Governing Sustainable Cities (Paperback): Bob Evans, Marko Joas, Susan Sundback, Kate Theobald Governing Sustainable Cities (Paperback)
Bob Evans, Marko Joas, Susan Sundback, Kate Theobald
R1,485 Discovery Miles 14 850 Ships in 12 - 19 working days

Urban governance and sustainability are rapidly becoming key issues around the world. Currently three billion people - half the population of the planet - live in cities, and by 2050 a full two-thirds of the world's population will be housed in ever larger and increasingly densely populated urban areas. The economic, social and environmental challenges posed by urbanization on such a large scale and at such a rapid pace are staggering for local, regional and national governments working towards sustainability. Solutions to the myriad problems plaguing the quest for sustainability at the city-level are equally as diverse and complex, but are rooted in the assumptions of the 'sustainability agenda', developed at the Rio Earth Summit and embodied in Local Agenda/Action 21. These assumptions state that good governance is a necessary precondition for the achievement of sustainable development, particularly at the local level, and that the mobilization of local communities is an essential part of this process. Yet until now, these assumptions, which have guided the policies and programmes of over 6000 local authorities around the world, have never been seriously tested. Drawing on three years of field research in 40 European towns and cities, Governing for Sustainable Cities is the first book to examine empirically the processes of urban governance in sustainable development. Looking at a host of core issues including institutional and social capacity, institutional design, social equity, politics, partnerships and cooperation and creative policy-making, the authors draw compelling conclusions and offer strong guidance. This book is essential reading for policy-makers, politicians, activists and NGOs, planners, researchers and academics, whether in Europe, North America, Australasia or transitional and developing countries, concerned with advancing sustainability in our rapidly urbanizing world.

Mackerels in the Moonlight - Four Corrupt American Mayors (Paperback, illustrated edition): Gerald Leinwand Mackerels in the Moonlight - Four Corrupt American Mayors (Paperback, illustrated edition)
Gerald Leinwand
R979 R725 Discovery Miles 7 250 Save R254 (26%) Ships in 12 - 19 working days

Political corruption is easy to define - the use of public office for private gain - but it isn't so readily seen because politicians cover their tracks so well. Four of America's most corrupt mayors and their shady dealings are covered in this work. ""Big Bill"" Thompson, who was mayor of Chicago three times, is considered America's worst mayor, having, among other questionable activities, accepted support from gangster Al Capone. Frank Hague of Jersey City described his town as the ""moralest city in the nation"" and banished prostitution and pornography, but he saw no evil in gambling and Jersey City became a gambling mecca. Jimmy Walker of New York City was a ""good time"" mayor and did well as the city prospered, but cared little for the city's money and his own when the Great Depression struck. James Michael Curley of Boston openly asserted that ""politics is my business,"" but he flaunted a lavish home built entirely at the public's expense and was elected again and again, once while he was still in jail.

Case Studies of City-County Consolidation: Reshaping the Local Government Landscape - Reshaping the Local Government Landscape... Case Studies of City-County Consolidation: Reshaping the Local Government Landscape - Reshaping the Local Government Landscape (Hardcover, New)
Suzanne M. Leland, Kurt M. Thurmaier
R4,472 Discovery Miles 44 720 Ships in 12 - 19 working days

Facing cutbacks in federal and state assistance and a new wave of taxpayer revolts, local governments have renewed interest in local government consolidation as a way of achieving efficiencies of scale in response to citizen demands for services. Yet the vast majority of consolidation efforts fail, either during the process of drafting a charter or once they reach the ballot - only five have passed since 1990; only thirty-two have been successfully implemented since the first, when the city of New Orleans merged with Orleans Parish in 1805. What accounts for the high failure rate and what factors led to successful consolidations? This volume presents thirteen comparable case studies of consolidation campaigns and distills the findings.

Race, Gender, and Political Representation - Toward a More Intersectional Approach (Hardcover): Beth Reingold, Kerry L. Haynie,... Race, Gender, and Political Representation - Toward a More Intersectional Approach (Hardcover)

It is well established that the race and gender of elected representatives influence the ways in which they legislate, but surprisingly little research exists on how race and gender interact to affect who is elected and how they behave once in office. How do race and gender affect who gets elected, as well as who is represented? What issues do elected representatives prioritize? Does diversity in representation make a difference? Race, Gender, and Political Representation takes up the call to think about representation in the United States as intersectional, and it measures the extent to which political representation is simultaneously gendered and raced. Specifically, the book examines how race and gender interact to affect the election, behavior, and impact of all individuals. By putting women of color at the center of their analysis and re-evaluating traditional, "single-axis" approaches to studying the politics of race or gender, the authors demonstrate what an intersectional approach to identity politics can reveal. Drawing on original data on the presence, policy leadership, and policy impact of Black women and men, Latinas and Latinos, and White women and men in state legislative office in the late twentieth and early twenty-first centuries, each chapter shows how the politics of race, gender, and representation are far more complex than recurring "Year of the Woman" frameworks suggest. An array of race-gender similarities and differences are evident in the experiences, activities, and accomplishments of these state legislators. Yet one thing is clear: the representation of those marginalized by multiple, intersecting systems of power and inequality is intricately bound to the representation of women of color.

