Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Yet despite regulation's increased presence in current politics and media, The Politics of Regulatory Reform argues that the regulatory process and its influence on the economy is misunderstood by the general public as well as by many politicians. In this book, two experienced regulation scholars confront questions relevant to both academic scholars and those with a general interest in ascertaining the effects and importance of regulation. How does regulation impact the economy? What roles do politicians play in making regulatory decisions? Why do politicians enact laws that require regulations and then try to hamper agencies abilities to issue those same regulations? The authors answer these questions and untangle the misperceptions behind regulation by using an area of regulatory policy that has been underutilized until now. Rather than focusing on the federal government, Shapiro and Borie-Holtz have gathered a unique dataset on the regulatory process and output in the United States. They use state-specific data from twenty-eight states, as well as a series of case studies on regulatory reform, to question widespread impressions and ideas about the regulatory process. The result is an incisive and comprehensive study of the relationship between politics and regulation that also encompasses the effects of regulation and the reasons why regulatory reforms are enacted.
Against the background of a growing tendency among state and local governments in the United States to vie against one another, spending public funds, and foregoing corporate tax revenues in order to attract private investment, this book offers an analysis of local economic development and business recruitment in the automotive industry. Asking why localities felt they could - and, more importantly, should - make deals with private capital in the first place, this book examines the shift toward entrepreneurial local governance from a global and historically informed perspective. Through a study of the 19 greenfield automotive assembly plants constructed in the United States during the neoliberal era, the author draws on interviews with corporate and government elites, to chart the connections between increasingly global competitive industry pressures and changing attitudes toward "incentivizing" private investment. Studying the development of an approach that has partially reoriented local governments away from managing localities and towards helping manage transnational capital flows by absorbing some of the increasing risk of long-term capital investment, Entrepreneurial Governance in the Neoliberal Era will appeal to scholars of sociology, politics, and urban studies with interests in globalization, the sociology of work and industry, the sociology of development, and neoliberal governance.

Why are some states able to deliver public services to their citizens while others cannot? Why are some states beset by internal conflict that leaves many impoverished? Much of what has become known as the failed states literature attempts to engage with these questions, but does so in way that betrays a particular bias, engaging in advocacy for intervention rather than analysis. The Idea of Failed States directly challenges existing thinking about conventional state strength as it finds that institutional approaches to state strength obscure as much as they reveal. The question of why some states are strong and others weak has traditionally been addressed using measures of economic growth, resources, and quality of life. This book compares the dimensions of state strength characterised by community, society, and nation and uses social capital concepts to further illuminate them. Applying this approach across forty-two countries shows 'weak' states exhibiting a consistent and unique patterns of relationships between community, society, and nation as well as equally consistent and unique relationships in strong states. A blend of theory and empirics, The Idea of Failed States present a new way to think about the state - one that applies to both strong and weak alike. This work should be of interest to students and scholars researching social capital, public policy, international development and security studies.

The United States was founded on principles enshrined in the Constitution. One of the foremost of these principles is religious freedom. Unfortunately, this freedom has not been shared by all equally. The place of Islam in the United States has always been controversial. This controversy expanded following the attacks on 9/11 and the rise of nationalist movements that aimed to narrowly define American identity. The hatred of Islam, otherwise known as Islamophobia, has risen to new heights fueled by recurring events and various anti-Muslim hate groups. This has manifested in anti-mosque protests, hate crimes and prejudicial legislation. This book is focused on one form of this legislation, the anti-Sharia laws, otherwise known as the foreign law bans. Sharia is also known as Islamic law and as the physical manifestation of Islam in practice. Several states have passed these laws with many other states introducing them several times with the intention of banning the use of Sharia in civil courts. This book is a study of the factors most closely associated with whether a state has this law and how many times this bill has been introduced in the legislature. These include political, demographic, religious and ideological factors.
