Challenging the conventional narrative that the European Union suffers from a "democratic deficit," Athanasios Psygkas argues that EU mandates have enhanced the democratic accountability of national regulatory agencies. This is because EU law has created entry points for stakeholder participation in the operation of national regulators; these avenues for public participation were formerly either not open or not institutionalized to this degree. By focusing on how the EU formally adopted procedural mandates to advance the substantive goal of creating an internal market in electronic communications, Psygkas demonstrates that EU requirements have had significant implications for the nature of administrative governance in the member states. Drawing on theoretical arguments in favor of decentralization traditionally applied to substantive policy-making, this book provides insight into regulatory processes to show how the decentralized EU structure may transform national regulatory authorities into individual loci of experimentation that might in turn develop innovative results. It thus contributes to debates about federalism, governance and public policy, as well as about deliberative and participatory democracy in the United States and Europe. This book informs current understandings of regulatory agency operations and institutional design by drawing on an original dataset of public consultations and interviews with agency officials, industry and consumer group representatives in Paris, Athens, Brussels, and London. The on-the-ground original research provides a strong foundation for the directions the case law could take and small- and larger-scale institutional reforms that balance the goals of democracy, accountability, and efficiency.
How do smaller member states promote their interests in EU foreign policy and external relations? EU membership can be seen to affect member states' foreign policy in two ways, either by restricting national policies or empowering states in a challenging global environment. There is a general agreement, however, that the member states, especially smaller ones, have to engage actively in policy-making in order to promote their particular interest. This cross-policy comparison of the behaviour of Czech Republic's representatives in the Council and the methods they use to influence the decision-making applies categorisation from lobbying literature to analyse the behaviour of the member state's representatives and contributes to two strands of scholarship on European Union politics - decision-making in the EU and Europeanization. The book maps the methods of interest promotion that can be used by a member state and analyses the differences in interest promotion across external policy areas.

Addressing the problem of reconciling China's voting record in the UN on human rights and repressive policy at home, this book argues that domestic factors determine the way the Chinese government acts on wider human rights issues. China has a very active voting record in the United Nations General Assembly (UNGA) on human rights resolutions and is active internationally on such rights, something at odds with its increasing repression of human rights at home. Using rational choice's emphasis on actors acting to advance their preferences, the author argues that it is the perceived domestic threat to the rule of the Chinese Communist Party (CCP) that determines the way the Chinese government acts on the human rights issues explored in this book. The author documents the pattern of this relationship through an in-depth examination of China's voting in the UNGA on human rights issues, and statements made by Chinese delegates in the UN on human rights issues. This book will appeal to students of China, human rights, international relations, and international organizations, and for both state and non-state actors seeking to advance policy changes regarding China and human rights. This book examines migration as a key element of the European Union's (EU's) foreign policy and thus a critical domain for understanding and evaluating EU external action. Through detailed comparative case studies of civil society engagement with two major regional international organizations in Southeast Asia this book demonstrates the potentials and limitations of civil society actors as democratizing agents in governance beyond the nation-state. Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape-and are shaped by-civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB-and to a much lesser extent ASEAN-in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. With its innovative analytical framework, broad scope covering civil society activism across Southeast Asia, and in-depth analysis of civil society attempts to influence ADB and ASEAN the book makes important contributions to research on civil society activism in Southeast Asia as well as the more general field of civil society and governance beyond the nation-state.

Between 1989 and 2004, the EU's conditionality for membership transformed Central and East Europe. The EU had enormous potential power over the whole range of domestic politics in the candidate countries. However, the EU was able to use that power at a few key points in the process leading to their accession. The EU's long-term influence worked primarily through soft power and through voluntary rather than coercive means. During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.
This book is an examination and critique of the methods employed by the United Nations in adopting human rights instruments. Three of the major instruments - the International Convention on the Elimination of All Forms of Racial Discrimination, the Convention on the Elimination of All Forms of Discrimination Against Women, and the International Convention on Civil and Political Rights - are selected for detailed study. The author concludes that the present system of law-making is inadequate and points to many examples of unclear provisions and of overlap and conflict within a single instrument or between instruments. In order that this important function of the organized international community, that of protecting human rights, can work effectively, improvements in law-making techniques are necessary, and Professor Meron concludes with some suggestions for reforms both of the institutions and of the process itself.

This book is the second of two volumes in which leading scholars examine the way in which EU member states co-ordinate their European policies. This second volume investigates the structures, institutions and processes put in place by national governments in Brussels. From a comparative perspective, the book assesses the responses of governments to the demands of EU membership. It offers a detailed examination of the organisation, operation and performance of permanent representations, and their role in national systems of EU policy making, and looks at the extent to which interaction within a common institutional environment has brought about convergence between national arrangements. The companion volume, published in 2000, examines the national co-ordination of EU policy at the domestic level.
Nations have powerful reasons to get their military alliances right. When security pacts go well, they underpin regional and global order; when they fail, they spread wars across continents as states are dragged into conflict. We would, therefore, expect states to carefully tailor their military partnerships to specific conditions. This expectation, Raymond C. Kuo argues, is wrong. Following the Leader argues that most countries ignore their individual security interests in military pacts, instead converging on a single, dominant alliance strategy. The book introduces a new social theory of strategic diffusion and emulation, using case studies and advanced statistical analysis of alliances from 1815 to 2003. In the wake of each major war that shatters the international system, a new hegemon creates a core military partnership to target its greatest enemy. Secondary and peripheral countries rush to emulate this alliance, illustrating their credibility and prestige by mimicking the dominant form. Be it the NATO model that seems so commonsense today, or the realpolitik that reigned in Europe of the late nineteenth century, a lone alliance strategy has defined broad swaths of diplomatic history. It is not states' own security interests driving this phenomenon, Kuo shows, but their jockeying for status in a world periodically remade by great powers.
The EU's eastern enlargement has coincided with a decade of rapid progress toward closer European integration. Poole argues that this enlargement, more than any previous one, is closely linked with major EU projects of integration, including justice and home affairs, monetary union, a common foreign and security policy, and the effort to create a constitutional treaty. By requiring the eastern states to adopt extensive reforms in their judicial and police systems, the enlargement process makes it easier for the EU to combat terrorism and organized crime and control the flow of immigration from outside Europe. The monetary union was deliberately put in place before enlargement (which might have made the task more difficult), but now the Stability and Growth Pact requires reform to make it flexible enough to serve a larger, more diverse Union. The addition of ten new states provides one of the main incentives for drafting a constitutional treaty. Finally, the candidate countries are helping to lay the groundwork for the next EU enlargement into southeastern Europe. As the first college text to explore the impact of the eastern enlargement on European integration, this book can be used effectively in comparative government, economics, European history, and international relations courses.

This book highlights how temporary international civil servants play a crucial role in initiating processes of legal and institutional change in the United Nations system. These individuals are the "missing" creative elements needed to fully understand the emergence and initial spread of UN ideas such as human development, sovereignty as responsibility, and multifunctional peacekeeping.
