Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.

In the meantime, his close connections with the Kennedy family, especially John and Robert, his reputation as a political pundit, and his powerful influence on Wall Street, earned Unruh great respect far beyond his California base.
Using the historic Minnesota state government shutdown of 2011 as a backdrop, Interfaith Advocacy describes the work of the Joint Religious Legislative Coalition, an interfaith advocacy group that brings together leaders from Catholic, Protestant, Jewish, and Muslim traditions to advocate on behalf of a range of policies. Estates of multi-storey housing present some of the most intractable problems for urban policy. Many attempts to deal with these problems have either failed or presented poor value for money. Shelter is not enough is an up-to-date evaluation of the issues. It traces the development of multi-storey housing in Britain from its early beginnings, to the period from the mid-1950s to the early 1970s when most of the contemporary legacy of estates was built. The problems in use are examined as are the responses of the authorities faced with mounting technical and social difficulties. Drawing on an analysis of past practice, a 'model framework' is defined which can help to create successful approaches for the regeneration of multi-storey housing. From the experience of the development of multi-storey housing in Britain, its problems and attempted solutions, implications are drawn for public policy, and a strategic approach is outlined which can reform the estates and reintegrate them into the mainstream urban environment. Finally, the British experience is placed in a broader context - the parallel problems surrounding multi-storey estates in Europe, and the contribution transformed multi-storey estates might make in creating more sustainable cities in the millennium. This book provides valuable information for all those involved in urban regeneration - academics and students of housing, architecture and urban studies; development officers, designers and others working in the practice of estate regeneration.

Studying the manufacture and reception of these billboards known locally as banners and cutouts within the context of the entwined histories of the cinema industry and political parties in Tamil Nadu, Preminda Jacob reveals the broader significance of these fragments of visual culture beyond their immediate function as pretty pieces of advertising. Jacob analyzes the juxtaposition of cinematic and political imagery in the extra-cinematic terrain of Chennai's city streets and how this placement was pivotal to the elevation of regional celebrities to cult status. When interpreting these images and discussing their political and cultural resonance within the Tamil Nadu community, Jacob draws upon multiple perspectives to give appropriate context to this fascinating form of visual media."

This book traces the history of the development control system in Britain from early modern times to the present day.
Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an "etcetera clause." It states that there are other rights beyond those specifically listed: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or "Baby Ninth Amendments," worded similarly to the Ninth Amendment.This book is the story of how the "Baby Ninths" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an "etcetera, etcetera" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights "retained by the people" that these "etcetera clauses" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.
This book examines the foundation and progress of the Rochester Monroe Anti-Poverty Initiative (RMAPI). Poverty has once again become a major issue in American cities, and nowhere more so than Rochester, which has one of the highest rates of poverty in the nation. RMAPI was established to reduce poverty, yet in the five years since its formation the poverty rate is essentially unchanged. Analyzing the reasons behind its failure, this book argues that the very nature of the organizational framework is part of the problem, and that RMAPI's project is caught up with contradictory imperatives of neo-liberal welfare reforms. More than just a study of local interest, the book uses Rochester as a case study to illuminate the limits of the neo-liberal approach to poverty. It will appeal to all those interested in political science, urban politics, community studies, welfare policy and public administration.

Self-organised user groups of social and health care services are playing an increasingly significant part within systems of local governance. Based on detailed empirical work looking at the user and 'official' perspective, this report includes studies of user groups and officials in two policy areas - mental health and disability. The authors examine both the strategies user groups adopt to seek their objectives, and explore conceptual issues relating to notions of consumerism and citizenship. Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. One important tradition in political science conceives of the Civil War in the United States serving as the functional equivalent of the English and French Revolutions, bringing with it the victory of liberal democratic industrialism over aristocratic agriculturalism. From this perspective, the Civil War is notable for its impact on the American state. Surprisingly however, little attention has been paid to the distinguishing features of this historic rupture in American politics. Through primary source research and the re-analysis of the rich historical literature about the antebellum era and the causes of the Civil War, Lawrence A. Despite a centralized formal structure, Chinese politics and policy-making have long been marked by substantial degrees of regional and local variation and experimentation. These trends have, if anything, intensified as China s reform matures.
