The enlargement of European-based organisations has reached a near terminal point. The Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE) currently cover virtually all states of Europe (Belarus still remains excluded from the first of these). The EU and NATO have experienced extensive processes of enlargement and the scope for continuing enlargement is now limited largely to the Balkans and the European neutrals. Given this state of affairs it is now pertinent to think of a Europe characterised not by enlargement but by post-enlargement. In International Relations (IR) conceptual thinking on Europe (as opposed just to the EU) has been undertaken using a range of scholarly tools. In this volume, attention to Europe proceeds from English School (ES) thinking, and specifically its three-fold distinction between international system, international society and world society. It is the international society element (the development/institutionalisation of shared interests and identities buttressed by rules and norms) which signifies in their most concrete form different patterns of interaction or integration between states. This book will be of interest to international relations scholars, as well as practitioners within the European Union and other intergovernmental institutions. It was published as a special issue of the Journal of European Integration.
This book is an exploration of how the European Union (EU) and other regional actors construct, understand and use different forms of power in a political space that is increasingly referred to as "Greater Eurasia". The contributors examine the extent that the understanding of power shapes how states and the EU act on a range of questions from energy to the balance of power in Eurasia. They explore how the EU's and other regional actors', primarily Russia's, understanding of power determines whether the post-Soviet space is a neighbourhood, a battleground or an arena for geopolitical and geostrategic confrontation. The chapters deal with a range of issues from negotiations between the EU and Azerbaijan, to how the EU and Russia are trying to shape relations in Central Asia. The volume represents an innovative way of understanding the changing dynamics of the relationship between Russia and the EU, with some original empirical data, and presents these dynamics within a broader conceptual and geographic framework. It also contributes to emerging debates about how the ideational construction of political space may provide insight into how actors behave. The chapters in this book were originally published as a special issue of the journal Europe-Asia Studies.
This book offers a comprehensive analysis of the African Union during the organization's first ten years of existence. It takes the reader through the various intergovernmental processes that preceded and followed the establishment of the Union and through the workings of key organs such as the Assembly of Heads of State, the Council of Ministers, the Pan African Parliament and the Commission. The study argues that the African Union represented a rational choice of its member states, who saw it as a means to advancing their individual and collective preferences for liberation, peace and security, good governance and socio-economic development. It maintains that the African Union did not only make marked progress in a number of areas; the Union also established norms that had transformational effects on military and political elites at country and regional levels. However, like in most agent-principal relations, the autonomy of the Union was limited in many ways, and this affected the Union's effectiveness in such areas as human and socio-economic development, as well as in sustaining peace support operations. At a more general level, the study argues that the African Union offers clear insights into integration as a multidimensional process that no single theoretical tradition can explain in a comprehensive manner. The author's response to such a theoretical limitation is "fusionism", an integrated approach that amalgamates various analytical traditions in order to provide a better explanation of the processes of international integration. The detailed analysis and bold proposals will undoubtedly make the study appealing not only to specialists in African Studies, but equally to a broader spectrum of international relations and development scholars.

In September 1988, Margaret Thatcher, then British Prime Minister, delivered a speech in the Belgian town of Bruges. It opened a great debate on the future of Europe. For the first time in post-war European history a British politician proposed widening the ideal of European political union, to throw European countries on the side of international free trade, willing co-operation between nations and individual liberty. The Bruges Group, formed in February 1989, is concerned to argue for these broader objectives within the debate on the future of Europe. All the papers in this volume are written from that viewpoint.
In accordance with Article 102 of the Charter and the relevant General Assembly Resolutions, every treaty and international agreement registered or filed and recorded with the Secretariat since 1946 is published in the United Nations Treaty Series. At present, the collection includes about 30,000 treaties reproduced in their authentic languages, together with translations into English and French, as necessary.
This book examines the ability of citizens across ten European countries to exercise their democratic rights to access their personal data. It presents a socio-legal research project, with the researchers acting as citizens, or data subjects, and using ethnographic data collection methods. The research presented here evidences a myriad of strategies and discourses employed by a range of public and private sector organizations as they obstruct and restrict citizens' attempts to exercise their informational rights. The book also provides an up-to-date legal analysis of legal frameworks across Europe concerning access rights and makes several policy recommendations in the area of informational rights. It provides a unique and unparalleled study of the law in action which uncovered the obstacles that citizens encounter if they try to find out what personal data public and private sector organisations collect and store about them, how they process it, and with whom they share it. These are simple questions to ask, and the right to do so is enshrined in law, but getting answers to these questions was met by a raft of strategies which effectively denied citizens their rights. The book documents in rich ethnographic detail the manner in which these discourses of denial played out in the ten countries involved, and explores in depth the implications for policy and regulatory reform.

