Creating metropolitan regions that are more efficient, equitable, and sustainable depends on the willingness of local officials to work together across municipal boundaries to solve large-scale problems. How do these local officials think? Why do they only sometimes cooperate? What kind of governance do they choose in the face of persistent problems? The Risk of Regional Governance offers a new perspective on these questions. Drawing on theory from sociology and anthropology, it argues that many of the most important cooperative decisions local officials make-those about land use planning and regulation-are driven by heuristic, biased reasoning driven by cultural values. The Risk of Regional Governance builds a sociocultural collective action framework, and supports it with rich survey and interview data from hundreds of local elected officials serving in the suburbs of Detroit and Grand Rapids, Michigan. It is a story of the Rust Belt, of how local officials think about their community and the region, and-most importantly-of how we might craft policies that can overcome biases against regional governance.

In this volume scholars from around the world discuss the innovative forms of collaboration between public and private actors that contribute to making our cities more liveable. It offers helpful insights into the practices of partnerships and the ways in which partnerships can contribute to a more liveable urban environment. The liveability of our cities is a topic of increasing relevance and urgency. The world's cities are becoming congested and polluted, putting pressure on affordable housing and causing safety to become a major problem. Urban governments are unable to address these major challenges on their own, and thus they seek cooperation with other governments, companies, civil society organizations, and citizens. By focusing on examples such as greenery in the city, affordable housing, safety, neighbourhood revitalization, and 'learning by doing' in urban living labs, this book asks two key questions. How do partnerships between public and private actors contribute to the liveability of cities? Under what conditions are partnerships successful, and when do they fail to yield the desired results?
Whether in the northern provinces of Argentina, the central states of Mexico, or the southern states of the United States, less-than-democratic subnational regimes are often found within democratic national political systems. However, little is known about how or if these subnational pockets foster political attitudes and behavior that threaten the democratic norms that exist at the national level. Life in the Political Machine offers one of the first systematic explorations of the ways in which subnational "dominant-party enclaves" influence citizens' political attitudes and behaviors through a focus on the provinces and states of Argentina and Mexico. Specifically, the authors find starkly divergent patterns of political attitudes and behaviors among citizens in dominant-party enclaves as opposed to those living in competitive multiparty systems. In the latter, the authors find a political culture that approximates what scholars have long documented in established democracies. In the former, they uncover three factors-the politicization of the rule of law, an uneven electoral playing field, and the partisan cooptation of state resources-that strongly shape citizens' understanding of democratic principles, accountability, and political participation. The authors argue that this environment erodes public support for democracy at the national level and that these local strongholds of illiberalism thus provide added fuel to the recent drift from democracy globally. Ultimately, this book calls for greater attention to subnational variations in citizens' political attitudes and behaviors in order to more fully understand the process through which a national democratic political culture can emerge.
Over the past few decades and throughout the world, numerous government-initiated experiments and attempts at directly engaging and including citizens have emerged as remedies for a variety of problems faced by modern democracies, including political disaffection and insufficient capacity to deal with the complexity inherent in many contemporary public problems, such as climate change and segregation. In practice, these attempts are given many names, such as citizen panels, deliberative fora, collaborative dialogues, etc. In the academic literature as well, the phenomenon falls under many different headings, for instance collaborative, deliberative or interactive governance. Participatory Governance and Representative Democracy refers to this empirical phenomenon as local participatory governance, that is, government-sponsored direct participation between invited citizens and local officials in concrete arrangements and concerning problems that affect them. Participatory governance, we argue, may take many forms, regarding (1) type of interaction and type of communication between participants within the specific participatory arrangement (e.g., deliberative vs. aggregative) as well as regarding (2) the relation and connection between the specific arrangement and the more traditional representative structures (e.g., compatible, incompatible, transformative or irrelevant). The proposed edited volume addresses the matter of institutionalization, highlighting the difficulties associated with establishing stability and a shared understanding of the roles and rules among citizens, local politicians and administrators in participatory arrangements.

Why does public management - the art of the state - so often go wrong, producing failure and fiasco instead of public service? What are the different ways in which control or regulation can be applied to government? Why do we find contradictory recipes for the improvement of public services? Are the forces of modernity set to produce world-wide convergence in ways of organizing government? This important new study aims to explore such questions, central to current debates over public management. Combining contemporary and historical experience, it employs grid/group cultural theory as an organizing frame and method of exploration. Using examples from different places and eras, the study seeks to identify the recurring variety of ideas about how to organize public services. And contrary to widespread claims that modernization will bring a new global uniformity, it argues that variety is unlikely to disappear from doctrine and practice in public management.