"The Mississippi Secession Convention" is the first full treatment of any secession convention to date. Studying the Mississippi convention of 1861 offers insight into how and why southern states seceded and the effects of such a breech. Based largely on primary sources, this book provides a unique insight into the broader secession movement. There was more to the secession convention than the mere act of leaving the Union, which was done only three days into the deliberations. The rest of the three-week January 1861 meeting as well as an additional week in March saw the delegates debate and pass a number of important ordinances that for a time governed the state. As seen through the eyes of the delegates themselves, with rich research into each member, this book provides a compelling overview of the entire proceeding. The effects of the convention gain the most analysis in this study, including the political processes that, after the momentous vote, morphed into unlikely alliances. Those on opposite ends of the secession question quickly formed new political allegiances in a predominantly Confederate-minded convention. These new political factions formed largely over the issues of central versus local authority, which quickly played into Confederate versus state issues during the Civil War. In addition, author Timothy B. Smith considers the lasting consequences of defeat, looking into the effect secession and war had on the delegates themselves and, by extension, their state, Mississippi.

This book explores how governments in multi-level states coordinate immigrant integration policies. It sheds light on how the decentralization of immigrant integration to substate regions can lead to conflict or cooperation, and how a variety of factors may shape different approaches to migrants. Immigrant integration is an increasingly important policy area for governments. However, in multi-level states, immigrant integration is rarely the responsibility of the 'central' government. Instead, it is often decentralized to substate regions, which may have formulated their own, unique approaches. The way in which migrants are included into one part of a state may therefore be radically different from the experiences of migrants in another. How do multi-level states deal with potentially diverging approaches? This book examines how governments coordinate on immigrant integration in multi-level states. Four multi-level states form the backbone of the analysis: two of which are federal (Canada and Belgium) and two that are decentralized (Italy and Spain). We find that intergovernmental dynamics on immigrant integration are shaped by a variety of factors ranging from party politics to constitutional power struggles. This analysis contributes not only to our understanding of intergovernmental relations in multi-level systems; it also enhances our knowledge of the myriad ways in which different regions seek to include migrants into their societies, economies and political systems. Originally published in 1990, this book examines the extent to which the 'north-south divide' in the UK has been a reality in recent years. It also reveals the degree to which the gap between the two parts of Britain has worsened. An issue of enduring relevance, particularly given the political drive to 'level up' the regions, the book focusses particularly on the 1980s, a period when regional assistance became a victim of both monetarism and free market ideology. The book reviews legislation and considers whether regional policy has been effective and consistent. To widen the debate, the author questions some common assumptions about regional imbalance, and argues that intraregional disparities and the plight of Inner London were causes of concern no less serious than the problem of the north-south imbalance.
Democratization from Above seeks to explain why some national and state governments in the developing world introduce reforms to make local governance more democratic while others neglect or actively undermine democracy at local levels of government. The study challenges conventional wisdom that local democratization is implemented as a means of granting more autonomy to local actors. Instead, Anjali Thomas Bohlken argues that local democratization offers higher level government elites who lack control over party organizational networks an alternative means of increasing the effectiveness of local intermediaries on whom these elites rely to mobilize political support. The book starts with a focus on India and uses original data, and a combination of qualitative and quantitative evidence, to show support for the argument. The study then relies on an original cross-national dataset to show how the argument helps explain the variation in the implementation of local democratization reforms across the developing world.
Education policy-making has become a 'hot topic' in many industrialized countries today. Through initiatives by international organizations, such as the OECD's PISA study or the consequences of the GATS negotiations for the marketization in education, this policy field has moved up the political agenda. Few studies, however, have actually tackled these changes in a comprehensive way. This volume provides the most detailed overview of current phenomena in education policy-making and fills a major gap in the academic literature.
While the focus on national governments as the main providers of different forms of transnational governance in Southeast Asia is entirely understandable, such a focus can significantly underestimate the roles played by non-state actors. This comprehensive collection provides five different case studies that explore in detail how these governance forms work in different policy arenas. While previous studies have noted the way that non-state actors act as pressure or advisory groups, lobbying or advising states and regional organisations, this book explores how they are now more actively involved in a variety of cross-border networked forms of coordination, providing standards, rules and practices that other actors voluntarily abide by. The chapters in this volume reveal variations in the architecture of transnational governance, why they emerge, the modes of social co-ordination through which they work to shape actor behaviour and achieve impact, their normative implications, and how these governance schemes intersect with state and national regulatory frameworks. The authors point to the importance of looking beyond arrangements established through intergovernmental mechanisms in order to gain a full understanding of how international interactions are organised in Southeast Asia. This book was originally published as a special issue of the Journal of Contemporary Asia.