This book provides a concise account of the principles and norms of international law applicable to the main-type of international organisation - the inter-governmental organisation (IGO). That law consists of principles and rules found in the founding documents of IGOs along with applicable principles and rules of international law. The book also identifies and analyses the law produced by IGOs, applied by them and, occasionally, enforced by them. In 1991 South Korea, along with North Korea, was made an official member of the UN. Using international relations theory, this book begins by looking at the struggle and eventual impact of the membership on the two countries post division in 1948. It investigates the predicted outcomes prior to joining, and whether these outcomes have come to fruition nationally and on a global scale. Following this, there is focus on South Korea's ability to exert an influence on international decision making in world-politics, and how this affected inter-Korean relations. Importantly, analysis looks at how participation in the Security Council (1996-1997 and 2013-2014) further extended the country's capabilities to adopt resolutions, including those affecting North Korea's missile and nuclear programmes and human rights record. South Korea's participation in peacekeeping operations, Koreans appointed to high positions within the UN system and payments of the UN budget are also investigated. The study concludes with discussion of the role of the UN as a forum for international contacts and for providing knowledge otherwise unavailable to non-members.South Korea in the United Nations is unique in its analysis of South Korea's relations with the UN prior to and, above all, after 1991, thereby enhancing understanding of the significance of its UN membership as well as the importance of being a UN member. 2018 marks the 50th anniversary of the ISEAS - Yusof Ishak Institute. The Institute of Southeast Asian Studies, as it was then called, was established in 1968 by then Deputy Prime Minister Dr Goh Keng Swee in order to enable the newly independent city-state better understand the region and its complexities. Since its establishment, ISEAS has dedicated itself to researching the political, economic and socio-cultural dynamics and trends in Southeast Asia for policymakers, scholars, and other relevant stakeholders. On 12 August 2015, the Institute was officially renamed ISEAS - Yusof Ishak Institute, in honour of Singapore's first President. This book presents three public lectures given to commemorate the Institute's Golden Anniversary. Professor Leonard Y. Andaya delivered the first lecture entitled "Developments in the Scholarship of Southeast Asian Studies" on 21 February 2018. The second public lecture was delivered by Prime Minister Lee Hsien Loong on 13 March 2018. Professor Wang Gungwu delivered the final public lecture entitled "Before Southeast Asia: Passages and Terrains" on 3 October 2018. Collectively, these three public lectures exhort ISEAS to continuously reflect on its research agenda, the region, as well as the contemporary landscape and challenges it has to operate in.

Edited by Shirley V. Scott and Charlotte Ku, this forward-looking book examines the scope and options for the United Nations Security Council to respond to climate insecurity. Centripetal democracy is the idea that legitimate democratic institutions set in motion forms of citizen practice and representative behaviour that serve as powerful drivers of political identity formation. Partisan modes of political representation in the context of multifaceted electoral and direct democratic voting opportunities are emphasised on this model. There is, however, a strain of thought predominant in political theory that doubts the democratic capacities of political systems constituted by multiple public spheres. This view is referred to as the lingua franca thesis on sustainable democratic systems (LFT). Inadequate democratic institutions and acute demands to divide the political system (through devolution or secession), are predicted by this thesis. By combining an original normative democratic theory with a comparative analysis of how Belgium and Switzerland have variously managed to sustain themselves as multilingual democracies, this book identifies the main institutional features of a democratically legitimate European Union and the conditions required to bring it about. Part One presents a novel theory of democratic legitimacy and political identity formation on which subsequent analyses are based. Part Two defines the EU as a demoi-cracy and provides a thorough democratic assessment of this political system. Part Three explains why Belgium has largely succumbed to the centrifugal logic predicted by the LFT, while Switzerland apparently defies this logic. Part Four presents a model of centripetal democracy for the EU, one that would greatly reduce its democratic deficit and ensure that this political system does not succumb to the centrifugal forces expected by the LFT.
This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. The author argues that the particular nature of European issues, closely related to crucial identity and statehood dilemmas in these post-conflict societies, largely determined party stances on the EU, feeding significant Eurosceptic sentiments. At the same time, a number of core parties underwent a rapid pro-EU conversion, pragmatically responding to internal and external incentives in the context of dynamic electoral competition and strong EU presence, and aimed at maximising their chances of securing executive office. The Universal Declaration of Human Rights (UDHR) is the first international agreement setting out freedoms, rights and entitlements for all humanity to claim. It emphasises the inextricable relationship between fundamental freedoms and social justice, and their connection with peace and security.
