This book is open access under a CC-BY license. The multiple purposes of nature - livelihood for communities, revenues for states, commodities for companies, and biodiversity for conservationists - have turned environmental governance in Latin America into a highly contested arena. In such a resource-rich region, unequal power relations, conflicting priorities, and trade-offs among multiple goals have led to a myriad of contrasting initiatives that are reshaping social relations and rural territories. This edited collection addresses these tensions by unpacking environmental governance as a complex process of formulating and contesting values, procedures and practices shaping the access, control and use of natural resources. Contributors from various fields address the challenges, limitations, and possibilities for a more sustainable, equal, and fair development. In this book, environmental governance is seen as an overarching concept defining the dynamic and multi-layered repertoire of society-nature interactions, where images of nature and discourses on the use of natural resources are mediated by contextual processes at multiple scales.

This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan's experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.
"The Power of Persuasion" looks at how the New Right came to power in Ontario by using lessons learned from its successes in other countries (namely Great Britain, the US and New Zealand), to gain public consent for policies that were economically and socially harmful. Author Kirsten Kozolanka contends that this New Right trajectory is neither haphazard nor narrowly constructed, but purposeful in its use of sophisticated communications tools--advertising, polling and marketing--but also by closing down government information channels in a war of persuasion and limitation that contained, controlled and confused both the media, and political and public opposition.
In this legislative autobiography Franklin L. Kury tells the story about his election to the Pennsylvania House of Representatives, and later the Senate, against the senior Republican in the House and an entrenched patronage organization. The only Democrat elected from his district to serve in the House or Senate since the Roosevelt landslide in 1936, Kury was instrumental in enacting the environmental amendment to the state constitution, a comprehensive clean streams law, the gubernatorial disability law, reform of the Senate's procedure for confirmation of gubernatorial appointments, a new public utility law, and flood plain and storm water management laws. The story told here is based on Kury's recollections of his experience, supplemented by his personal files, extensive research in the legislative archives, and conversations with persons knowledgeable on the issues. This book is well documented with notes and appendices of significant documents. Several chapters provide detailed "inside" descriptions of how campaigns succeeded and the enactment of legislation happened. The passage of the environmental amendment, clean streams law, public utility code, flood plain and storm water management laws, and the gubernatorial disability law are recounted in a manner that reveals what it takes to pass such proposals. The book concludes with the author's reflections on the legislature's historical legacies, its present operation, and its future.
California has a worldwide reputation as a pioneer of innovative policies for the control of air pollution by motor vehicles. Autos, Smog and Pollution Control analyses the difficulties which have been encountered in developing and implementing these policies. Professor Grant uses an analytical framework drawn from the leading theories of public policy formation, such as policy communities, to address the issues raised by California's policy making experience. This study shows how an ambitious attempt to encourage the use of electrically powered vehicles has faced technological constraints, consumer resistance and political opposition. Other policies developed in the state such as dealing with 'gross emitters', trip reduction programmes and the construction of light rail and subway systems are also critically examined. The concluding chapter relates Californian experience to the developing debate in Britain and the European Union about air pollution from motor vehicles. India's cities are in the midst of an unprecedented urban expansion. While India is acknowledged as a rising power, poised to emerge into the front rank of global economies, the pace and scale of its urbanisation calls for more effective metropolitan management if that growth is not to be constrained by gathering urban crisis. This book addresses some key issues of governance and management for India's principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. London, with its recent establishment of a directly elected Mayor, provides a reference point for this analysis, and signifies the extent to which urban leadership has moved to the top of the urban governance agenda. Much of the scholarly and professional literature on development focuses either on the 'macro' level of national policies and politics or on the 'micro' level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the 'meso' level with a comparative exploration of the ways in which local institutions - municipalities, local governments, city authorities, civil society networks and others - have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book's rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from 'below' by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.
Under which conditions do companies engage in the provision of collective goods and services if the state lacks the capacity to do so? To what extent do multinational firms engage in a 'race to the top' fostering rather than undermining regulation? The empirical analyses in the individual chapters look at business responses to some of South Africa's most pertinent governance challenges, HIV/AIDS and environmental pollution. The contributors look at firms in four industry sectors: the automotive industry, the mining industry, the food and beverage industry and the textile industry. These four sectors comprise a significant number of foreign as well as local companies, with or without brand name, which cater to different market segments within South Africa, differ in size and are exposed to varying pressure from NGOs and foreign competitors.
This book is a unique contribution to the understanding of the reality of government and governance in the European Union (EU). It illustrates the EU's multi-level system and within it the activities of agenda setting, policy formulation and implementation which all involve co-operation between public administrations from the sub-national, national, supranational and international levels. In his inaugural address, Governor Brereton C. Jones proclaimed, "This administration is committed to having the most positive, progressive, exciting four years in our state's history." Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed. Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.
This book takes a closer look at the role and meaning of political opposition for the development of democracy across sub-Saharan Africa. Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. This book was originally published as a special issue of Democratization.
How are responses to urban policy challenges affected by new ideas about governance? How can we explain the governance transformations that result? And what are the consequences for democracy? This wide-ranging study of three European cities - Birmingham, Copenhagen and Rotterdam - shows how hybrid forms of governance emerge from the tensions between new visions and past legacies, and existing institutional arrangements and powerful actors. Hybrid governance includes public-private partnerships, stakeholders boards, and multi-actor forums operating at arm's length to institutions of representative democracy. Offering detailed studies of migration and neighbourhood policy, as well as a novel Q methodology analysis of public administrators' views on democracy, the book explores how actors generate new practices, shows how these develop, and evaluates the democratic implications. The book concludes that hybrid governance is both widespread and diverse, is spatially and policy specific and that actors - public managers, politicians and the public - contribute to hybrid designs in ways that promote and challenge democratic conventions. |
