Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.

Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German, and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.

Whether in the northern provinces of Argentina, the central states of Mexico, or the southern states of the United States, less-than-democratic subnational regimes are often found within democratic national political systems. However, little is known about how or if these subnational pockets foster political attitudes and behavior that threaten the democratic norms that exist at the national level. Life in the Political Machine offers one of the first systematic explorations of the ways in which subnational "dominant-party enclaves" influence citizens' political attitudes and behaviors through a focus on the provinces and states of Argentina and Mexico. Specifically, the authors find starkly divergent patterns of political attitudes and behaviors among citizens in dominant-party enclaves as opposed to those living in competitive multiparty systems. In the latter, the authors find a political culture that approximates what scholars have long documented in established democracies. In the former, they uncover three factors-the politicization of the rule of law, an uneven electoral playing field, and the partisan cooptation of state resources-that strongly shape citizens' understanding of democratic principles, accountability, and political participation. The authors argue that this environment erodes public support for democracy at the national level and that these local strongholds of illiberalism thus provide added fuel to the recent drift from democracy globally. Ultimately, this book calls for greater attention to subnational variations in citizens' political attitudes and behaviors in order to more fully understand the process through which a national democratic political culture can emerge.
