This comprehensive volume provides crucial insights from contemporary academics and practitioners into how positive interventions might be made into post-secular political spaces that have emerged in the wake of the economic, political, and social upheavals of the 2008 global financial crisis. This book reflects on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The chapters start from a common conceptual framework. They start from the hypothesis that the role perception as well as the behaviour of councillors cannot be conceived of being determined directly by (i) both formal and informal institutional structures as well as by (ii) personal characteristics. Instead, this collection argues that the perceptions and behaviour of councillors are depending on their notion of democracy. Whilst the understanding of democracy can be affected by institutional structures, it also depends on the personal characteristics of the councillors. While government provides the structure of public leadership, governance is the art of public leadership. This timely book examines current trends in metropolitan governance issues. In what ways do local authorities respond to the increasing socio-cultural heterogeneity of urban populations? While other studies have often focused on policy declarations, the eight chapters in this book provide rich evidence on the content and implementation of local policies. Furthermore, several chapters offer theoretical insights into the factors driving or hindering policies that acknowledge socio-cultural heterogeneity and ensure more equality and inclusive public services. The book addresses in detail local governance in Spain. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. Consequently, a wave of political and administrative reforms to address these challenges, pressures and problems, has changed local governance in many countries. In part, these changes were the result of reform policies introduced by national and state governments, often triggered by austerity policies, which has become an overwhelming reality for Spanish local governments that have been forced to introduce innovations in local governance. This book aims to give an account of these innovations in local governance in Spain. This book considers the local political-administrative structure in its dimensions, focusing on the analysis of its party system, electoral competition and political behavior in the local arena, as well as on local finances, all of which are determining elements in urban and rural governance processes. On the occasion of the recent crisis unleashed by Covid-19, the book will also deal with local governance in crisis situations. The book will also contextualize local governance processes in Spain in relation to the trends in local governance observed in other European countries.
The remarkable changes in China over the past three decades are mostly considered at the national level, whereas local government - which has played and continues to play a key role in these developments - is often overlooked. The themes of China's local administrative hierarchy, and its historical evolution, have until now received scant attention; this book fills that gap, and presents a comprehensive survey of China's local administration, from the province down to the township. It examines the political and functional definitions and historical origins of the nine local administrative levels or categories in contemporary China: the province, the centrally-administered municipality, the ethnic minority autonomous region, the special administrative region, the deputy-provincial city, the prefecture, the county, township and urban district. It investigates how each of the different levels of China's local administration has developed historically, both before and after 1949; and it explores the functions, political and economic, that the different levels and units carry out, and how their relationships with superior and subordinate units have evolved over time. It also discusses how far the post-Mao reforms have affected local administration, and how the local administrative hierarchy is likely to develop going forward.

There are nearly 20,000 general-purpose municipal governments cities in the United States, employing more people than the federal government. About twenty of those cities received charters of incorporation well before ratification of the U.S. Constitution, and several others were established urban centers more than a century before the American Revolution. Yet despite their estimable size and prevalence in the United States, city government and politics has been a woefully neglected topic within the recent study of American political development. The volume brings together some of the best of both the most established and the newest urban scholars in political science, sociology, and history, each of whom makes a new argument for rethinking the relationship between cities and the larger project of state-building. An evaluation of presidential efforts to achieve greater control over policy implementation by intransigent federal bureaucracies. Benze [asserts] that Ronald Reagan's use of budget cuts and appointment of conservative ideologues tended to enhance presidential power more readily than attempts at bureaucratic reorganization. Based on mail surveys of more than 350 domestic administrators, the author concludes that bureaucratic acceptance of management techniques requires the kind of persuasive political skills Reagan displayed in his first term, but were lacking in the Carter Administration. He cautions that Reagan's managerial initiatives engendered morale problems, and may lack institutional permanency in the absence of constitutional and statutory changes. . . . Local government innovation has become one of the most important topics on China's policy agenda in recent decades. This book explains why some local governments are more innovative than others. This book uses a novel theoretical framework and points out that in China's multi-level government structure, the administrative hierarchy and the span of control could shape local governments' innovation motivation, innovation capability, and innovation opportunity, thus influencing local government innovativeness. The author systematically analysed the 177 winners and finalists of the biennial Innovations and Excellence in Chinese Local Governance (IECLG) Awards Programme from 2001 to 2015 to provide convincing empirical evidence to support this theory. While French laicite is often considered something fixed, its daily deployment is rather messy. What might we learn if we study the governance of religion from a dynamic bottom-up perspective? Using an ethnographic approach, this book examines everyday secularism in the making. How do city actors understand, frame and govern religious diversity?
