As politicians debate how to address the estimated eleven million unauthorized immigrants residing in the United States, undocumented youth anxiously await the next policy shift that will determine their futures. From one day to the next, their dreams are as likely to crumble around them as to come within reach. In Shifting Boundaries, Alexis M. Silver sheds light on the currents of exclusion and incorporation that characterize their lives. Silver examines the experiences of immigrant youth growing up in a small town in North Carolina-a state that experienced unprecedented growth in its Latino population in the 1990s and 2000s, and where aggressive anti-immigration policies have been enforced. Drawing on ethnographic fieldwork and in-depth interview data, she finds that contradictory policies at the national, state, and local levels interact to create a complex environment through which the youth must navigate. From heritage-based school programs to state-wide bans on attending community college; from the failure of the DREAM Act to the rescinding of Deferred Action for Childhood Arrivals (DACA); each layer represents profound implications for undocumented Latino youth. Silver exposes the constantly changing pathways that shape their journeys into early adulthood-and the profound resilience that they develop along the way.

This book investigates the experiences of women city councilors in India. It follows the careers of women in Jaipur, Rajasthan, who were brought into public office through a gender quota instituted over two decades ago. It reveals how, even in office, women continue to face stigma and normative restrictions imposed by a society not entirely willing to accept them in a public and independent position; and how men, technically blocked by the gender quota from holding office themselves, continue to exert control and influence over women officeholders, even sidelining them in many cases as proxies. The volume also documents the role of these men, colloquially known as parshad-patis, who have uniquely subverted the gender quota without violating any of the formal quota rules. To combat these challenges, the author presents pragmatic approaches to empower women in political offices at the grassroots and highlights the need for a comprehensive support structure to aid gender quota institutions in delivering equality in highly patriarchal environments. Drawing on extensive fieldwork and interviews with elected members and their spouses, as well as journalists, women's rights activists, and student political leaders, this book provides fascinating insights into the everyday politics of India. This volume describes and analyzes alternative and emerging models of non-territorial autonomy (NTA), particularly in relation to decentralization. The authors push the NTA debate in new directions by offering a re-conceptualization based on ethno-cultural bottom-up decentralized action that redefines autonomy into its true sense of autonomous action. Through description, critical analysis, and evaluation of several case studies, this book assesses the potential for new paradigms within decentralized systems. The authors explore two approaches to political decentralization which add to the theoretical debate on NTA - network governance, which focuses on new dynamics in policy processes, and normative pluralism, which focuses on accommodating the distinctness of the groups through the subsidiarity principle with regard to their own affairs. The book explores the potential ramifications of ethno-cultural NTA institutions acting within the wider framework of state institutions and assesses the functions of these institutions as another dimension of decentralization and thus another 'layer' of democracy. With contemporary examples from Europe, the Middle East, Asia and South Africa, as well as theoretical aspects of the conceptualization of autonomy, this book offers a truly global perspective. The aim of this work of reference is to provide a full year-by-year list of officials from archaic and classical Athens, along with, where appropriate, a short notice of their activities, including all the evidence pertaining to an individual’s office in a particular year. It also contains all state decrees datable to any year or which contain relevant information. It offers a basic reference, of a kind that has previously been lacking, for the study of Athenian magistracies and official life. The introduction gives essential details of the positions included, and the indexes give an alphabetic listing of individuals with their offices, a listing by geographical provenance (demes), and an indication of documents of disputed date. As far as possible the use of Greek and Latin has been avoided in order that the book should be accessible to a wide readership. It should prove a fundamental tool for future research.

How do public employees win and lose their collective bargaining rights? And how can public sector labor unions protect those rights? These are the questions answered in From Collective Bargaining to Collective Begging. Dominic Wells takes a mixed-methods approach and uses more than five decades of state-level data to analyze the expansion and restriction of rights.  Wells identifies the factors that led states to expand collective bargaining rights to public employees, and the conditions under which public employee labor unions can defend against unfavorable state legislation. He presents case studies and coalition strategies from Ohio and Wisconsin to demonstrate how labor unions failed to protect their rights in one state and succeeded in another. From Collective Bargaining to Collective Begging also provides a comprehensive quantitative analysis of the economic, political, and cultural factors that both led states to adopt policies that reduced the obstacles to unionization and also led other states to adopt policies that increased the difficulty to form and maintain a labor union. In his conclusion, Wells suggests the path forward for public sector labor unions and what policies need to be implemented to improve employee labor relations.
Scholars widely agree that a federal system cannot work effectively without democracy. As a result of the division or sharing of powers between levels of government, there remains considerable uncertainty about how rules or patterns of politics between the executive and legislative branches interact. Combining theoretical analyses and selected case studies, Federal Democracies at Work contributes to our understanding of the complex relations between federalism and democracy. Throughout the volume, contributing authors elaborate and apply an innovative analytical framework to provide greater clarity on the complex relations between federalism and democracy. The importance of subnational regions to politics, governance, and economic development in Western Europe has long been recognized. However, far less is known about recent steps to introduce a regional level of politics in East Central Europe. Reforms there are part of the larger process of crafting democracy; that is, regional reforms are linked to the economic and political transition away from communism and toward "Europe," specifically the European Union. Crafting Democracy offers an important comparative analysis of the process and outcomes of region-building in the four Visegrad countries. Jennifer A. Yoder investigates why some but not other post-communist countries chose to introduce a regional level of elected government. In the 1990s, for example, Poland boldly took the lead in regionalization, while the Czech Republic and Slovakia lagged behind. Hungary, meanwhile, declined to create regions. The author argues that these regional reform processes have potentially far-reaching implications for state-society relations, political participation, and policymaking at the domestic level. The emergence of new actors at the subnational level, moreover, creates opportunities for cross-border and European Union-level initiatives.
Why do business organisations contribute to climate change governance in areas of limited statehood? In many countries, governments are too weak and often also not willing to set and enforce climate change regulations. While companies have the capacities to fill the resulting governance gap, conventional wisdom expects them to take advantage by relocating their production sites in order to escape strict national regulation. Studies on South Africa, Kenya and Germany demonstrate that business contributions to the mitigation and adaptation to climate change vary significantly between countries, sectors and firms. In order to explain these variations, the contributors bring together two important literatures that rarely speak to each other - governance and business management - arguing that the threat of public regulation has an important role in motivating business efforts. |
