Participatory governance has a long history in India and this book traces historical-intellectual trajectories of participatory governance and how older Western discourses have influenced Indian policymakers. While colonial rulers devolved power to accommodate dissenting voices, for independent India, participatory governance was a design for democratizing governance in its true sense. Participation also acted as a vehicle for localizing governance. The author draws on both Western and non-Western theoretical treatises and the book seeks to conceptualize localizing governance also as a contextual response. It also makes the argument that despite being located in different socio-economic and political milieu, thinkers converge to appreciate localizing governance as perhaps the only reliable means to democratize governance. The book aims to confirm this argument by reference to sets of evidence from the Indian experience of localizing governance. By attempting a genealogy of participatory governance in the West and in India, and an empirical study of participatory governance in India, the book sheds light on the exchange of ideas and concepts through space and time, thus adding to the growing body of literature in the social sciences on 'conceptual flow'. It will be of interest to political scientists and historians, in particularly those studying South Asia.

Gerrymandering! A Guide to Congressional Redistricting, Dark Money and the Supreme Court is a unique explanation to understand and act on the Court's decision, whatever it may be. After describing the importance of legislative representation, the book describes the anatomy of a redistricting n Pennsylvania. That is followed by a review of legislative redistricting in American history and the Supreme Court's role throughout. The book relates what has happened to the efforts to bring changes to redistricting through the legislatures, including the unseen but omnipresent use of dark money to oppose reforms. The penultimate chapter analyzes the Wisconsin case now pending in the Supreme Court and concludes that anyone relying on the Court's decision is relying on a firm maybe. Following the text is a Citizen's Toolbox with which readers throughout the country can evaluate the redistricting situation in their states. The Toolbox is replete with useful information gerrymandering. There are numerous books that tell how bad gerrymandering is, but my book is different, much different. Unlike the others, this book analyzes gerrymandering as developed through the force of history, the hardball politics of state legislatures and scantily disclosed campaign expenditures to maintain it, and the daunting legal challenge for those who want the Supreme Court to adopt a new national standard for determining when gerrymandering is unconstitutional as a violation of the Equal Protection Clause of the 14th Amendment. The daunting challenges is to show the Court that a mathematical formula, such as the efficiency gap formula, is a valid method to measure violations of the 14th amendment's guarantee that every citizen be given equal protection of the law.
Regional associations have become major players in international politics and economics. The Eurasian Economic Union (EEU), composed of Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan, is considered as a player which will strengthen the international influence and international trade of the post-socialist countries. It is intended to become a parallel association to the European Union. This comprehensive volume considers the potential global role of the EEU. A major problem outlined is the balancing of relations between the EU and the West on the one hand, and China and the Shanghai Cooperation Organisation on the other. The book explores the impact of the global crisis as well as a consideration of the EEU in the world system of states. It also examines the EEU's relationship with other regional developments, in relation to the EU and to the outer circle of post-socialist states that joined neither the EU nor the EEU. It concludes by considering Eurasia in the Asian context, looking at the two central Asian countries (Kazakhstan and Kyrgyzstan), relations with China and the relationship between the Shanghai Cooperation Organisation (SCO) and the EEU. Despite the growing academic interest in the development policy of the European Union (EU) and the booming literature on Europeanisation, the impact of Europe on national development policies has largely been overlooked. By exploring Member State interactions with and through the EU level across a number of different issues, this volume looks to herald a new research agenda. The picture emerging from the empirical evidence is that of modest degrees of Europeanisation. Resistance to Europe can be attributed to different factors, some operating at the domestic level (e.g. established cultural and normative structures, different types of veto players) and others related to the existence of several groupings with alternative policy prescriptions (e.g. Nordic donors, like-minded countries, former colonial powers). Even where there are signs of convergence (or divergence) between the development policies of the various Member States, they may be due to other influences rather than pressures coming from the EU. This book was originally published as a special issue of European Politics and Society.

It documents these populations' efforts to remain in their communities and highlights how this leads to community organizing around economic, environmental, and social justice. The book shows how residents of once-neglected urban communities are standing up to city economic development agencies, influential real estate developers, universities, and others to remain in their neighbourhoods, protect their interests, and transform their communities into sustainable, healthy communities. These communities are deploying new strategies that build off of past struggles over urban renewal. Based on seven years of research, this book draws on a wealth of material to conduct a case study analysis of eight low-income/mixed-income communities in Boston, New York, San Francisco, and Washington, DC. This timely book is aimed at researchers and postgraduate students interested in urban policy and politics, community development, urban studies, environmental justice, urban public health, sociology, community-based research methods, and urban planning theory and practice. It will also be of interest to policy makers, community activists, and the private sector.
A political history of environmental policy and regulation in California, from the Gold Rush to the present Over the course of its 150-year history, California has successfully protected its scenic wilderness areas, restricted coastal oil drilling, regulated automobile emissions, preserved coastal access, improved energy efficiency, and, most recently, addressed global climate change. In the age of digitalization, even the way we govern is adapting. Recently, with the successful implementation of e-governments, the way our systems are organized has changed. The field of intergovernmental relations has changed substantially over the past five decades. Metropolitan government and metropolitan governance have been ongoing issues for more than sixty years in the United States. Based on an extensive survey and a review of existing literature, this book offers a comprehensive overview of these debates. It discusses how the centrifugal forces in local government, and in particular local government autonomy, have produced a highly fragmented governmental landscape throughout America. It argues that in order for 'governance' to occur in metropolitan areas (or anywhere else, for that matter), there has to be some form of an actual governmental institution that possesses the power and ability to compel compliance. Everything else is just some form of cooperation, and while cooperation is not trivial, it does not enable metropolitan areas to address the really tough and controversial issues that divide rather than unite governments in those areas. The book examines the principal factors that prevent the development of either metropolitan government or metropolitan governance in the USA. Norris looks at several examples where some form of metropolitan government or governance can be said to exist, from voluntary cooperation (the weakest) to government (the strongest). He also examines each type of arrangement for its ability to address metropolitan-wide problems and whether each type is or is not in use in the USA. In sum, the book uncovers the extent of metropolitan government and governance, the possibility for its existence, what attempts (if any) have been made in the past, and the problems and issues that have arisen due to the lack of adequate metropolitan governance.

This book provides an extensive evaluation of the numerous policy instruments used by regional governments in Europe to promote innovation activity in Small and Medium Enterprises (SMEs). The instruments are compared and benchmarked in order to identify 'good practice', in an effort to bridge the gap between the theory of regional innovation and real-world policy implementation. The authors argue for a new policy paradigm and highlight the value of an interactive style of policy intervention. Since the majority of SMEs have a limited resource base with regard to innovation, they need external orientation to understand and adapt to their environment. Across many parts of the postcolonial world, it is everyday reality for people to cross regularly between state-based and customary governance, institutions and norms. This book examines this phenomenon in the context of the villages of Timor-Leste, and the state-building efforts that have been conducted by the Timorese government and international development agencies since the vote for independence in 1999. Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste's vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives. Government-by-proxy and intergovernmental relations profoundly affect the public administration of foster care. Using examples from foster care systems in the states of Delaware, Michigan, New York, and Rhode Island, Rebecca Padot eloquently combines a rigorous methodology and theory work to expose the conditions under which foster care outcomes can be improved.
