Following on from Introducing Town Planning andImplementing Town Planning, this third volume in the series examines the scope and nature of modern town planning in greater depth. It investigates the theories and preoccupations which inform the current planning agenda, compares this with earlier objectives, and discusses likely future trends. Written by a team of expert contributors under the general editorship of Clara Greed, the book begins with a review of town planning and then goes on to discuss the major themes in five parts: the economic context of town planning planning for housing planning for sustainability planning for city centres or decentralisation changing agendas and agencies Within this contextualising framework the contributors investigate many of the current, and often conflicting, urban policy issues challenging the planning profession. Over and above a commitment to traditional, physical land use matters, planning practitioners nowadays must take on board new priorities, deriving from the environmental movement, the European Union, the economic climate, changing local authority structures, and legislative frameworks. The contributors discuss these new agendas, and demonstrate how they link to inner city regeneration, city centre management, sustainability issues, and wider social policy and urban governance questions. This volume incorporates a more discursive and reflective approach to studying, and thus constitutes a valuable text for final year undergraduate and postgraduate courses in town planning, surveying, building, architecture, and housing, as well as RTPI, RICS, CIOH, CIOB, ASI, ISVA and RIBA courses. Mafia-type organizations generate several distorting effects on the economy. In Italy their presence is endemic, and not only in Southern regions such as Sicily, Campania or Calabria. Such organizations endure the fierce and continuous pressure exerted by Italian anti-mafia policy, maybe the most articulate and effective such policy in the world. Nevertheless, they have survived by submerging, transforming, and relocating their operations. The analysis of the different Mafias of today benefits from a huge amount of empirical data produced by investigators. This allows us to outline more reliable indexes of the penetration of Mafiosi in given territories, as well as to estimate the size of their activities in a transparent and empirically testable way. The contributions gathered in this book stem from the application of an innovative methodology originally introduced by the Fondazione Rocco Chinnici, and they enlarge our understanding of such a complex and dynamic phenomenon. After the presentation of the approach, the chapters are devoted to the Camorra's present situation, to an estimate of the size of extortion, to a comparison between Cosa Nostra and Camorra, to the analysis of wiretapped conversations and, finally, to the delocalization of Mafias and the perspectives of a European anti-mafia policy. This book was originally published as a special issue of Global Crime.
In many respects, New York City is an unnatural wonder, quite unlike any other American city and also unlike megacities in other industrial countries. Its government and politics, its physical attributes-like the celebrated skyline and high population density-and many of its social characteristics-like the extraordinarily high percentage of the city's population that is foreign-born-are different. But New York City at the same time shares with other American cities an array of political and governmental institutions, practices, traditions, and pressures, ranging from the long dominance and then long decline in the role of party organizations in local government to the city's ultimate dependence on outside actors and forces to shape its political destiny.

How do the foreign policy priorities of Latino Americans relate to U.S. foreign policy in general and U.S. policy toward Latin America in particular? Public policy elites and the general U.S. public doubt the depth of Latino patriotism, suspecting Latinos of representing their homelands' interests over and above those of the U.S. Through a series of studies surveying Latinos throughout the U.S., this book demonstrates that Latino Americans are more like other Americans with respect to foreign policy than is popularly assumed. At the same time, differences between and among various Latino communities (e.g., those with ties to Colombia, the Dominican Republic, El Salvador, and Mexico) exist, and may be a source of growing Latino political power perhaps more relevant to domestic politics than to foreign policy.
Rebecca Browning Rankin was a politician in the best sense of the word. She supervised the New York Municipal Reference Library for 32 years until her retirement in 1952. Serving in many key policy-making positions, both on mayoral committees and in professional organizations, Rankin was an excellent lobbyist for the role of information in educating the electorate. She published over fifty articles and books on aspects of city government and libraries, and delivered weekly radio speeches on WNYC from 1928 to 1938. Her career as a librarian, author and radio commentator demonstrates the use of research in the formation of public policy decisions and provides a unique perspective on politics in New York. Rankin also served as president of several library organizations including the Special Library Association, which she led to national status during her tenure. During the Depression, she established the Association's employment service and worked with Mayor Fiorello La Guardia and other library officials to provide pensions for public librarians in New York City. Rankin and La Guardia shared the belief that government should carry out the will of the people and care for their needs, and the two worked together to make this a reality. Quotations from primary sources in the archives of the New York Public Library and the City of New York give the book a strong narrative style. Focusing on Rankin's efforts to document New York City's past as its unofficial historian, the book examines the city's political history during the first half of the twentieth century and illuminates the relationship of the local government with one of its great cultural institutions, the New York Public Library.