Leadership in a Small Town (Paperback): Aaron Wildavsky Leadership in a Small Town (Paperback)
Aaron Wildavsky
R1,520 Discovery Miles 15 200 Ships in 12 - 19 working days

Of all the questions that might be asked about political life, it would be difficult to find one of greater interest than the ancient query: who rules over whom? It appeals powerfully to our curiosity. We want to know who "runs" things--who makes policy decisions in New York, Washington, London, or the town in which we live. Is it a single powerful individual, an economic elite, a series of elites, the citizens, political bosses, or some variant of these possibilities? The major purpose of this volume is to find an answer to this question for a small American city, and to extend the answer through relevant theory to American cities in general. But much more precisely, answers are sought for these interrelated questions: What are the relationships between the rulers and the ruled? How are the rulers related to each other? Are the rulers the same for all policies or do they differ from one area of policy to another? How do leaders arise, and in what way are they different from other people? The issues discussed in this volume are familiar to many towns. They range from controversies about the building of a new water system to housing and zoning codes, from charity appeals to low-income housing, from nominations and elections to industrial development and off-street parking. Wildavsky draws parallels to other community studies and formulates general propositions in support of his thesis that American communities are pluralist. And ultimately, Wildavsky is optimistic that small towns foster citizen participation, giving the population more of a chance to direct its own future. Aaron Wildavsky was, until his death in 1993, professor of political science and public policy at the University of California, Berkeley, and, while working on the present study, taught at Oberlin College. Transaction has posthumously published Wildavsky's complete essays and papers in five volumes. Nelson W. Polsby is Heller Professor of Political Science at the University of California, Berkeley, where he has taught American politics and government since 1967. He is editor of the" Annual Review of Political Science" and author of "Congress and the Presidency."

Partnerships Between Health and Local Government (Hardcover): Stephanie Snape, Pat Taylor Partnerships Between Health and Local Government (Hardcover)
Stephanie Snape, Pat Taylor
R1,485 Discovery Miles 14 850 Ships in 12 - 19 working days

The theme of this collection of essays is partnerships between health and local government. Such partnerships are not new. Nor is discussion of the merits (or otherwise) of collaboration between the two sectors. The history of collaboration between these two sectors of the public services has been chequered to say the least; indeed, the boundary between health and social care has been described as a 'Berlin Wall'.
However, New Labour's ascension to power in 1997 has rekindled an avid interest in this issue. The government's emphasis on partnerships and collaboration has been projected as a key element of its 'Third Way' philosophy. Partnership working in particular has been viewed as the most appropriate means of addressing endemic, obdurate social ills, such as social exclusion, poor health, poverty, and low educational standards.

Presidents and Their Pens - The Story of White House Speechwriters (Paperback): James C. Humes Presidents and Their Pens - The Story of White House Speechwriters (Paperback)
James C. Humes; Introduction by Julie Nixon Eisenhower
R771 Discovery Miles 7 710 Ships in 12 - 19 working days

Presidents and Their Pens: The Story of White House Speechwriters explores 23 presidencies through the detailed analysis of speeches including Lincoln's Gettysburg Address, Teddy Roosevelt's "Big Stick" speech, Eisenhower's farewell to the nation, and Bill Clinton's compassionate words in the wake of tragedy. Presenting stories of greatness as well as tragically unfulfilled promise, Presidents and Their Pens also features an introduction by author and historian Julie Nixon Eisenhower.

Invisible Partisanship - Partisan Bias in Nonpartisan Elections and Its Impact on Local Policy Representation in California... Invisible Partisanship - Partisan Bias in Nonpartisan Elections and Its Impact on Local Policy Representation in California Reform Cities (Paperback, New)
Chang-Ho C Ji
R1,952 Discovery Miles 19 520 Ships in 12 - 19 working days

In 1890-1930, the election system in American cities introduced nonpartisan ballots into the cities. Invisible Partnership evaluates this election scheme and how it disproportionately helps Republicans win local legislative contests and shapes city councils and school boards to produce conservative and pro-developmental local policies, as it places more Republicans with such political beliefs and policy preferences in the offices. Author Chang-Ho C. Ji asserts that partisan politics is a stronger force behind city and local politics than generally thought, ultimately shaping the process and results of local elections and various policy decision-making in cities and local School districts.

