UCLG's Third Global Report on Local Democracy and Decentralization (GOLD III) examines basic service provision and the current state-of-play of the local governance of basic services around the world. Basic Services for All in an Urbanizing World examines the enormous challenge of ensuring the universal provision of basic services in a world that is being shaped by rapid global urbanization, climate change, and economic, social and technological transformation. The world's urban population is predicted to reach 5 billion people within the next 20-30 years. The report analyses the conditions necessary for local governments to provide these new urban residents with quality basic services. Water, sanitation, waste management, transport and energy are essential, not only for the preservation of human life and dignity, but also in driving economic growth and ensuring social equality. Each chapter examines a world region, drawing on existing research and consultation with local authorities on the ground. The chapters review access levels, legal and institutional frameworks, and the different ways in which basic services are managed and financed, as well as showcasing diverse examples of innovation in the local and multi-level governance of services. It concludes with a set of recommendations for all stakeholders with a view to making the goal of basic services for all a reality. This report contributes to discussions on the Millennium Development Goals and the UN Post-2015 Development Agenda. The findings of GOLD III will also be essential to promoting the vision of local governments at the 2016 UN Conference on Human Settlements (Habitat III).

This timely book explores the often stormy French-U.S. relationship and the evolution of the Atlantic Alliance under the presidency of Charles de Gaulle (1958 1969). The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de Gaulle s dramatic decision in 1966 to withdraw from NATO s integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De Gaulle s policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the General s quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de Gaulle s actions forced NATO to adapt to new strategic realities. Retracing the different phases of de Gaulle s policies, Bozo provides valuable insight into current French approaches to foreign and security policy, including the recent attempt by President Chirac to redefine and normalize the France-NATO relationship. As the author shows, de Gaulle s legacy remains vigorous as France grapples with European integration, a new role within a reformed NATO, and relations with the United States.
Set against a backdrop of concerns about the potential break-up or radical change to the global world order, this volume sets out to investigate the use of sports mega-events by a number of emerging states. Sports mega-events, it is argued, can be understood as a key component in states' 'soft power' strategies, that is, their attempts to showcase their nations on the international stage, increase their power relative to others via non-coercive means and to increase trade and tourism. Many studies on soft power simply cite the concept's founder (Joseph Nye) and make little attempt at unpicking the mechanisms behind its creation. This volume does this by shining a light on emerging economies and by putting forward a soft power 'ideal type' to aid researchers in understanding the strategies employed by states in advancing their interests.

Since the first elections of 1994, the South African constitution officially guarantees and promotes a wide range of political and civil rights and institutionalizes the separation of powers with an independent judiciary. This has made South Africa a political symbol of change, hope and democracy in Africa and around the world. However, since the introduction of free and fair electoral processes and with ANC dominating the presidency and the parliamentary seats, the political scene has been scattered by democratic challenges. South Africa remains a flawed democracy, combining free elections and respect for basic civil liberties with problems of governance, an underdeveloped political culture, and low levels of public participation. Today, South Africa stands at a crossroads. While the constitutional democracy has survived, South African democracy seems to have weakened by state capture, internal ANC implosion, corruption, societal polarization, social exclusion, xenophobia, and threats of state economic bankruptcy. South Africa faces growing discontent symbolized in intensified societal and political debates, protests and demonstrations providing for the question if this is a sign of dissatisfied citizens demanding deeper democracy or activities questioning the established constitutional democracy from an anti-democratic, populist, and radical point of view. South Africas Democracy at the Crossroads explores the question; what are the challenges to future democratization in South Africa?
The effects of neoliberal economic reforms in the Southern Mediterranean are now widely regarded as a main underlying cause of the Arab uprisings. An often neglected dimension is that of the reforms' implications for local governance. The contributions to this edited volume examine how state power is being re-articulated but also challenged at sub-national levels in Morocco, Egypt, Jordan, Israel, Lebanon and Turkey. They explore the effects of neoliberal economic and local governance reforms such as decentralization, public-private partnerships, and outsourcing in the area of public service delivery, poverty alleviation, and labor market reforms on local patronage networks, public accountability, and state-society relations. The findings show that such reforms are often subordinated to established patterns of political contestation among actors who seize on the opportunities that reforms offer to advance their political agendas, thereby illustrating the local specificity of 'actually existing neoliberalisms'. The book thus fills an important knowledge gap by combining public policy and management theories with those on patron-client networks and public accountability at the local level, and situating them within the critical literature on neoliberalism. This book was published as a special issue of Mediterranean Politics.
