First published in 1984. This book is a detailed study of the way in which the growing Labour movement gradually ousted the Liberals in West Yorkshire between 1890 and 1924. It demonstrates the basis of old Liberalism and the strength of local non-conformity, and its powerful links with the textile and engineering industries. It shows how the Liberalism of this district was dominated by small groups of well-to-do leaders involved in these main industries. This study also shows the gradual breakdown of the political consensus established between the Liberal party and the working classes and explains how the increasing opposition to Liberalism was channelled into the socialist movement. In all, the authors present a thorough and extensive study of the political changes in a particularly interesting part of the British Isles.
At the center of this investigation is the great modernization effort of a West German state, Bavaria, in the 1970s and 1980s, by means of a reform of the smaller units of local government. The reforms were meant to abolish all autonomous local governments serving populations of fewer than 3,000, thereby reducing the number of local governments in Bavaria from more than 7,000 to less than 2,000. Based on interviews, surveys, and statistical research, this study chronicles fifteen communities and their challenges, developments, and social changes from post-1945 up to the present. While this book explores the decline of the iconic village community, it also reveals the survival of medieval towns in a contemporary world, and despite the modern desire for comprehensive and well-integrated services, there remains a seemingly perennial appeal of small town and village life.
In today's world, citizenship is increasingly defined in normative terms. Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term 'citizenship agendas'. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of 'the good citizen' is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. This comprehensive edited volume conceptually develops the notion of 'de-Europeanisation' as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. 'De-Europeanisation' is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. 'De-Europeanisation' manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of 'de-Europeanisation' is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. The events of recent history affirm the urgent need for a satisfactory definition of the conditions under which a minority within a state has the legal right to secede. Although the concept of sovereignty has been progressively weakened, it still presents the major theoretical difficulty in this area. There is currently no source of international law that would give a legal body like a court the authority to recognize the division of an oppressive or illegitimate state into separate legal entities. This book accordingly argues for a global system of justice based on a domestic model of compulsory law. It considers some of the technical, procedural and evidentiary issues that would arise in instituting such a regime, and develops the conceptual framework essential for the provision of legal remedies for gross violations of our fundamental human rights.
Cash Transfers, for all their notable successes, have been criticised for their limited ability to move poor households to provide sustainable routes out of poverty. This book draws on original qualitative research by leading scholars and development policy experts from a range of disciplines to examine whether cash transfers can have transformative spillover effects on individuals, households and communities. Case studies from Africa, the Middle East and Latin America show that, while there are limits to the sustainability of the transformations brought about by Cash Transfers, they can bring about changes affecting the social and political integration of very poor households. The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India's subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India's subnational states since liberalization, as an essential aspect of the political economy of development in India. Regions are difficult to govern - coordinating policies across local jurisdictional boundaries in the absence of a formal regional government gives rise to enormous challenges. Yet some degree of coordination is almost always essential for local governments to effectively fulfill their responsibilities to their citizens. State and local governments have, over time, awkwardly, and with much experimenting, developed common approaches to regional governance. Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. To what extent can a non-state actor resembling a government be regulated by human rights principles? This study is the first detailed human rights analysis of Hamas conduct and governance in the Gaza Strip. Drawing on reports and resolutions from the United Nations and local and international human rights organizations, the author considers four years of uncontested Hamas control over the area and suggests a normative framework for evaluating Hamas conduct according to international human rights standards and degree of influence over the public sphere in the absence of more formally binding obligations.

This book explores how far the concept of fragmented authoritarianism remains valid as the key concept for understanding how the Chinese political process works. It contrasts fragmented authoritarianism, which places bureaucratic bargaining at the centre of policy-making, arguing that the goals and interests of the implementing agencies have to be incorporated into a policy if implementation is to be secured, with other characterisations of China's political process. Individual chapters consider fragmented authoritarianism at work in a range of key policy areas, including energy issues, climate change and environmental management, financial reform, and civil-military relations. In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify- trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan.
