The Netherlands is one of the most prominent and innovative countries in the field of environmental planning. Since the 1990s, its government has introduced such groundbreaking schemes as Integrated Environmental Zoning, the City Environment Project and the Bubble Concept, and new approaches to coping with noise, odours, soil pollution, air pollution and safety issues. These initiatives and policy tools reflect a rapidly changing and decentralizing environmental policy, which contrasts with more conventional environmental ideologies. However, at present, little is know of these policies in the international arena. environmental planning. He shows how and why the country's planning system has moved away from its traditional top-down structure. The resulting changes have had far-reaching consequences for the traditional principles of Dutch Environmental policy. For example, contaminated soil no longer has to be cleaned up completely and national noise legislation is being dismantled in favour of local initiatives. In addition, measures for compensating excessive environmental loads are now open to discussion and environmental quality is a subject of negotiation among stakeholders. Environmental issues are no longer seen as issues that should be dealt with separately from other issues. It is recognized that environmental issues are often influenced by their local context and that policy must therefore be formulated in coherence with other area-related issues. Shared governance and participative decision-making are seen to be equally important. closely integrated with local initiatives that focus on general location-specific qualities. In this book, this development is referred to as tailor-made comprehensive planning, which relates closely to the local context, is area-specific, situation-dependent and embraces shared governance. Despite the fact that these developments in environmental planning in the Netherlands have raised a number of difficult questions, they have also created many interesting possibilities for dealing with environmental issues in complex situations.
The conflict in the Nuba Mountains in central Sudan illustrates how state policies concerning the control of land can cause local conflicts to escalate into large scale wars, which become increasingly difficult to manage or resolve. The conventional perspective on Sudan's recent civil war (1983-2005) - one of the longest and most complex conflicts in Africa - emphasises ethnicity as the main cause. This study, on the contrary, identifies the land factor as aroot cause that is central to understanding Sudan's local conflicts and large-scale wars. Land rights are about relationships between and among persons, pertaining to different economic and ritual activities. Rights toland are intimately tied to membership in specific communities, from the family to the nation-state. Control over land in Africa has been, and still is, used as a means of defining identity and belonging, an instrument to control, and a source of, political power. Membership of these communities is contested, negotiable, and changeable over time. For national governments land is a national economic resource for public and private development, but the interests and rights of rural majorities and their sedentary or nomadic subsistence forms of life are often difficult to harmonise with land policies pursued by national governments. The state's exclusionary land policies and politicsof limiting or denying communities their land rights play a crucial role in causing local conflicts that then can escalate into large-scale wars. Land issues increase the complexity of a conflict, thereby reducing the possibilityof managing, resolving, or ultimately transforming it. The conflict in the Nuba Mountains in central Sudan, the regional focus in this study, is living proof of this transformation. In the wake of the financial crisis and Great Recession, the health of state and local pension plans has emerged as a front burner policy issue. Elected officials, academic experts, and the media alike have pointed to funding shortfalls with alarm, expressing concern that pension promises are unsustainable or will squeeze out other pressing government priorities. A few local governments have even filed for bankruptcy, with pensions cited as a major cause. Alicia H. Munnell draws on both her practical experience and her research to provide a broad perspective on the challenge of state and local pensions. She shows that the story is big and complicated and cannot be viewed through a narrow prism such as accounting methods or the role of unions. By examining the diversity of the public plan universe, Munnell debunks the notion that all plans are in trouble. In fact, she finds that while a few plans are basket cases, many are functioning reasonably well. Munnell's analysis concludes that the plans in serious trouble need a major overhaul. But even the relatively healthy plans face three challenges ahead: an excessive concentration of plan assets in equities; the risk that steep benefit cuts for new hires will harm workforce quality; and the constraints plans face in adjusting future benefits for current employees. Here, Munnell proposes solutions that preserve the main strengths of state and local pensions while promoting needed reforms.
This book reviews and analyzes the innovative measures introduced, lessons learned and problems encountered by selected and representative provinces, cities and counties with regard to the openness of local government affairs. To do so, it focuses on fields that are closely related to economic and social development and to the vital interests of the people, and which have thus aroused great social concerns, such as the pre-disclosure of major decision-making, policy interpretation, optimization of the business environment, and education. In turn, the book addresses standardization concerning the openness of government affairs; in this regard, numerous departments under the State Council and local governments at various levels have already engaged in pilot work, so as to provide a basis for pursuing the openness of government affairs throughout the country. The book subsequently analyzes current problems in this regard, considers the future prospects, and puts forward suitable solutions.