The Sinews of State Power seeks to explain why rural China has been so unstable since 2000, despite numerous national reforms. Using original fieldwork, it traces the rise and demise of cohesive local states in rural China since the Maoist era. It shows that, the county, township, and village levels of government, when in alliance, have facilitated economic growth and caused social grievances. However, national reforms redressing local deviation, together with individual responses from each level of administration, have dismantled elite alliances, and consequentially undermined the extractive, coercive, and responsive capacity of the state. This book forms dialogue with two fields of inquiry in China studies and comparative politics. First, researches on farmer protest often either focus on farmers' grievances, organizations, and strategies, or examine responses from the state as a uniform entity. This book, instead, highlights the anthropology of the state by looking into elite cohesion across administrative levels that determines the exercise of state capacity. Second, studies of regime stability or endurance have stressed holistic factors, such as institutional adaptability, political culture, or epidemic corruption. Chris McNickle argues that New York City Mayor David Dinkins failed to wield the power of the mayor with the skill required to run the city. His Tammany clubhouse heritage and liberal political philosophy made him the wrong man for the time. His deliberate style of decision-making left the government he led lacking in direction. His courtly demeanor and formal personal style alienated him from the people he served while the multi-racial coalition he forged as New York's first African-American mayor weakened over time. Dinkins did have a number of successes. He balanced four budgets and avoided a fiscal takeover by the unelected New York State Financial Control Board. Major crime dropped 14 percent and murders fell by more than 12 percent. Dinkins helped initiate important structural changes to the ungovernable school system he inherited. His administration reconfigured health care for the poor and improved access to medical treatment for impoverished New Yorkers. McNickle argues that David Dinkins has received less credit than he is due for his successes because they were overshadowed by his failure to fulfill his promise to guide the city to racial harmony. This stimulating review of a transitional period in New York City's history offers perspective on what it takes to lead and govern.
Problems of internal and external security in South-East Asia have persisted as one set of competing global alignments has been succeeded by another, with major impact on regional relationships. This book, first published in 1989, examines how the states of The Association of South-East Asian Nations (ASEAN) have attempted to confront the problems of regional security. It considers the nature and role of the Association - intended to promote economic growth, social progress and cultural development - traces its institutional development from 1967 and identifies a basic structural weakness arising from the differing strategic perspectives held by member governments. This book, compiled from the 2nd Global Report of United Cities and Local Governments (UCLG) on Decentralization and Local Democracy, analyzes the architecture of fiscal decentralization in one hundred and ten countries as well as in major metropolitan areas. In the majority of these countries, local authorities are taking on more and more responsibilities for public investment and the provision of services that are essential for both economic development and the well being of their citizens. If increasing fiscal decentralization has been a global trend in recent decades, there are significant variations across and within regions and countries. Local budgets make up on average 25% of public expenditure in the countries of the European Union but less than 5% in many developing countries. Decentralization in terms of revenue and expenditure autonomy has also increased, however this has been uneven across countries and has seen greater advances in expenditure than in revenues, where sources remain limited and uncertain, especially for small and middle size cities. With accelerating urbanization and important shifts in the global context (climate change, increasing risk of natural disaster, migration, and demographic changes among others), current funding levels are insufficient for local governments to respond to the urbanization of poverty, growing investment requirements and other pressing needs. The economic and financial crisis that began in 2008 only worsened the situation. This report, offered as part of UCLG's ongoing commitment to deepen understanding of the level of government closest to citizens, identifies universal challenges facing local government finance, as well as those more regional and country specific. Some of the most common are inadequate sources of revenue, unpredictable transfers and grants, excessive higher-level budget controls, and unfunded mandates. In addition to analyzing these challenges and opportunities, the Report proposes recommendations to strengthen the fiscal role and performance of local governments around the world.
