The last three decades in Turkey have seen an extensive shift towards a neoliberal agenda. Turkey has made many attempts at reforming existing governance systems in an effort to be accepted into the European Union, attracting the attention and curiosity of public management scholars worldwide. Why and how do some acts of protest trigger mass mobilization while others do not? Using the cases of Morocco, Algeria, Tunisia, and Libya, Mekouar argues that successful mass mobilization is the result of a surprise factor, whose impact and exceptionality is amplified by the presence of influential political agents during the early phase of protest, as well as by regime violence and unusual media coverage. Together this study argues that these factors create a perception of exceptionality, which breaks the locally available cognitive heuristic originally in favor of the regime, and thus creates the necessary conditions for mobilization to occur. This book provides a unique dialectical picture of mobilization in North Africa by focusing both on the perspective of those who mobilized against their local regimes and members of the security forces who were responsible for stopping them. The democratization of a national government is only a first step in the diffusion of democracy throughout a country's territory. Even after a national government is democratized, subnational authoritarian enclaves often continue to deny rights to citizens of local jurisdictions. Edward L. Gibson offers new theoretical perspectives for the study of democratization in his exploration of this phenomenon. His theory of boundary control captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or states ). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American Solid South with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. As long as subnational authoritarian governments coexist with national democratic governments, boundary control will be at play.

The half-century before the Civil War was beset with conflict over equality as well as freedom. Beginning in 1803, many free states enacted laws that discouraged free African Americans from settling within their boundaries and restricted their rights to testify in court, move freely from place to place, work, vote, and attend public school. But over time, African American activists and their white allies, often facing mob violence, courageously built a movement to fight these racist laws. They countered the states' insistences that states were merely trying to maintain the domestic peace with the equal-rights promises they found in the Declaration of Independence and the Constitution. They were pastors, editors, lawyers, politicians, ship captains, and countless ordinary men and women, and they fought in the press, the courts, the state legislatures, and Congress, through petitioning, lobbying, party politics, and elections. Long stymied by hostile white majorities and unfavorable court decisions, the movement's ideals became increasingly mainstream in the 1850s, particularly among supporters of the new Republican party. When Congress began rebuilding the nation after the Civil War, Republicans installed this vision of racial equality in the 1866 Civil Rights Act and the Fourteenth Amendment. These were the landmark achievements of the first civil rights movement. Kate Masur's magisterial history delivers this pathbreaking movement in vivid detail. Activists such as John Jones, a free Black tailor from North Carolina whose opposition to the Illinois "black laws" helped make the case for racial equality, demonstrate the indispensable role of African Americans in shaping the American ideal of equality before the law. Without enforcement, promises of legal equality were not enough. But the antebellum movement laid the foundation for a racial justice tradition that remains vital to this day.

What happens to the citizen when states and nations come into being? How do the different ways in which states and nations exist define relations between individuals, groups, and the government? Are all citizens equal in their rights and duties in the newly established polity? Addressing these key questions in the contested and ethnically heterogeneous post-Yugoslav states of Bosnia and Herzegovina, Macedonia and Montenegro, this book reinterprets the place of citizenship in the disintegration of Yugoslavia and the creation of new states in the Western Balkans. Carefully analysing the interplay between competing ethnic identities and state-building projects, the author proposes a new analytical framework for studying continuities and discontinuities of citizenship in post-partition, post-conflict states. The book maintains that citizenship regimes in challenged states are shaped not only by the immediate political contexts that generated them, but also by their historical trajectories, societal environments in which they exist, as well as the transformative powers of international and European factors.

In 1787, the new United States of America formulated a Constitution, which for more than two hundred years has remained the greatest single advance in the long evolution of democracy and freedom. The authors of the Constitution, fearing the religious intolerance and persecution that was typical of many European governments, deliberately avoided a church-state union and limited the federal government to purely secular matters. The First Amendment explicitly stated, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; ..". In the debate over the separation between church and state, attention is often focussed solely on the national Constitution. The fact is sometimes overlooked that the state constitutions, some of which were written before the federal Constitution, include explicit protections of religious liberty and church-state separation, some even more comprehensive and specific in their guarantees and prohibitions than the U.S. Constitution. All of the state constitutions deal with religious freedom and all support the church-state separation principle. Forty-six states explicitly protect freedom of worship or conscience, while thirty-five states prohibit establishment of any state religion. Interestingly, five states still have provisions requiring that office holders believe in a Supreme Being, despite the fact that the Supreme Court declared these requirements to be unconstitutional in 1961. On June 1,1792, Kentucky became the fifteenth state in the new nation and the first west of the Alleghenies. Lowell Harrison reviews the tangled and protracted process by which Virginia's westernmost territory achieved statehood. By the early 1780s, survival of the Kentucky settlements, so uncertain only a few years earlier, was assured. The end of the American Revolution curtailed British support for Indian raids, and thousands of settlers sought a better life in the "Eden of the West." They swarmed through Cumberland Gap and down the Ohio River, cleared the land for crops, and established towns. The division of sprawling Kentucky County into three counties in 1780 indicated its rapid growth, and that growth accelerated during the following decade. With population increase came sentiment for separation from Virginia. Such demands had been voiced earlier, but a definite separation movement began in 1784 when a convention -- the first of ten such -- met in Danville. Not until April 1792 was a constitution finally drafted under which the Commonwealth of Kentucky could enter the Union. While most Kentuckians favored separation, they differed over how and when and on what terms it should occur. Three factions struggled to control the movement, but their goals and methods shifted with changing circumstances. This confusing situation was made more complex by the presence of the exotic James Wilkinson and the "Spanish Conspiracy" he fomented. Harrison addresses many questions about the convoluted process of statehood: why separation was desired, why it was so difficult to achieve, what type of government the 1792 constitution established, and how Governor Isaac Shelby and the first General Assembly implemented it. His engaging account, which includes the text of the first constitution, will be treasured by all Kentuckians.

This timely book explores the often stormy French-U.S. relationship and the evolution of the Atlantic Alliance under the presidency of Charles de Gaulle (1958 1969).
