Cuba has experienced many social, economic, and political changes since Raul Castro retained presidency of the island nation in 2008. Legislative term limits are reshaping the political landscape in numerous states; however, few of the effects are consistent across all states. Everything from the political environment to the level of legislative professionalism within a state influences the trends that are often attributed to term limits. To cut through these many trends and isolate the ones most likely created by term limits, this volume develops comparisons of states with term limits to similar states without term limits. The comparisons are organized by levels of legislative professionalism. The richness of the case study approach allows the contributors to Legislating Without Experience to offer valuable insights into the legislative process in each of the specific states. They also illuminate the individual idiosyncrasies that enhance or dilute the effects of term limits in a given state. Rarely does a case study book with multiple contributors offer apples-to-apples data comparisons. This project engaged nationally recognized scholars to collect and analyze comparable data in each state. The loss of major power brokers and their institutional memory makes the legislature a more chaotic place. Legislating Without Experience argues that on the whole, the legislature as an institution has been weakened by term limits. However, these effects vary from state to state based on the specifics of the limit and the degree of legislative professionalism. Importantly, legislative actors are adapting to the limits and making the best of a difficult situation. Over the last century, the scale of Canada's domestic disaster response system has grown significantly due to the country's increased capacity for emergency management and the rise in natural hazards. However, there has been no systematic assessment of how effectively this multilevel system, which includes all levels of government and the military, has been integrated, and how efficient this system actually is at responding to high-level disasters. The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India's subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India's subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. Firmly based on the theoretical foundations of the neo-institutional rational choice model of governance, polycentric hierarchy theory and the strategies for regional elite strategy analysis, combined with empirical research, this book is a valuable contribution to the fields of comparative political economy, state politics in India, governance and development in developing countries, and South Asian comparative politics.
Advocates of democratization in Central and Eastern Europe before 1989 placed great emphasis on community self-government as the basis of civil society and democracy. After the 'Velvet Revolutions' of 1989 and the break up of the Soviet Union in 1991, the new states created an elected local government, whereby cities, towns and villages elected their own representatives and started running local services. This unleashed the development potential of urban communities across the region, but also led to the emergence of a different logic based on resource efficiency and service effectiveness. Local Government in Central and Eastern Europe examines these changes through the use of case studies which compare and contrast neighbouring countries, such as the Baltic States, Hungary, the Czech Republic, Poland and Ukraine, placing what is happening in an international perspective. There are various common themes such as: how to deal with the small scale of many municipalities, how to finance local services, centre-local relations, and the roles of cities and districts. "Rush to Policy" explores the appropriate role of technical analysis in policy formation. The authors ask when and how the use of sophisticated analytic techniques in decision making benefits the nation. They argue that these techniques are too often used in situations where they may not be needed or understood by the decision maker; where they may not be able to answer the questions raised but are nonetheless required by the law. House and Shull provide an excellent empirical base for describing the impact of politics on policies, policy analysis, and policy analysts. They examine cost benefit analysis, risk analysis, and decision analysis, and assess their ability to substitute for the current decision making process in the public sector. They examine the political basis of public sector decision making, how individuals and organizations make decisions, and the ways decisions are made in the federal sector. Also they discuss the mandate to use these methods in the policy formulation process. The book is written by two practicing federal policy analysts who, in a decade of service as policy researchers, developed sophisticated quantitative analytic and decision-making techniques. They then spent several years trying to use them in the real world. Successes and failures are described in illuminating detail, providing insight not commonly found in such critiques. The authors delineate the interaction of politics and technical issues. Their book describes policy analysis as it is, not how it ought to be.

While the gambling industry is indisputably large and powerful, it has received little attention from political scientists. Utilizing a variety of perspectives and techniques, von Herrmann analyzes gambling's recent expansion, finding public attitudes have been shaped both by government policies and the industry's attempts to create a family-friendly image. Von Herrmann examines the politics of state and federal gambling policy, particularly policies relating to casinos and state lotteries. She considers gambling policy from a variety of perspectives, including the politics of adoption, the state and federal governments' role in policy formation and implementation, and the broad economic and social impact questions related to gambling. The inclusion of several state case studies provides insight into the largely successful reshaping of Americans' image of gambling--from seedy, sinful, and corrupt behavior to a benign, pleasurable entertainment experience--which ultimately has led to widespread availability. While many have asserted that gambling policy fits well within the political models of morality politics, von Herrmann challenges this notion. Noting that true consensus has not been achieved in the area of gambling policy, she shows how supporters' economic arguments and opponents' moral concerns have effectively bifurcated the current debates on gambling policy; gambling is now viewed by many in two distinct and separate bodies of thought. As she observes, the challenge for the future of gambling policy is to find ways to bridge the gap. This is a major survey of how towns were governed in late Stuart and early Hanoverian England. A new kind of politics emerged out of England's Civil War: partisan politics. This happened first in the corporations governing the towns, and not at Parliament as is usually argued. Based on an examination of the records of scores of corporations, this book explains how war unleashed a cycle of purge and counter-purge which continued for decades. It also explains how a society that feared a system of politics based on division found the means to absorb it peacefully. As conflict sharpened in communities everywhere, local competitors turned to the court of King's Bench to resolve their differences. In doing so, they prompted the court to develop a new body of law that protected local governments from the divisive impulses within them.
