Conventional wisdom suggests that partisanship has little impact on voter behavior in Brazil; what matters most is pork-barreling, incumbent performance, and candidates' charisma. This book shows that soon after redemocratization in the 1980s, over half of Brazilian voters expressed either a strong affinity or antipathy for or against a particular political party. In particular, that the contours of positive and negative partisanship in Brazil have mainly been shaped by how people feel about one party - the Workers' Party (PT). Voter behavior in Brazil has largely been structured around sentiment for or against this one party, and not any of Brazil's many others. The authors show how the PT managed to successfully cultivate widespread partisanship in a difficult environment, and also explain the emergence of anti-PT attitudes. They then reveal how positive and negative partisanship shape voters' attitudes about politics and policy, and how they shape their choices in the ballot booth.
Rural areas and rural people have been centrally implicated in Southeast Asia's modernisation. Through the three entry points of smallholder persistence, upland dispossession, and landlessness, this Element offers an insight into the ways in which the countryside has been transformed over the past half century. Drawing on primary fieldwork undertaken in Laos, Thailand and Vietnam, and secondary studies from across the region, Rigg shows how the experience of Southeast Asia offers a counterpoint and a challenge to standard, historicist understandings of agrarian change and, more broadly, development. Taking a rural view allows an alternative lens for theorising and judging Southeast Asia's modernisation experience and narrative. The Element argues that if we are to capture the nature - and not just the direction and amount - of agrarian change in Southeast Asia, then we need to view the countryside as more than rural and greater than farming.

One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.
Why there should be a larger role for the judiciary in American foreign relations In the past several decades, there has been a growing chorus of voices contending that the Supreme Court and federal judiciary should stay out of foreign affairs and leave the field to Congress and the president. Challenging this idea, Restoring the Global Judiciary argues instead for a robust judicial role in the conduct of U.S. foreign policy. With an innovative combination of constitutional history, international relations theory, and legal doctrine, Martin Flaherty demonstrates that the Supreme Court and federal judiciary have the power and duty to apply the law without deference to the other branches. Turning first to the founding of the nation, Flaherty shows that the Constitution's original commitment to separation of powers was as strong in foreign as domestic matters, not least because the document shifted enormous authority to the new federal government. This initial conception eroded as the nation rose from fledgling state to superpower, fueling the growth of a dangerously formidable executive that today asserts near-plenary foreign affairs authority. Flaherty explores how modern international relations makes the commitment to balance among the branches of government all the more critical and he considers implications for modern controversies that the judiciary will continue to confront. The Republic of Biafra lasted for less than three years, but the war over its secession would contort Nigeria for decades to come. Samuel Fury Childs Daly examines the history of the Nigerian Civil War and its aftermath from an uncommon vantage point - the courtroom. Wartime Biafra was glutted with firearms, wracked by famine, and administered by a government that buckled under the weight of the conflict. In these dangerous conditions, many people survived by engaging in fraud, extortion, and armed violence. When the fighting ended in 1970, these survival tactics endured, even though Biafra itself disappeared from the map. Based on research using an original archive of legal records and oral histories, Daly catalogues how people navigated conditions of extreme hardship on the war front, and shows how the conditions of the Nigerian Civil War paved the way for the country's long experience of crime that was to follow.
What explains contemporary variations in African legislative institutions - including their strengths and weaknesses? Compared with the more powerful executive branches, legislatures throughout the continent have historically been classified as weak and largely inconsequential to policy-making processes. But, as Ken Ochieng' Opalo suggests here, African legislatures actually serve important roles, and under certain conditions, powerful and independent democratic legislatures can emerge from their autocratic foundations. In this book, Opalo examines the colonial origins of African legislatures, as well as how postcolonial intra-elite politics structured the processes of adapting inherited colonial legislatures to local political contexts and therefore continued legislative development. Through case studies of Kenya and Zambia, Opalo offers a comparative longitudinal study of the evolution of legislative strength and institutionalization as well as a regional survey of legislative development under colonial rule, postcolonial autocratic single-party rule, and multiparty politics throughout Africa.

China sometimes plays a leadership role in addressing global challenges, but at other times it free rides or even spoils efforts at cooperation. When will rising powers like China help to build and maintain international regimes that sustain cooperation on important issues, and when will they play less constructive roles? This study argues that the strategic setting of a particular issue area has a strong influence on whether and how a rising power will contribute to global governance. Two strategic variables are especially important: the balance of outside options the rising power and established powers face, and whether contributions by the rising power are viewed as indispensable to regime success. Americans are not invulnerable to factual information. They do not 'backfire'; facts do not make them less accurate. Instead, they become more accurate, even when corrections target co-partisans. Corrections of fake news yield similar results. Among Republicans, Trump's misstatements are less susceptible to corrections than identical misstatements attributed to other Republicans. While we do not observe facts affecting attitudes, multiple instances of misinformation can increase approval of the responsible politician - but corrections can reduce approval by similar amounts. While corrections do not eliminate false beliefs, they reduce the share of inaccurate beliefs among subjects in this study nearly in half.
Rogacheva sheds new light on the complex transition of Soviet society from Stalinism into the post-Stalin era. Using the case study of Chernogolovka, one of dozens of scientific towns built in the USSR under Khrushchev, she explains what motivated scientists to participate in the Soviet project during the Cold War. Rogacheva traces the history of this scientific community from its creation in 1956 through the Brezhnev period to paint a nuanced portrait of the living conditions, political outlook, and mentality of the local scientific intelligentsia. Utilizing new archival materials and an extensive oral history project, this book argues that Soviet scientists were not merely bought off by the Soviet state, but that they bought into the idealism and social optimism of the post-Stalin regime. Many shared the regime's belief in the progressive development of Soviet society on a scientific basis, and embraced their increased autonomy, material privileges and elite status.

This volume examines how urban stakeholders in China - particularly city governments and social actors - tackle China's urban environmental crisis.