After a great deal of discussion and debate across all levels of government, President Obama signed the Affordable Care Act (ACA) into law in March 2010. Since President Trump's election into office, the ACA has stayed in the headlines. Trump has continued to call for the replacement and repeal of the ACA, and several efforts have spawned in both the House and the Senate to accomplish this goal. Unlike welfare reform, which was generally embraced by all states, the ACA has proven very divisive in some states, with some states actively seeking to block implementation. Alternative solutions continue to prove elusive. To better understand the major factors driving decision-making process and state-level dynamics influencing state support or opposition of the ACA, this book examines the initial implementation through established support and opposition factors across four states: Alabama, Michigan, California, and New Hampshire. The choices made by states are a direct consequence of long-term forces, and the choices made at the national level. In April of 2005 Shell sought an injunction in a Dublin court against residents of Erris in northwestern Republic of Ireland who were obstructing the laying of pipelines across their lands. On June 29, 2005 the court convicted and jailed five people for failing to comply with the order of the High Court restraining them from interfering with Shell's project. When Communities Confront Corporations examines the issues and events that led to the incarceration of the Rossport Five and how it resonates with events in the Niger Delta region of Nigeria. It argues that conflicts between communities and corporations, though pervasive, do not appear to receive adequate scholarly attention. The book compares the altercations between Shell and the Erris communities in Ireland and the responses to these conflicts, with similar conflicts generated in the Niger Delta area of Nigeria by the presence of the oil giant. It challenges the so-called conspiracy theory, which is often associated with the oil company's operations in the Niger Delta and argues that the key difference between the two sets of conflicts and responses to them is the context. ________________________ Austin Onuoha did his graduate studies at the Conflict Transformation Program (now Center for Justice and Peacebuilding) at the Eastern Mennonite University, in Harrisonburg, Virginia. He is currently a PhD student in Conflict Analysis and Resolution at Nova Southeastern University in Florida, USA. He had worked as the executive secretary and head of conflict resolution at the Human Rights Commission (now Human Rights and Conflict Resolution Centre) Abakaliki, Nigeria. He currently monitors Chevron's community engagement initiatives in Nigeria for the Centre for Social and Corporate Responsibility (CSCR) based in Nigeria. He was elected Ashoka Fellow in 2001 for his innovative work in harnessing conflict energy for development. He also conducts training in conflict resolution, corporate social responsibility, human rights, non-violence and peace-building and development. He is an adjunct fellow at the West African Peacebuilding Institute in Ghana and is the author of the book: From Conflict to Collaboration Building Peace in Nigeria's Oil-Producing Communities (London, Adonis & Abbey Publishers, 2005)

Wilson examines how economic and political decentralization is affecting the development policymaking environment at the state level. Nearly one hundred thousand newly enfranchised blacks voted against race-baiting Eugene Talmadge in Georgia's 1946 Democratic primary. His opponent won the popular vote by a majority of sixteen thousand. Talmadge was elected anyway, thanks to the malapportioning county unit system, but died before he could be inaugurated, whereupon the General Assembly chose his son Herman to take his place. For the next sixty-three days, Georgia waited in shock for the state supreme court to decide whether Herman or the lieutenant governor-elect would be seated. What had happened to so suddenly reverse four years of progressive reform under retiring governor Ellis Arnall? To find out, Calvin Kytle and James A. Mackay sat through the tumultuous 1947 assembly, then toured Georgia's 159 counties asking politicians, public officials, editors, businessmen, farmers, factory workers, civic leaders, lobbyists, academicians, and preachers the question "Who runs Georgia?" Among those interviewed were editor Ralph McGill, novelist Lillian Smith, defeated gubernatorial candidate James V. Carmichael, powerbroker Roy Harris, pollwatcher Ira Butt, and more than a hundred others--men and women, black and white, heroes and rogues--of all stripes and stations. The result, as Dan T.