During 2008, the Democrats achieved in Florida a goal that had eluded them in all but three of the national elections since 1964: victory in the presidential race. Despite this success, the Republicans retained their dominance in the U.S. Congress and in the Florida State Legislature. The 2008 Elections in Florida utilizes multiple types of data to provide an explanation for the disparate outcomes of these elections. This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. They attempt to identify the specific conditions and junctures of different forms of region-making in their external (global) and internal (local/national) dimensions. The volume also places special emphasis on interactions, spatial entanglements and comparisons between regionalisms in different parts of the world. By expanding beyond the perspective of North-South transfers, this book seeks to better understand the dynamics and diversity of interregional interactions. As migration alters the southern political landscape, partisan battle lines will be drawn between the Democrat-leaning areas of growth and the increasingly Republican areas of decline and stagnation. The Democratic Party is gaining support in the South, but the prevailing explanations of partisan shift fail to capture how and why this transformation has come about. In Movers and Stayers, Irwin Morris develops a new theory that explains the Democrats' renewed influence in the region and empirically demonstrates the influence of population growth. As Morris shows, migratory patterns play a significant role in politics, and urbanization is driving polarization in the South. Their liberal views tend to be reinforced by the diversity of the communities in which they choose to live, and their progressivism fosters similar values among long-term residents. At the same time, "stayers" (long-term residents) absorb the consequences-or "community threat"-of this large-scale migration. While white stayers tend to become more conservative, the effects on voter behavior play out differently across racial lines. Both movers and stayers are altering the southern political landscape and polarization nationwide. Why and how do some acts of protest trigger mass mobilization while others do not? Using the cases of Morocco, Algeria, Tunisia, and Libya, Mekouar argues that successful mass mobilization is the result of a surprise factor, whose impact and exceptionality is amplified by the presence of influential political agents during the early phase of protest, as well as by regime violence and unusual media coverage. Together this study argues that these factors create a perception of exceptionality, which breaks the locally available cognitive heuristic originally in favor of the regime, and thus creates the necessary conditions for mobilization to occur. This book provides a unique dialectical picture of mobilization in North Africa by focusing both on the perspective of those who mobilized against their local regimes and members of the security forces who were responsible for stopping them. Moreover, it offers a first-hand account of the tumultuous days preceding authoritarian collapse and explains the mechanisms through which political change occurs.

What happens to the citizen when states and nations come into being? How do the different ways in which states and nations exist define relations between individuals, groups, and the government? Are all citizens equal in their rights and duties in the newly established polity? Addressing these key questions in the contested and ethnically heterogeneous post-Yugoslav states of Bosnia and Herzegovina, Macedonia and Montenegro, this book reinterprets the place of citizenship in the disintegration of Yugoslavia and the creation of new states in the Western Balkans. On June 1,1792, Kentucky became the fifteenth state in the new nation and the first west of the Alleghenies. Lowell Harrison reviews the tangled and protracted process by which Virginia's westernmost territory achieved statehood. By the early 1780s, survival of the Kentucky settlements, so uncertain only a few years earlier, was assured. The end of the American Revolution curtailed British support for Indian raids, and thousands of settlers sought a better life in the "Eden of the West." They swarmed through Cumberland Gap and down the Ohio River, cleared the land for crops, and established towns. The division of sprawling Kentucky County into three counties in 1780 indicated its rapid growth, and that growth accelerated during the following decade. With population increase came sentiment for separation from Virginia. Such demands had been voiced earlier, but a definite separation movement began in 1784 when a convention -- the first of ten such -- met in Danville. Not until April 1792 was a constitution finally drafted under which the Commonwealth of Kentucky could enter the Union. While most Kentuckians favored separation, they differed over how and when and on what terms it should occur. Three factions struggled to control the movement, but their goals and methods shifted with changing circumstances. This confusing situation was made more complex by the presence of the exotic James Wilkinson and the "Spanish Conspiracy" he fomented. Harrison addresses many questions about the convoluted process of statehood: why separation was desired, why it was so difficult to achieve, what type of government the 1792 constitution established, and how Governor Isaac Shelby and the first General Assembly implemented it. His engaging account, which includes the text of the first constitution, will be treasured by all Kentuckians.
Twenty years ago the Kentucky General Assembly was one of the least powerful and least effective legislatures in the country, almost entirely dominated by the governor. Over the past two decades the legislature has changed -- gradually and with little public attention -- into a far more powerful, professional, and independent body. This book is a study of that process of change: its causes, the obstacles encountered, and the political and policy consequences. It is a study of changing relationships between governor and legislature, caused in part by less aggressive gubernatorial leadership and in part by the growing assertion of legislative independence. It is also a study of the men and women who initiated change and who play major roles in the legislature today. One important area of change has been in the kinds of persons elected to the legislature. Today's Kentucky legislators are more professional in their approach to legislative service, serve longer tenures, and are likely to be committed to long-term political careers. They work harder to become known in their districts, and they devote more time to constituency service. In preparing this study, Malcolm E. Jewell and Penny M. Miller interviewed and sent questionnaires to many past and present members of the Kentucky legislature, as well as examining election returns, roll call votes, and committee records. They also traced developments since the 1960s to provide historical perspective. The Kentucky General Assembly is not a "typical" legislature. It is less professional and meets less frequently than those in most states. But trends in the Kentucky legislature are typical of those in other states, and this book puts the changes in Kentucky into national perspective. |