From 2003 to 2009 sensational judicial bribery scandals rocked Mississippi's legal system. Famed trial lawyers Paul Minor and Richard (Dickie) Scruggs and renowned judge and former prosecutor Bobby DeLaughter proved to be the nexus of these scandals. Seven attorneys and a former state auditor were alleged to have attempted to bribe or to have actually bribed five state judges to rule in favor of Minor and Scruggs in several lawsuits. This is the story of how federal authorities, following up on information provided by a bank examiner and a judge who could not be bribed, toppled Minor, Scruggs, and their enablers in what was exposed as the most significant legal scandal of twenty-first-century Mississippi. James R. Crockett details the convoluted schemes that eventually put three of the judges, six of the attorneys, and the former auditor in federal prison. All of the men involved were successful professionals and three of them, Minor, Scruggs, and fellow attorney Joey Langston, were exceptionally wealthy. The stories involve power, greed, but most of all hubris. The culprits rationalized abominable choices and illicit actions to influence judicial decisions. The crimes came to light in those six years, but some crimes were committed before that. These men put themselves above the law and produced the perfect storm of bribery that ended in disgrace. The tales Crockett relates about these scandals and the actions of Paul Minor and Richard Scruggs are almost unbelievable. Individuals willingly became their minions in power plays designed to distort the very rule of law that most of them had sworn to uphold.

The Canadian provinces have evolved quite different ways of responding to the policy problems posed by religious schools. Seeking to understand this peculiar reality, Faith, Rights, and Choice articulates the ways in which the provincial governance regimes developed for religious schools have changed over time. Covering nearly three centuries, the book begins with the founding of schooling systems in New France and continues into a variety of present-day conflicts that emerged over the question of religion in schools. James Farney and Clark Banack employ a method of process-tracing, drawing on 88 semi-structured interviews with key policy insiders. They also reference archival material documenting meetings, political speeches, and legislative debates related to government decisions around issues of religious education. Relying on the theoretical foundations of both historical institutionalism and Canadian political development, Faith, Rights, and Choice presents a new analytic framework to help make sense of the policy divergence witnessed across Canada.
"How could this have happened?" The question still lingers among officials and residents of the small southern California town of Bell. Corruption is hardly an isolated challenge to the governance of America's cities. But following decades of benign obscurity, Bell witnessed the emergence of a truly astonishing level of public wrongdoing-a level succinctly described by Los Angeles District Attorney Steve Cooley as "corruption on steroids." Even discounting the enormous sums involved-the top administrator paid himself nearly $800,000 a year in a town with a $35,000 average income-this was no ordinary failure of governance. The picture that emerges from years of federal, state, and local investigations, trials, depositions, and media accounts is of an elaborate culture of corruption and deceit created and sustained by top city administrators, councilmembers, police officers, numerous municipal employees, and consultants. The Failure of Governance in Bell California: Big-Time Corruption in a Small Town details how Bell was rendered vulnerable to such massive malfeasance by a disengaged public, lack of established ethical norms, absence of effective checks and balances, and minimal coverage by an overextended area news media. It is a grim and nearly unbelievable story. Yet even these factors fail to fully explain how such large-scale corruption could have arisen. More specifically, how did it occur within a structure-the council-manager form of government-that had been deliberately designed to promote good governance? Why were so many officials and employees prepared to participate in or overlook the ongoing corruption? To what degree can theories of governance, such as contagion theory or the "rover bandit" theme, explain the success of such blatant wrongdoing? The Failure of Governance, by Arizona State University Professor Thom Reilly-himself former county manager of Clark County, Nevada-pursues answers to these and related questions through an analysis of municipal operations that will afford the reader deeper insight into the inner workings of city governments-corrupt and otherwise. By considering factors arising from both theory and practice, Reilly makes clear, in other words, why the sad saga of Bell, California represents both a case study and a warning.

Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.