This book is concerned with developing an in-depth understanding of contemporary political and spatial analyses of cities. In the three-part development of the book's overall argument or premise, the reader is taken in Part I through a range of contemporary critical and political understandings of urban securitizing. The first local history of Napoleonic France to appear in the English language, Inside Napoleonic France: State and Society in Rouen, 1800-1815 redresses the traditional neglect of regional history during this period. Relying on extensive French archival sources, Gavin Daly sets out to investigate the nature of the Napoleonic state and its short and longer-term impact upon local society. Specifically, it examines the question of state power and its implementation and reception at a local level, the relationship between central government and the regions, the social and economic impact of war and how the Napoleonic regime addressed Rouen's revolutionary past. Having carefully studied these issues, Daly argues that despite an unprecedented degree of social control, the Napoleonic state was not all-powerful, and that the central government's power was tempered by local considerations. It is this interaction between the representatives of central government and the regional elites which provides the central focus of the book.
This book shows that Hong Kong's protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China's effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors' strategies. The protests triggered the national security concerns of Beijing, which mobilized the People's Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of "one country, two systems." The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing's sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. This is a valuable read for China watchers, political scientists and all those interested in the future of East Asia.

This book offers readers a comprehensive introduction to the functions of the government in contemporary China. Further, it creates a framework to describe urban governance in today's China, which consists of four basic modes: the omnipotent government mode, autonomous governance mode, integrated governance mode and cooperative governance mode. The book defines a "city" as a gathering place for high-quality public service resources, and the basic task of urban governance is to provide high-quality public services and maintain the sustainability of fiscal revenues. By focusing on current "hot topics" in urban governance in China, including the institutional development of urban governance, model interpretation, city/county relationship, cross-border governance, cross-sectoral coordination, street management, community service provision, and municipal performance evaluation, it clarifies a number of common misunderstandings in the field of urban management and practice. Lastly, the book analyses the current integrated governance model used in Chinese cities, which relies on the authority of the government and integrates the market and social subjects across borders by means of qualification identification, resource support, elite absorption, party-group embeddedness, and project cooperation. However, this model is currently facing several problems. In order to address the potential risks of integrated governance, the book argues that we need to develop new institutional arrangements based on collaborative governance.

This is a coherent and integrated set of essays around the theme of governance addressing a wide range of questions on the organisation and legitimation of authority. At the heart of the book is a set of topics which have long attracted the attention of urbanists and urban historians all over the world: the growth and reform of urban local government, local-centre relationships, public health and pollution, local government finance, the nature of local social elites and of participation in local government. Approaching these topics through the concept of governance not only raises a series of new questions but also extends the scope of enquiry for the historian seeking to understand towns and cities all over the world in a period of rapid change. Questions of governance must be central to a variety of enquiries into the nature of the urban place. Public health and related matters form a central part of the 'issues' especially for the British; in North America fire and the development of urban real estate have dominated; in India the security of the colonial government had a prominent place. The historical dynamic of these essays follows the change from the chartered governments of the seventeenth and eighteenth centuries towards the representative regimes of the nineteenth and twentieth. However, such historical change is not regarded as inevitable, and the effects of bureaucratic growth, regulatory regimes, the legitimating role of rational and scientific knowledge as well as the innovatory use of ritual and space are all dealt with at length.
European Integration and Local Government is an original comparative review of the impact of the European Union on local and regional governments throughout Europe.This book consists of ten country case studies which show how the EU has affected local government structures. In The Contemporary Pennsylvania Legislature, John J. Kennedy explores a variety of topics that are relevant for any small lawmaking institution. He investigates to what degree current social and technological changes have affected the Pennsylvania legislature and how it has been transformed from a part-time lawmaking body to a full-time professional institution. The data for Kennedy's study comes from a survey of legislators who served in the 1993-1994 Pennsylvania Assembly as well as candidates who ran for office but were defeated. Noting that political parties are on the decline in the U.S., Kennedy examines whether lawmakers are more inclined to follow their own interests, their parties', or those of their constituents when voting on particular issues. In addition to discussing the philosophical dispositions of legislators, he also examines the electoral experiences of defeated candidates. Centered on the urban workplace, the danwei (workunit) has been the fundamental social and spatial unit of urban China under socialism. Not only was it the source of employment, wages, and other material benefits for the vast majority of urban residents, it was also the institution through which the urban population was housed, organized, regulated, policed, educated, trained, protected, and surveyed. Furthermore, as the basic unit of urban society, each danwei became a community, providing its members with identity, a "face," and social belonging. With particular focus on the link between spatial forms and social organization, this book traces the origins and development of this critical institution up to the present day. Recent economic restructuring has seen the danwei lose its dominant role, yet its presence still influences the possibilities for urban transformation. Moreover, the author argues, the new institutions emerging in its place display important characteristics of the old danwei system.
This open access edited volume introduces the concept of causal mechanisms to explore new ways of explaining the global dynamics of social policy, and shows that a mechanism-based approach provides several advantages over established approaches for studying social policy. White maintains that while political reforms have emerged partly from the local resources created by economic boom (as detailed in the companion volume), these reforms have equally come from new norms among individuals and small groups.
