First published in 1969, this book is concerned with the processes of policy-making in local government. The authors address themselves to the basic challenge of planning in a democracy and consider issues such as how those elected to exercise choice on our behalf can preserve and expand their capacity to choose discriminatingly, when the sheer complexity of the issues facing them tends all the time to make them increasingly dependent on the skills and judgements of their professional advisers. This question is explored in relation to the many different, yet interdependent, aspects of the planning process which impinge on any local community - with particular reference to the planning of housing, transport, education, and shopping, of land use and local government finance. The book is the outcome of a four-year program of research during which a mixed team of operational research and social scientists was given a unique opportunity to observe the ways in which decisions were made and plans formulated in one particular city- Coventry. It covers both political and professional aspects of local government in 1960s Great Britain and has had important implications for urban governments throughout the world.
Urban Governance Under the Ottomans focuses on one of the most pressing topics in this field, namely the question why cities formerly known for their multiethnic and multi- religious composition became increasingly marked by conflict in the 19th century. This first comprehensive analysis of the financial condition, management, and policy making of local governments in a metropolitan region offers local governments currently dealing with the Great Recession a better understanding of what affects them financially and how to operate with less revenue. Hendrick's groundbreaking study covers 264 Chicago suburban municipalities from the late 1990s to the present. In it she identifies and describes the primary factors and events that affect municipal financial decisions and financial conditions, explores the strategies these governments use to manage financial conditions and solve financial problems, and looks at the impact of contextual factors and stresses on government financial decisions. Governing Rural England provides a new perspective on the process of state formation in modern England. It begins by identifying the complex ideological, cultural, and institutional influences which shaped the political provincialism of later Hanoverian England. In contrast to traditional accounts, which emphasized the ineffective, even oligarchic, character of the administration of rural England, David Eastwood demonstrates its effectiveness and capacity to adapt, and uncovers the complex interplay between central and local institutions which lay at the heart of the late Hanoverian polity. By examining key areas of policy (poor law administration, police, crime and punishment) Dr Eastwood explains the ways in which new principles of public administration combined with rapid social change to create a profound crisis in English local government in the second quarter of the nineteenth century. The resolution of this crisis led to a diminution in the role and power of traditional governing elites in rural England. This complex reconfiguration of authority within the English state had a profound influence on the developing political culture and institutional framework of modern Britain.

These volumes provide an essential comprehensive work of reference for the annual municipal elections that took place each November in the 83 County Boroughs of England and Wales between 1919 and 1938. They also provide an extensive and detailed analysis of municipal politics in the same period, both in terms of the individual boroughs and of aggregate patterns of political behaviour. Being annual, these local election results give the clearest and most authoritative record of how political opinion changed between general elections, especially useful for research into the longer gaps such as 1924-29 and 1935-45, or crisis periods such as 1929-31. They also illuminate the impact of fringe parties such as the Communist Party and the British Union of Fascists, and also such questions as the role of women in politics, the significance of religious and ethnic differentiation and the connection between occupational and class divisions and party allegiance. Analysis at the ward level is particularly useful for socio-spatial studies. A major work of reference, County Borough Elections in England and Wales, 1919-1938 is indispensable for university libraries and local and national record offices. Each volume has approximately 700 pages.
This book, first published in 1992, examines the attitudes of local elites - the hinge between Indian state and rural society - towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country's development. The book deals with the elites' contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.

In 1995 none of the political parties representing the peoples of Bosnia preferred a federal option. Yet, Bosnia became a federal state, highly decentralised and with a complex institutional architecture. This solution was imposed on them by international actors as a result of peace negotiations following the Yugoslav wars. Political parties in post-war Bosnia were not willing to identify with or accept the federation. The international community intervened taking over key decisions and so Bosnia and Herzegovina became the first state to experience a new model of federalism, namely 'imposed federalism' and a new model of a federal state, that of the 'internationally administered federation'. By combining comparative politics, conflict analysis and international relations theory Soeren Keil offers a unique analysis of federalism in post-Dayton Bosnia and Herzegovina. By exploring this model of 'imposed federalism' not only does this study greatly contribute to the literature on developments in Bosnia and Herzegovina it also re-evaluates comparative federalism in theory and practice. This study also offers important conclusions for similar cases, both in the Western Balkans region and the wider world, where international involvement and federalism as a method of conflict resolution in diverse societies becomes ever more prevalent and important.
This book explains how states informally regulate drug markets in Latin America. It shows how and why state actors, specifically police and politicians, confront, negotiate with, or protect drug dealers to extract illicit rents or prevent criminal violence. The book highlights how, in countries with weak institutions, police act as interlocutors between criminals and politicians. It shows that whether and how politicians control their police forces explains the prevalence of different informal regulatory arrangements to control drug markets. Using detailed case studies built on 180 interviews in four cities in Argentina and Brazil, the book reconstructs how these informal regulatory arrangements emerged and changed over time.
No book has addressed the simultaneous phenomena of Korea's rapid economic development and its vibrant democratization in a single coherent paradigm. The late developmentalist approach emphasizes the strong role of Korea's state and bureaucratic efficiency but does not explain how political development was concurrent with the economic miracles in the Han River; modernization and dependence theories also fail to explain the aspect of simultaneity in this phenomenon. What these three theories commonly miss is the unique relationship between state and society in Korea's long history of political culture. In this book, Jongwoo Han takes a holistic approach to understanding these phenomena by examining the state's role in the unprecedented economic development and society's capabilities to resist the state's centralized power. Han re-articulates state-society relations through Onuf's social constructivist approach based on three rules of a political community: hegemony, hierarchy, and heteronomy. This book expands upon this effort to re-construct the state and society relations in two ways. First, it produces case studies of the capital city of Hanyang (Joseon Dynasty from 1392 to 1910), Kyeongseong (Japanese colonial control from 1910 to 1945), and Seoul (1945-current). The capital city is analyzed as a container for the major ideologies and ways of thinking that have shaped three important political eras. Second, i adopts two indigenous thoughts, Neo-Confucianism and geomancy, as sources of the main political and cultural ideologies that shape Korea's state and society relations. These sources have never been treated as units of political analysis. This book finds that both Neo-Confucianism and geomancy, over two periods of Hanyang and Kyeongseong, are two main contributing factors of the emergence of the developmental state and vibrant democracy in Korea in the Seoul era.

