2018 marks the 20th anniversary of the Good Friday Agreement. When it was signed few would have imagined Brexit. This book examines the impact of the Good Friday Agreement on internal and cross-border political and economic cooperation between Northern Ireland, Ireland and Britain, in the context of Brexit. It also examines the impact of Brexit to date and concludes with some scenarios about the longer-term impact of Brexit on the Good Friday Agreement itself and on Northern Ireland's constitutional status. As Europe's Muslim communities continue to grow, so does their impact on electoral politics and the potential for inclusion dilemmas. In vote-rich enclaves, Muslim views on religion, tradition, and gender roles can deviate sharply from those of the majority electorate, generating severe trade-offs for parties seeking to broaden their coalitions. Dilemmas of Inclusion explains when and why European political parties include Muslim candidates and voters, revealing that the ways in which parties recruit this new electorate can have lasting consequences. Drawing on original evidence from thousands of electoral contests in Austria, Belgium, Germany, and Great Britain, Rafaela Dancygier sheds new light on when minority recruitment will match up with existing party positions and uphold electoral alignments and when it will undermine party brands and shake up party systems. She demonstrates that when parties are seduced by the quick delivery of ethno-religious bloc votes, they undercut their ideological coherence, fail to establish programmatic linkages with Muslim voters, and miss their opportunity to build cross-ethnic, class-based coalitions. Dancygier highlights how the politics of minority inclusion can become a testing ground for parties, showing just how far their commitments to equality and diversity will take them when push comes to electoral shove. Despite the destabilizing potential of governing of a vast territory and a large multicultural population, the centralized government of the People's Republic of China has held together for decades, resisting efforts at local autonomy. By analyzing Beijing's strategies for maintaining control even in the reformist post-Mao era, Centrifugal Empire reveals the unique thinking behind China's approach to local governance, its historical roots, and its deflection of divergent interests. Centrifugal Empire examines the logic, mode, and instrument of local governance established by the People's Republic, and then compares the current system to the practices of its dynastic predecessors. The result is an expansive portrait of Chinese leaders' attitudes toward regional autonomy and local challenges, one concerned with territory-specific preoccupations and manifesting in constant searches for an optimal design of control. Jae Ho Chung reveals how current communist instruments of local governance echo imperial institutions, while exposing the Leninist regime's savvy adaptation to contemporary issues and its need for more sophisticated inter-local networks to keep its unitary rule intact. He casts the challenges to China's central-local relations as perennial, since the dilution of the system's "socialist" or "Communist" character will only accentuate its fundamentally Chinese-or centrifugal-nature.
In the mid-Victorian period, when British international influence and power were at their height, concerns about local economic and social conditions were only slowly coming to be recognised as part of the obligations and expectations of central government. Adopting a legal history perspective, this study reveals how municipal authorities of this period had few public law powers to regulate local conditions, or to provide services, and thus the more enterprising went direct to Parliament to obtain - at a price - the passing specific local Bills to address their needs. Identifying and analysing for the first time the 335 local Parliamentary Bills promoted by local authorities in the period from the passing of the Local Government Act 1858 to the first annual report of the Local Government Board in 1872, the book draws three main conclusions from this huge mass of local statute book material. The first is that, far from being an uncoordinated mass of inconsistent, quixotic provisions, these Acts have a substantial degree of cohesion as a body of material. Second, the towns and cities of northern England secured more than half of them. Thirdly, the costs of promotions (and the vested interests involved in them) represented a huge and often wasteful outlay that a more pragmatic and forward-looking Parliamentary attitude could have greatly reduced.

States are the key to contemporary government reform efforts in the United States, but we know very little about their relative effectiveness at resource allocation and their actual capacity to absorb additional fiscal and managerial responsibilities. This path-breaking study examines state budget offices as institutional actors, with special attentio to the role of budget examiners. Drawing on empirical findings from field studies of eleven states in the American heartland, the authors demonstrate how budgeting at the state level has become more policy-oriented, requiring complex decision making by budget analysts. The incrementalist model of budgetary decision-making thus gives way to a multiple rationalities model. The authors illustrate the decision-making model with the story of two office examiners who have distinctly different orientations as they begin their work, and contrast the different decision nationalities that come into play for them at different points in a typical budget cycle. The book includes a comprehensive bibliography of historical and modern writings on state budgeting operations, activities, and decision-making; state budgeting cycles; and the state-level policy development process.