Evolutionary Critical Theory and Its Role in Public Affairs (Hardcover, New): Charles Federick Abel, Arthur Jay Sementelli Evolutionary Critical Theory and Its Role in Public Affairs (Hardcover, New)
Charles Federick Abel, Arthur Jay Sementelli
R5,681 Discovery Miles 56 810 Ships in 12 - 19 working days

The subject of this book is one of the most central and timely in Public Administration - how to make sense of critical theory, and (especially) how to assess its implications for everyday practice. Charles Frederick Abel and Arthur Sementelli argue that Evolutionary Critical Theory - a synergistic employment of the methodologies of traditional social science, institutionalism, and hermeneutics - provides fresh insights into the core issues of Public Administration theory and practice. While some may argue that public administration theory is an oxymoron, this ground-breaking volume explodes that notion and argues that Evolutionary Critical Theory is an especially helpful and powerful tool for administrative scholars and practitioners in their quest to realize good government.

The Collaborative Leadership Fieldbook (Paperback): David D. Chrislip The Collaborative Leadership Fieldbook (Paperback)
David D. Chrislip
R1,518 Discovery Miles 15 180 Ships in 12 - 19 working days

When the landmark book Collaborative Leadership was first published in 1994, it described the premise, principles, and leadership characteristics of successful collaboration. The book outlined an innovative way of building partnerships to solve the civic problems too big for anyone to solve alone as well as a new type of leadership that brings together diverse stakeholders to solve a community's problems. While that book provides a much-needed framework for working together, The Collaborative Leadership Fieldbook offers nonprofit practitioners, community leaders, and public officials a practical, hands-on resource. It presents the tools needed for applying the lessons learned, powerful approaches that get results, and guidance for solving complex community problems. In clear and concise terms, the Fieldbook

  • Presents a wide range of tools and concepts that can be readily applied
  • Provides a comprehensive guide to collaboration from conception to implementation
  • Describes how to establish effective civic leadership development programs to support collaborative efforts
  • Contains stories and examples that clearly illustrate the book's concepts and tools
  • Helps readers find-quickly and easily-what they need for their specific situations

Political Culture and Secession in Mississippi examines gender and antebellum politics, and argues that the demands of masculinity and honour with in state's antiparty political culture made secession possible. The non-institutional context of all political rhetoric caused Mississippi voters to condemn the Republicans' anti-Southern programme as a personal insult, and linked men's understanding of masculinity with electoral politics, the actual mechanism for secession.

Local Government and Politics in China - Challenges from below (Paperback): Yang Zhong Local Government and Politics in China - Challenges from below (Paperback)
Yang Zhong
R1,368 Discovery Miles 13 680 Ships in 12 - 19 working days

After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.

Non-State Actors and Transnational Governance in Southeast Asia (Hardcover): Shaun Breslin, Helen E.S. Nesadurai Non-State Actors and Transnational Governance in Southeast Asia (Hardcover)
Shaun Breslin, Helen E.S. Nesadurai
R4,467 Discovery Miles 44 670 Ships in 12 - 19 working days

While the focus on national governments as the main providers of different forms of transnational governance in Southeast Asia is entirely understandable, such a focus can significantly underestimate the roles played by non-state actors. This comprehensive collection provides five different case studies that explore in detail how these governance forms work in different policy arenas. While previous studies have noted the way that non-state actors act as pressure or advisory groups, lobbying or advising states and regional organisations, this book explores how they are now more actively involved in a variety of cross-border networked forms of coordination, providing standards, rules and practices that other actors voluntarily abide by. The chapters in this volume reveal variations in the architecture of transnational governance, why they emerge, the modes of social co-ordination through which they work to shape actor behaviour and achieve impact, their normative implications, and how these governance schemes intersect with state and national regulatory frameworks. The authors point to the importance of looking beyond arrangements established through intergovernmental mechanisms in order to gain a full understanding of how international interactions are organised in Southeast Asia. This book was originally published as a special issue of the Journal of Contemporary Asia.