Medicaid is the largest grant-in-aid program in the United States. Reform in this area, therefore, provides a unique opportunity to study the intersection between federal and state policy making in an area recently characterized by substantial uncertainty deriving from the lingering effects of the Great Recession, ongoing debate over the federal budget, and implementation of the Patient Protection and Affordable Care Act. Invariably states reform the way health care is delivered, regulated, and financed within broader parameters established by federal statutes and regulations. It is critical therefore that effective strategies be put into place if both current and future health and long-term care reform efforts are to have their greatest chances at success. Rhode Island is the first state to receive permission to operate its entire Medicaid program under a global cap. As a consequence, it has entered the national consciousness as a key data point potentially supporting the block grant approach to Medicaid reform. In this book, Edward Alan Miller identifies factors that either facilitated or impeded the design and implementation of Rhode Island's Global Consumer Choice Compact Medicaid Waiver in order to draw broader lessons for the Medicaid block grant debate and health and long-term care reform more generally. Evidence gathered from archival sources and in-depth interviews with key stakeholders exposes the role that provider capacity has played in the implementation process, including adult day care, assisted living, home maker, and other home- and community-based services. Regulation has become a front-page topic recently, often referenced by politicians in conjunction with the current state of the U.S. economy. Rogue State chronicles how West Virginia entered-and remains-in the Union under unconstitutional circumstances. Its severance from Virginia and reincorporation as a new state in 1863 occurred outside the bounds of constitutional legality. The United States government, while pledged to prevent the secession of eleven states from the Union, nevertheless condoned, abetted, supported, and ultimately affirmed secession of fifty counties without permission from Virginia. This unprecedented and unconstitutional process marks the only time in American history that a state was created and admitted to the Union outside the boundaries of the prescribed constitutional process. Lincoln's attorney general even declared the process unconstitutional. Though secession was not permitted for states or parts of states by the U.S. Constitution, the U.S. government produced a facade of legality and constitutionality in 1863 to justify the secession of a part of one state to form another.

Power and Party in an English City provides an account of how decisions are taken by the state at the level of locality. More specifically, it is an account of the private policy-making activities of a ruling Labour group of councillors in the major English city of Newcastle-Upon-Tyne. Despite the fact that local government in most of the towns and cities of England is one-party government, very little is known abotu the private behaviour of ruling party groups. In this book David Green provides a penetrating empirical study of the realities of local government. The author seeks to examine and analyse the importance of party discipline, the relationship between the Labour group of councillors and the party outside the council, the power of the committee chairmen, the role of local patronage and the openness of the local policy-making process. The government of Newcastle is perhaps the most closely association in the public mind with T. Dan Smith, the corrupt local politician. In fact, Smith had left local politics in Newcastle in teh mid-1960s. How was the city being run a decade or so later? This study is however much more than an inside view of the affairs of a single authority. The last part of the book is devoted to a discussion of aspects of some traditional and modern theories of democracy and specifically to what author sees as the inadequate advocacy of participatory democracy in recent years. Green makes a major contribution to our thinking about the kind of democracy that is possible in modern large-scale societies, explores weaknesses of moder theories and puts forward some original modifications to modern democratic theory, in the light of a theory of knowledge which is seen as more appropriate for modern natural and social scientific activity. Local government passed unscathed through the political and economic upheavals which followed the Great Depression. Contemporary commentators had every reason to look forward to continued growth and expansion in the role of local government, which was seen as the main vehicle for the social programmes of the comeing Welfare State. That optimism was misplaced. Many of the trends of the early twentieth century have been reveresed. From the vantage point of 1985, local government was in crisis so severe that its continued existence was called into question. In this unique book eleven authors explain what happened and how the local government system weakened.