Across many parts of the postcolonial world, it is everyday reality for people to cross regularly between state-based and customary governance, institutions and norms. This book examines this phenomenon in the context of the villages of Timor-Leste, and the state-building efforts that have been conducted by the Timorese government and international development agencies since the vote for independence in 1999. Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste's vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives. Expanding the scope of empirical Timor-Leste scholarship by moving beyond anthropological description and providing the first detailed political analysis of local-level governance in contemporary Timorese communities, this book is a valuable contribution to studies on Asian Politics, Governance and International Studies.
In 2007, after serving almost fifteen years on the Philadelphia City Council, Michael A. Nutter became the ninety-eighth mayor of his hometown of Philadelphia. From the time he was sworn in until he left office in 2016, there were triumphs and challenges, from the mundane to the unexpected, from snow removal, trash collection, and drinkable water, to the Phillies' World Series win, Hurricane Irene, Occupy Philadelphia, and the Papal visit. Just as Latin American countries began to transition to democracy in the late 1970s and early 1980s, the region also saw gains in social, cultural and economic gender equality. In accordance with modernization theories, women in the region have also made significant inroads into elected office. However, these gains vary a great deal between countries in Latin America. They also vary significantly at different levels of government even within the same country. Inside government arenas, representation is highly gendered with rules and norms that advantage men and disadvantage women, limiting women's access to full political power. While one might expect these variations to map onto socioeconomic and cultural conditions within each country, they don't correlate. This book makes, for the first time, a comprehensive comparison of gender and representation across the region - in seven countries - and at five different levels: the presidency, cabinets, national legislatures, political parties, and subnational governments. Overall, it argues that gender inequality in political representation in Latin America is rooted in democratic institutions and the democratic challenges and political crises facing the region. Institutions and political context not only influence the number of women and men elected to office, but also what they do once in office, the degree of power to which they gain access, and how their presence and actions influence democracy and society, more broadly. Drawing on the expertise of scholars of women, gender, and political institutions, this book is the most comprehensive analysis of women's representation in Latin America to date, and an important resource for research on women's representation worldwide. The causes, consequences, and challenges to women's representation in Latin America are not unique to that region, and the book uses Latin American patterns to draw broad conclusions about gendered representation in other areas of the world.

India's cities are in the midst of an unprecedented urban expansion. While India is acknowledged as a rising power, poised to emerge into the front rank of global economies, the pace and scale of its urbanisation calls for more effective metropolitan management if that growth is not to be constrained by gathering urban crisis. This book addresses some key issues of governance and management for India's principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. Few men have been more important to the life of Kentucky than three of those who governed it between 1930 and 1963 -- Albert B. Chandler, Earle C. Clements, and Bert T. Combs. American Indian nations are sovereign political entities within the United States. They have complex relationships with the federal government and increasingly with state governments. Regulatory conflict between Native nations and states has increased as Native nations have developed their own independent economies and some states have sought to assert their control over reservation territory. This book explores the intergovernmental conflict between Native nations and states, with a focus on the tension over the enforcement of state cigarette taxes for on-reservation sales. Anne F. Boxberger Flaherty asks: when do states and Native nations come to agreement, when do they disagree, and why are states sometimes willing to extend great efforts to assert their taxes on reservations? Flaherty uses a multi-method approach, with a historical review of expanding state involvement on reservations, a quantitative analysis of state enforcement of cigarette taxes on reservations, and a qualitative analysis of several specific case studies, including the potential for intergovernmental conflict over marijuana cultivation and sales on reservations to answer these questions. How, in the absence of institutional mechanisms, do Maoist rebels in India quit an ongoing insurgency without getting killed? How do rebels give up arms and return to the same political processes that they had once sought to overthrow? The question of weaning rebels away from extremist groups is highly significant in counterinsurgency and in the pacification of insurgencies. In Farewell to Arms, Rumela Sen goes to the rebels themselves and breaks down the protracted process of rebel retirement into a multi-staged journey as the rebels see it. She draws on several rounds of interviews with current and former Maoist rebels as well as security personnel, administrators, activists, politicians, and civilians in two conflict zones in North and South India. The choice to quit an insurgency, she finds, depends on locally embedded, informal exit networks. The relative weakness of these networks in North India means that fewer rebels quit than in the South, where more feel that they can disarm without getting killed. Sen shows that these networks grow out of the grassroots civic associations in the gray zone of state-insurgency interface. Correcting the course for future policy, Sen provides a new explanation of rebel retirement that will be essential to any policymaker or scholar working to end protracted insurgencies.