The Adapted City - Institutional Dynamics and Structural Change (Hardcover, New): H.George Frederickson The Adapted City - Institutional Dynamics and Structural Change (Hardcover, New)
H.George Frederickson
R4,469 Discovery Miles 44 690 Ships in 12 - 19 working days

This groundbreaking book will redefine the way we look at American urban government. It considers how and why cities change their governing arrangements - and the implications for cities of the future. Previous categorizations of urban governing arrangements have included the political city (traditional elected mayor/city council) and the administrative city (city manager appointed by city council). The authors argue that in recent years most cities have adapted and changed their structures so much to accommodate contemporary demands that the traditional models no longer reflect reality. It is time for a new paradigm - their model of the adapted city that represents how local government really works. The book provides rich detail and numerous case studies that show how actual cities have changed and adapted their structure to fit changing times and citizen demands. However, the primary strength of this work is its focus on the implications for flourishing urban life and politics in the future.

The Political Economy of Education in South Asia - Fighting Poverty, Inequality, and Exclusion (Paperback): John Richards,... The Political Economy of Education in South Asia - Fighting Poverty, Inequality, and Exclusion (Paperback)
John Richards, Manzoor Ahmed, Shahidul Islam; Foreword by Fazle Abed
R769 Discovery Miles 7 690 Ships in 12 - 19 working days

With the exception of Sri Lanka, South Asian countries have not achieved quality basic education - an essential measure for escaping poverty, inequality, and social exclusion. In The Political Economy of Education in South Asia, John Richards, Manzoor Ahmed, and Shahidul Islam emphasize the importance of a dynamic system for education policy. The Political Economy of Education in South Asia documents the weak core competency (reading and math) outcomes in government primary schools in India, Pakistan, Bangladesh, and Nepal, and the consequent rapid growth of non-government schools over the last two decades. It compares the training, hiring, and management of teachers in South Asian schools to successful national systems ranging from Singapore to Finland. Discussing reform options, it makes the case public good and public priorities are better served when both public and non-government providers come under a strong public policy and accountability framework. The Political Economy of Education in South Asia draws on the authors' broad engagement in education research and practice in South Asia, as well as analysis by prominent professors of education and NGO leaders, to place basic education in a broad context and make the case that universal literacy and numeracy are necessary foundations for economic growth.

Making a Place for Community - Local Democracy in a Global Era (Hardcover): Benjamin Barber Making a Place for Community - Local Democracy in a Global Era (Hardcover)
Benjamin Barber; Thad Williamson, David Imbroscio, Gar Alperovitz
R1,476 Discovery Miles 14 760 Ships in 12 - 19 working days

When pundits refer to the death of community, they are speaking of a number of social ills, which include, but are not limited to, the general increase in isolation and cynisism of our citizens, widespread concerns about declining political participation and membership in civic organizations, and periodic outbursts of small town violence. Making a Place for Community argues that this death of community is being caused by contemporary policies that, if not changed, will continue to foster the decline of community. Increased capital flow between nations is not at the root of the problem, however, increased capital flow within our nation is. Small towns shouldn't have to hope for a prison to open nearby and downtown centres shouldn't sit empty as suburban sprawl encroaches, but they do and it's a result of widely agreed upon public policies.

Local Participatory Governance and Representative Democracy - Institutional Dilemmas in European Cities (Paperback): Nils... Local Participatory Governance and Representative Democracy - Institutional Dilemmas in European Cities (Paperback)
Nils Hertting, Clarissa Kugelberg
R1,494 Discovery Miles 14 940 Ships in 12 - 19 working days

Over the past few decades and throughout the world, numerous government-initiated experiments and attempts at directly engaging and including citizens have emerged as remedies for a variety of problems faced by modern democracies, including political disaffection and insufficient capacity to deal with the complexity inherent in many contemporary public problems, such as climate change and segregation. In practice, these attempts are given many names, such as citizen panels, deliberative fora, collaborative dialogues, etc. In the academic literature as well, the phenomenon falls under many different headings, for instance collaborative, deliberative or interactive governance. Participatory Governance and Representative Democracy refers to this empirical phenomenon as local participatory governance, that is, government-sponsored direct participation between invited citizens and local officials in concrete arrangements and concerning problems that affect them. Participatory governance, we argue, may take many forms, regarding (1) type of interaction and type of communication between participants within the specific participatory arrangement (e.g., deliberative vs. aggregative) as well as regarding (2) the relation and connection between the specific arrangement and the more traditional representative structures (e.g., compatible, incompatible, transformative or irrelevant). The proposed edited volume addresses the matter of institutionalization, highlighting the difficulties associated with establishing stability and a shared understanding of the roles and rules among citizens, local politicians and administrators in participatory arrangements.
