On the 14th June 2017, a fire engulfed a tower block in West London, seventy-two people lost their lives and hundreds of others were left displaced and traumatised. The Grenfell Tower fire is the epicentre of a long history of violence enacted by government and corporations. On its second anniversary activists, artists and academics come together to respond, remember and recover the disaster. The Grenfell Tower fire illustrates Britain's symbolic order; the continued logic of colonialism, the disposability of working class lives, the marketisation of social provision and global austerity politics, and the negligence and malfeasance of multinational contractors. Exploring these topics and more, the contributors construct critical analysis from legal, cultural, media, community and government responses to the fire, asking whether, without remedy for multifaceted power and violence, we will ever really be 'after' Grenfell? With poetry by Ben Okri and Tony Walsh, and photographs by Parveen Ali, Sam Boal and Yolanthe Fawehinmi. The textual and contextual connections between John Rawls's intellectual figure and American pragmatism (broadly conceived) have become topics of discussion only recently. This is at least in part due to the fact that Rawls seemed to have taken a "pragmatic turn" in his intellectual trajectory-from A Theory of Justice (1971) to Political Liberalism (1993). John Rawls and American Pragmatism: Between Engagement and Avoidance intervenes in these discussions with two unconventional claims corroborated by archival research. First, Daniele Botti shows that Rawls's thinking owes more to the American pragmatists' views than is generally recognized. Second, and in the light of the pragmatist sources of Rawls's thinking, Botti argues that we should reverse the common narrative about Rawls's alleged pragmatic turn and interpret it as a quite "un-pragmatic" one. By making the case for interpreting Rawls as an American pragmatist, this book profoundly transforms not only a widely held interpretation about Rawls's intellectual trajectory, but also our understanding of American philosophical vicissitude in the second half of the twentieth century.
This book examines the factors which contribute to local green development in China and employs political ecology to analyze the relationship between power and the environment. Specifically, it looks at which actors control access to resources and are therefore able to promote environmental progress. Following the reform and opening-up of China in the 1970s, entrepreneurs and local officials profited economically and politically and formed close relationships, known as guanxi in China. As a result, they have also been criticized as those responsible for the associated ecological damage. This book does not contest this association, but instead argues that the current literature places too much emphasis on their negative influence and the positive influence of their environmental work has been neglected. Building on three case studies where local green development is being pursued, Shanghai Pudong New Area, Baoding, and Wuning, this book shows how local officials and entrepreneurs can also be the crusaders of a greener environment at the local level in China. This book will be of great interest to students and scholars of Chinese studies, with a particular interest in environmental policy and politics, business and society, as well as those interested in sustainable development more broadly.

The contributors examine the potential and limits of managerial, fiscal and decentralization reforms and highlight cases where selective use of some of the new management reforms has delivered positive results. Looking into the future, the book provides lessons from the experience of implementing public sector reforms in developing countries.
This book, first published in 2005, explores the location and dynamics of power within the state, focusing on a recent wave of decentralizing reforms that have swept across both developed and developing countries in recent years. Variation in the timing of reform across countries only vaguely relates to the genesis of an international consensus pushed by big lenders and development banks or the reemergence of democracy in decentralizing countries. The book develops a theory linking decentralization's adoption to the electoral concerns of political parties: decentralization represents a desirable strategy for parties whose support at subnational levels appears more secure than their prospects in national elections. It examines this argument against experiences in Bolivia, Colombia, Ecuador, Peru and Venezuela and speculates on how recent political changes may affect decentralization's shape and extent in coming years.
Big city mayors rank among the most powerful and colorful politicians in America. Yet few books focus on the leadership challenges the occupants of the office face. Mayors and the Challenge of Urban Leadership examines twelve case studies of mayoral leadership in seven cities, from the New Deal era to the beginning of the 21st century. The prospects for mayoral success or failure are driven by how mayors manage the fit between political commitments and the broader patterns of political competition. City Hall powerhouses like Richard J. Daley of Chicago (1954-76), David Lawrence of Pittsburgh (1946-58), Tom Bradley of Lost Angeles (1973-83), and Robert F. Wagner of New York (1954-65) came to power in times of political crisis. They realigned politics in their cities to reinvigorate municipal government and bolster their power. In contrast, mayors with less redoubtable reputations like Mayors Sam Yorty of Los Angeles (1961-73), Dennis Kucinich of Cleveland (1977-79), Jane Byrne of Chicago (1979-83), and Frank Rizzo of Philadelphia (1972-1980) were outsiders who lost their battles to challenge powerful political coalitions in their cities. The new breed mayors of the 1990s-among them Rudy Giuliani of New York, Dennis Archer of Detroit, and Ed Rendell of Philadelphia-used modern campaign and governing techniques and scored surprising policy and political victories as a result. Mayors and the Challenge of Urban Leadership concludes with a discussion of Mayor Michael Bloomberg of New York, elected in the aftermath of the 9/11 attacks, as an exemplar of the modern style of governing big cities in the 21st century.

