Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period - a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people's wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.

How are metropolitan regions governed? What makes some regions more effective than others in managing policies that cross local jurisdictional boundaries? Political coordination among municipal governments is necessary to attract investment, rapid and efficient public transit systems, and to sustain cultural infrastructure in metropolitan regions. In this era of fragmented authority, local governments alone rarely possess the capacity to address these policy issues alone. This book explores the sources and barriers to cooperation and metropolitan policy making. It combines different streams of scholarship on regional governance to explain how and why metropolitan partnerships emerge and flourish in some places and fail to in others. It systematically tests this theory in the Frankfurt and Rhein-Neckar regions of Germany and the Toronto and Waterloo regions in Canada. Discovering that existing theories of metropolitan collective action based on institutions and opportunities are inconsistent, the author proposes a new theory of "civic capital", which argues that civic engagement and leadership at the regional scale can be important catalysts to metropolitan cooperation. The extent to which the actors hold a shared image of the metropolis and engage at that scale strongly influences the degree to which local authorities will be willing and able to coordinate policies for the collective development of the region. Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.

The accession of Croatia to the EU marked the end of a long and arduous period of transition. Croatia had to meet significantly higher criteria than previous states with suspicion and concerns among existing members about further enlargement increasing. Meanwhile initially strong public support in Croatia declined as inconsistencies in EU policy, entry criteria and problems caused by the economic crisis all combined with fears about the loss of national identity and the ability to realize national interests. The successful Croatian accession to the EU in 2013 shows that, despite concerns on both sides, the EU continues to have meaning and significance and that membership remains highly desirable. Through nine mutually interrelated chapters the contributors speak not only about the political and social situation in Croatia, but also prospects for the European Union itself.

He transformed the office into one of great power to such an extent that by the time of his death in 1987 he was being referred to as 'the best governor California never had.' In the meantime, his close connections with the Kennedy family, especially John and Robert, his reputation as a political pundit, and his powerful influence on Wall Street, earned Unruh great respect far beyond his California base.

Using the historic Minnesota state government shutdown of 2011 as a backdrop, Interfaith Advocacy describes the work of the Joint Religious Legislative Coalition, an interfaith advocacy group that brings together leaders from Catholic, Protestant, Jewish, and Muslim traditions to advocate on behalf of a range of policies. Towering billboards featuring photorealistic portraits of popular cinema stars and political leaders dominated the cityscape of Chennai, in the south Indian state of Tamil Nadu, throughout the second half of the twentieth century. Studying the manufacture and reception of these billboards known locally as banners and cutouts within the context of the entwined histories of the cinema industry and political parties in Tamil Nadu, Preminda Jacob reveals the broader significance of these fragments of visual culture beyond their immediate function as pretty pieces of advertising. Estates of multi-storey housing present some of the most intractable problems for urban policy. Many attempts to deal with these problems have either failed or presented poor value for money. Shelter is not enough is an up-to-date evaluation of the issues. It traces the development of multi-storey housing in Britain from its early beginnings, to the period from the mid-1950s to the early 1970s when most of the contemporary legacy of estates was built. The problems in use are examined as are the responses of the authorities faced with mounting technical and social difficulties. Drawing on an analysis of past practice, a 'model framework' is defined which can help to create successful approaches for the regeneration of multi-storey housing. From the experience of the development of multi-storey housing in Britain, its problems and attempted solutions, implications are drawn for public policy, and a strategic approach is outlined which can reform the estates and reintegrate them into the mainstream urban environment. Finally, the British experience is placed in a broader context - the parallel problems surrounding multi-storey estates in Europe, and the contribution transformed multi-storey estates might make in creating more sustainable cities in the millennium. This book traces the history of the development control system in Britain from early modern times to the present day.

Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an "etcetera clause." It states that there are other rights beyond those specifically listed: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or "Baby Ninth Amendments," worded similarly to the Ninth Amendment.This book is the story of how the "Baby Ninths" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an "etcetera, etcetera" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights "retained by the people" that these "etcetera clauses" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

This book examines the foundation and progress of the Rochester Monroe Anti-Poverty Initiative (RMAPI). Poverty has once again become a major issue in American cities, and nowhere more so than Rochester, which has one of the highest rates of poverty in the nation. RMAPI was established to reduce poverty, yet in the five years since its formation the poverty rate is essentially unchanged. Analyzing the reasons behind its failure, this book argues that the very nature of the organizational framework is part of the problem, and that RMAPI's project is caught up with contradictory imperatives of neo-liberal welfare reforms. More than just a study of local interest, the book uses Rochester as a case study to illuminate the limits of the neo-liberal approach to poverty.