Competitive elections have become an institutionalized feature of contemporary Indonesia's politics. This, together with other considerations, makes it reasonable to call Indonesia the world's third largest democracy. Nonetheless, democratic elections in Indonesia are both more complex and interesting than is commonly understood. This book explores how local elections in Indonesia have affected the development and dynamics of Indonesia's fledgling democracy. Based on fine-grained analyses of elections in five localities, the book shows how Indonesia's transition to direct elections of local government executives has transformed party politics and elite development at local levels of governance. Employing the methods of political anthropology and informed by a critical reading of theories of democracy and decentralization, the book presents detailed analyses of elections in five localities across four Indonesian provinces. The book calls attention to the ambiguous relation between formal democratic reforms and political behavior. It illustrates how local elite politics has evolved within the context of political and administrative reforms, whose announced goals are to improve the representativeness and responsiveness of political institutions. Over the past three decades, decentralization has been seen as the means for allowing local governments to become more accountable, and for encouraging the deepening of democracy and the building of village communities. By drawing on original village-level case studies of six villages in three different Indian states, this book presents a systematic analysis of the impact of decentralization on the delivery of social services at the local level within India. Supplementing national and state-level data and analyzing the different historical legacies in each state, the book argues that decentralization is not simply a function of the structure of the decentralization program or of the relationship between higher-tiered and local government. Rather, the possibility of decentralization affecting social outcomes depends on several interacting factors, including the distribution of power among local elites, the dynamics of political competition, and the level of civil society mobilization. By examining constitutionally-mandated political decentralization across India, this book identifies the circumstances under which local government structures can lead to improved social services and societal wellbeing, as well as presenting a substantial contribution to studies on South Asian Politics and Local Government.
In an era when government seems remote and difficult to approach, participatory democracy may seem a hopelessly romantic notion. Yet nothing is more crucial to the future of American democracy than to develop some way of spurring greater citizen participation. In this important book, Jeffrey Berry, Ken Portney, and Ken Thompson examine cities that have created systems of neighborhood government and incorporated citizens in public policymaking. Through careful research and analysis, the authors find that neighborhood based participation is the key to revitalizing American democracy. The Rebirth of Urban Democracy provides a thorough examination of five cities with strong citizen participation programs--Birmingham, Dayton, Portland, St. Paul, and San Antonio. In each city, the authors explore whether neighborhood associations encourage more people to participate; whether these associations are able to promote policy responsiveness on the art of local governments; and whether participation in these associations increases the capacity of people to take part in government. Finally, the authors outline the steps that can be taken to increase political participation in urban America. Berry, Portney, and Thomson show that citizens in participatory programs are able to get their issues on the public agenda and develop a stronger sense of community, greater trust in government officials, and more confidence in the political system. From a rigorous evaluation of surveys and interviews with thousands of citizens and policymakers, the authors also find that central governments in these cities are highly responsive to their neighborhoods and that less conflict exists among citizens and policymakers. The authors assert that these programs can provide a blueprint for major reform in cities across the country. They outline the components for successful participation programs and offer recommendations for those who want to get involved. They demonstrate that participation systems can influence citizens to become more knowledgeable, more productive, and more confident in government; and can provide more governments with a mechanism for being more responsive in setting priorities and formulating polices that closely approximate the true preferences of the people.
In England, it has been possible since 2013 to convert an office building into residential use without needing planning permission (as has been required since 1948). This book explores the consequences of this central government driven deregulation on local communities. The policy decision was primarily about boosting the supply of housing, but reflects a broader neoliberal ideology which seeks to reform public planning in many countries to reduce perceived interference in free markets. Drawing on original research in the English local authorities of Camden, Croydon, Leeds, Leicester and Reading, the book provides a case study of the implementation of planning deregulation which demonstrates the lowering of standards in housing quality, the reduced ability of the local state to proactively steer development and plan for their places, and the transfer of wealth from the public to private spheres that has resulted. Comparative case studies from Glasgow and Rotterdam call into question the very need for the deregulation in the first place.

From this research, generalisations are made concerning commonalities and differences between men's and women's experiences in public adminstration at the state level. This is a new area of research: while much has been done at the federal level (and there is a federal database to work from) until now little work has been done and little data is available for the states.

Mafia-type organizations generate several distorting effects on the economy. In Italy their presence is endemic, and not only in Southern regions such as Sicily, Campania or Calabria. Such organizations endure the fierce and continuous pressure exerted by Italian anti-mafia policy, maybe the most articulate and effective such policy in the world. Nevertheless, they have survived by submerging, transforming, and relocating their operations. The analysis of the different Mafias of today benefits from a huge amount of empirical data produced by investigators. This allows us to outline more reliable indexes of the penetration of Mafiosi in given territories, as well as to estimate the size of their activities in a transparent and empirically testable way. The contributions gathered in this book stem from the application of an innovative methodology originally introduced by the Fondazione Rocco Chinnici, and they enlarge our understanding of such a complex and dynamic phenomenon. After the presentation of the approach, the chapters are devoted to the Camorra's present situation, to an estimate of the size of extortion, to a comparison between Cosa Nostra and Camorra, to the analysis of wiretapped conversations and, finally, to the delocalization of Mafias and the perspectives of a European anti-mafia policy. In many respects, New York City is an unnatural wonder, quite unlike any other American city and also unlike megacities in other industrial countries. Its government and politics, its physical attributes-like the celebrated skyline and high population density-and many of its social characteristics-like the extraordinarily high percentage of the city's population that is foreign-born-are different. But New York City at the same time shares with other American cities an array of political and governmental institutions, practices, traditions, and pressures, ranging from the long dominance and then long decline in the role of party organizations in local government to the city's ultimate dependence on outside actors and forces to shape its political destiny.

As migration alters the southern political landscape, partisan battle lines will be drawn between the Democrat-leaning areas of growth and the increasingly Republican areas of decline and stagnation. The Democratic Party is gaining support in the South, but the prevailing explanations of partisan shift fail to capture how and why this transformation has come about. In Movers and Stayers, Irwin Morris develops a new theory that explains the Democrats' renewed influence in the region and empirically demonstrates the influence of population growth. As Morris shows, migratory patterns play a significant role in politics, and urbanization is driving polarization in the South. Those who move to cities-the "movers" of Morris's framework-do so for jobs, and they tend to be progressive, young, well-educated Democrats. Their liberal views tend to be reinforced by the diversity of the communities in which they choose to live, and their progressivism fosters similar values among long-term residents. At the same time, "stayers" (long-term residents) absorb the consequences-or "community threat"-of this large-scale migration. While white stayers tend to become more conservative, the effects on voter behavior play out differently across racial lines.
