This timely book explores the often stormy French-U.S. relationship and the evolution of the Atlantic Alliance under the presidency of Charles de Gaulle (1958 1969). The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de Gaulle s dramatic decision in 1966 to withdraw from NATO s integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De Gaulle s policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the General s quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de Gaulle s actions forced NATO to adapt to new strategic realities. Retracing the different phases of de Gaulle s policies, Bozo provides valuable insight into current French approaches to foreign and security policy, including the recent attempt by President Chirac to redefine and normalize the France-NATO relationship. The effects of neoliberal economic reforms in the Southern Mediterranean are now widely regarded as a main underlying cause of the Arab uprisings. An often neglected dimension is that of the reforms' implications for local governance. The contributions to this edited volume examine how state power is being re-articulated but also challenged at sub-national levels in Morocco, Egypt, Jordan, Israel, Lebanon and Turkey. They explore the effects of neoliberal economic and local governance reforms such as decentralization, public-private partnerships, and outsourcing in the area of public service delivery, poverty alleviation, and labor market reforms on local patronage networks, public accountability, and state-society relations. The findings show that such reforms are often subordinated to established patterns of political contestation among actors who seize on the opportunities that reforms offer to advance their political agendas, thereby illustrating the local specificity of 'actually existing neoliberalisms'. The book thus fills an important knowledge gap by combining public policy and management theories with those on patron-client networks and public accountability at the local level, and situating them within the critical literature on neoliberalism. Chris McNickle argues that New York City Mayor David Dinkins failed to wield the power of the mayor with the skill required to run the city. His Tammany clubhouse heritage and liberal political philosophy made him the wrong man for the time. His deliberate style of decision-making left the government he led lacking in direction. His courtly demeanor and formal personal style alienated him from the people he served while the multi-racial coalition he forged as New York's first African-American mayor weakened over time. Dinkins did have a number of successes. He balanced four budgets and avoided a fiscal takeover by the unelected New York State Financial Control Board. Major crime dropped 14 percent and murders fell by more than 12 percent. Dinkins helped initiate important structural changes to the ungovernable school system he inherited. His administration reconfigured health care for the poor and improved access to medical treatment for impoverished New Yorkers. McNickle argues that David Dinkins has received less credit than he is due for his successes because they were overshadowed by his failure to fulfill his promise to guide the city to racial harmony. This stimulating review of a transitional period in New York City's history offers perspective on what it takes to lead and govern.
"How could this have happened?" The question still lingers among officials and residents of the small southern California town of Bell. Corruption is hardly an isolated challenge to the governance of America's cities. But following decades of benign obscurity, Bell witnessed the emergence of a truly astonishing level of public wrongdoing-a level succinctly described by Los Angeles District Attorney Steve Cooley as "corruption on steroids." Even discounting the enormous sums involved-the top administrator paid himself nearly $800,000 a year in a town with a $35,000 average income-this was no ordinary failure of governance. The picture that emerges from years of federal, state, and local investigations, trials, depositions, and media accounts is of an elaborate culture of corruption and deceit created and sustained by top city administrators, councilmembers, police officers, numerous municipal employees, and consultants. The Failure of Governance in Bell California: Big-Time Corruption in a Small Town details how Bell was rendered vulnerable to such massive malfeasance by a disengaged public, lack of established ethical norms, absence of effective checks and balances, and minimal coverage by an overextended area news media. It is a grim and nearly unbelievable story. Yet even these factors fail to fully explain how such large-scale corruption could have arisen. More specifically, how did it occur within a structure-the council-manager form of government-that had been deliberately designed to promote good governance? Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.

The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sweden, Poland, Spain and Switzerland. It reports on three particular policy areas: social assistance and local policies against poverty; activation and labour market policies; and care for the elderly. The politics of building dams and levees and other structures are just part of the policies determining how American rivers are managed or mismanaged. America's well-being depends upon the health of those rivers and important decisions go beyond just dam-building or dam removal. American rivers are suffering from poor water quality, altered flows, and diminished natural habitat. Current efforts by policymakers to change the ways American rivers are managed range from the removal of dams to the simulation of seasonal flows to the restoration of habitat, all with varying degrees of success. Efforts to restore American rivers are clearly delineated by William Lowry in "Dam Politics" as he looks at how public policy and rivers interact, examines the physical differences in rivers that affect policies, and analyzes the political differences among the groups that use them. He argues that we are indeed moving into an era of restoration (defined in part as removing dams but also as restoring the water quality, seasonal flows, and natural habitat that existed before structural changes to the rivers), and seeks to understand the political circumstances that affect the degree of restoration. Lowry presents case studies of eight river restoration efforts, including dam removals on the Neuse and Kennebec rivers, simulation of seasonal flows on the Colorado river, and the failed attempt to restore salmon runs on the Snake river. He develops a typology of four different kinds of possible change -- dependent on the parties involved and the physical complexity of the river -- and then examines the cases using natural historical material along with dozens of interviews with key policymakers. Policy approaches such as conjunctive water management, adaptive management, alternative licensing processes, and water marketing are presented as possible ways of using our rivers more wisely. "Dam Politics" provides a useful and systematic account of how American waterways are managed and how current policies are changing. American rivers are literally the lifeblood of our nation.