Creating metropolitan regions that are more efficient, equitable, and sustainable depends on the willingness of local officials to work together across municipal boundaries to solve large-scale problems. How do these local officials think? Why do they only sometimes cooperate? What kind of governance do they choose in the face of persistent problems? The Risk of Regional Governance offers a new perspective on these questions. Drawing on theory from sociology and anthropology, it argues that many of the most important cooperative decisions local officials make-those about land use planning and regulation-are driven by heuristic, biased reasoning driven by cultural values. The Risk of Regional Governance builds a sociocultural collective action framework, and supports it with rich survey and interview data from hundreds of local elected officials serving in the suburbs of Detroit and Grand Rapids, Michigan. American Indian nations are sovereign political entities within the United States. They have complex relationships with the federal government and increasingly with state governments. Regulatory conflict between Native nations and states has increased as Native nations have developed their own independent economies and some states have sought to assert their control over reservation territory. This book explores the intergovernmental conflict between Native nations and states, with a focus on the tension over the enforcement of state cigarette taxes for on-reservation sales. Anne F. Boxberger Flaherty asks: when do states and Native nations come to agreement, when do they disagree, and why are states sometimes willing to extend great efforts to assert their taxes on reservations? In the wake of the 2000 Election, the relationship between the Supreme Court and the American states has become more important. Once derided by the Supreme Court as a 'truism, ' the Tenth Amendment has in recent years been transformed from a neglected provision into a vital 'first principle.' First published in 1997, this volume presents the results of in-depth research into the application of the UK homelessness legislation in relation to community care, the Children Act 1989, violence to women, and racial harassment. This is supplemented with a consideration of policies and practices in 15 local authority homelessness departments. It is argued that government created the nation of a successful, or "appropriate" applicant, but this could not be translated into actual practice as the original legislation did not facilitate it. In fact, in the mid-1990s, government became more concerned with notions of inappropriateness, stereotyping those using the homelessness legislation and creating modern "folk devils". This was the background to the 1996 changes to the homelessness legislation which have created the notion of the "inappropriate" applicant. It is argued that the new legislation is more concerned with denial, deterrence and privatization. The new legislation has also detrimentally affected the application of the homelessness legislation in each of the areas discussed.
This book provides a vantage point of comparison, of the actual reality of decentralisation in India with Gandhi's vision of decentralised democracy, or what he referred to as Gram Swaraj. It looks at the historical evolution of panchayats from ancient times to India's independence, and critically discusses the developments after. This book, compiled from the 2nd Global Report of United Cities and Local Governments (UCLG) on Decentralization and Local Democracy, analyzes the architecture of fiscal decentralization in one hundred and ten countries as well as in major metropolitan areas. In the majority of these countries, local authorities are taking on more and more responsibilities for public investment and the provision of services that are essential for both economic development and the well being of their citizens. If increasing fiscal decentralization has been a global trend in recent decades, there are significant variations across and within regions and countries. Local budgets make up on average 25% of public expenditure in the countries of the European Union but less than 5% in many developing countries. Decentralization in terms of revenue and expenditure autonomy has also increased, however this has been uneven across countries and has seen greater advances in expenditure than in revenues, where sources remain limited and uncertain, especially for small and middle size cities. With accelerating urbanization and important shifts in the global context (climate change, increasing risk of natural disaster, migration, and demographic changes among others), current funding levels are insufficient for local governments to respond to the urbanization of poverty, growing investment requirements and other pressing needs. The economic and financial crisis that began in 2008 only worsened the situation. This report, offered as part of UCLG's ongoing commitment to deepen understanding of the level of government closest to citizens, identifies universal challenges facing local government finance, as well as those more regional and country specific. Some of the most common are inadequate sources of revenue, unpredictable transfers and grants, excessive higher-level budget controls, and unfunded mandates. In addition to analyzing these challenges and opportunities, the Report proposes recommendations to strengthen the fiscal role and performance of local governments around the world.
In today's world, citizenship is increasingly defined in normative terms. Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term 'citizenship agendas'. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of 'the good citizen' is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. This book was previously published as a special issue of Citizenship Studies.

This comprehensive edited volume conceptually develops the notion of 'de-Europeanisation' as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. 'De-Europeanisation' is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. 'De-Europeanisation' manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of 'de-Europeanisation' is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. This book was originally published as a special issue of South European Society and Politics.
The events of recent history affirm the urgent need for a satisfactory definition of the conditions under which a minority within a state has the legal right to secede. Although the concept of sovereignty has been progressively weakened, it still presents the major theoretical difficulty in this area. There is currently no source of international law that would give a legal body like a court the authority to recognize the division of an oppressive or illegitimate state into separate legal entities. This book accordingly argues for a global system of justice based on a domestic model of compulsory law. It considers some of the technical, procedural and evidentiary issues that would arise in instituting such a regime, and develops the conceptual framework essential for the provision of legal remedies for gross violations of our fundamental human rights. |
