimated to contain as much as 172 million barrels of oil and 304 billion cubic feet of natural gas. The main purpose of the partnership would be to lift a moratorium and to jointly develop reservoirs of oil and natural gas, referred to as "transboundary resources," that exist in areas straddling the marine border of both countries. Also discussed are the potential approaches that Europe might employ to diversify its sources of natural gas supply, Russia's role in Europe's natural gas policies, and key factors that could hinder efforts to develop alternative suppliers of natural gas as well as strategies for international co-operation in support of energy development in Pacific island nations.

Regenerating Dixie is the first book that traces the electrification of the US South from the 1880s to the 1970s. It emphasizes that electricity was not solely the result of technological innovation or federal intervention. Instead, it was a multifaceted process that influenced, and was influenced by, environmental alterations, political machinations, business practices, and social matters. Although it generally hewed to national and global patterns, southern electrification charted a distinctive and instructive path and, despite orthodoxies to the contrary, stood at the cutting edge of electrification from the late 1800s onward. Its story speaks to the ways southern experiences with electrification reflected and influenced larger American models of energy development. Inasmuch as the South has something to teach us about the history of American electrification, electrification also reveals things about the South's past. The electric industry was no mere accessory to the "New South" agenda-the ongoing project of rehabilitating Dixie after the Civil War and Reconstruction. Electricity powered industrialism, consumerism, urban growth, and war. It moved people across town, changed land- and waterscapes, stoked racial conflict, sparked political fights, and lit homes and farms. Electricity underwrote people's daily lives across a century of southern history. But it was not simply imposed on the South. In fact, one Regenerating Dixie's central lessons is that people have always mattered in energy history. The story of southern electrification is part of the broader struggle for democracy in the American past and includes a range of expected and unexpected actors and events. It also offers insights into our current predicaments with matters of energy and sustainability.

Corporate Average Fuel Economy (CAFE) standards are fleet-wide fuel economy averages that motor vehicle manufacturers must meet each model year. On May 19th, 2009, President Obama announced a plan to integrate CAFE standards administered by the National Highway Traffic Safety Administration (NHTSA) with automotive greenhouse gas (GHG) emissions standards to be issued by the Environmental Protection Agency (EPA). The Caspian Sea is a 700 mile-long body of water in central Asia, landlocked between Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. It is estimated that the Caspian Sea region holds in reserves 16-33 billion barrels of oil and 236-337 trillion cubic feet of natural gas in reserve. During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring ofutilities, the creation of regulators, the participation of the private sector, and the establishment of competitivepower markets. Twenty-five years later, only a handful of developing countries have fully implemented theseWashington Consensus policies. Across the developing world, reforms were adopted rather selectively, resultingin a 'hybrid model' where elements of market-orientation coexist with continued state-dominance of the sector.This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. Theapproach relies heavily on evidence from the past, drawing both on broad global trends, and deep case materialfrom 15 developing countries. It is also forward-looking; considering the implications of new social andenvironmental policy goals, as well as emerging technological disruptions.A nuanced picture emerges. While regulation has been widely adopted, practice often falls well short of theory;and cost recovery remains an elusive goal. The private sector has financed a substantial expa_nsion of generationcapacity. Yet, its contribution to power distribution has been much more limited, with efficiency levels cansometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial ina handful of larger middle-income nations; but have proved too complex for most countries to implement.Based on these findings, the report points to three major policy implications. First, reform efforts need to beshaped by the political and economic context of the host country. The 1990s reform model was most successfulin countries that had reached certain minimum conditions of power sector development and offered asupportive political environment. Second, reform efforts should be driven and tailored towards desired policyoutcomes, and less preoccupied with following a predetermined process. Particularly given that WashingtonConsensus reforms alone will not deliver on twenty-first century policy objectives. Third, countries foundalternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralismgoing forward.

Power generation, aviation, and the oil and gas industries rely on advanced technologies for gas turbines.
