The Political Dynamics of School Choice - Negotiating Contested Terrain (Hardcover): Lance D. Fusarelli The Political Dynamics of School Choice - Negotiating Contested Terrain (Hardcover)
Lance D. Fusarelli
R1,307 R1,059 Discovery Miles 10 590 Save R248 (19%) Ships in 10 - 15 working days

Lance D. Fusarelli examines the relationship between the charter school and voucher issues: To what degree does political support for charter schools--from a coalition of teacher associations, school board groups, superintendents, and voucher advocates--slow or even stop the forces for vouchers? Or, do these coalitions, which successfully pushed charter school legislation through the legislature, actually fuel the fires of privatization? Charter schools legislation has enjoyed bipartisan support precisely because the threat of vouchers is so great. And, contrary to the strategy of voucher opponents, the spread of charter school increases, rather than alleviates, the push for vouchers.

Gun Control Policies in Latin America (Hardcover, 1st ed. 2020): Diego Sanjurjo Gun Control Policies in Latin America (Hardcover, 1st ed. 2020)
Diego Sanjurjo
R2,286 Discovery Miles 22 860 Ships in 12 - 17 working days

This book analyses the crucial role that guns play in the dynamics of extreme violence engulfing Latin America and the policies that are being implemented to confront it. Gun control is surprisingly not a prominent issue in most countries of the region, but this situation is rapidly changing as proliferation and violence dramatically increase. The book adopts an extended version of John Kingdon's influential Multiple Streams Framework to explore how gun control enters political agendas and why some countries act to end gun violence and others do not. In this effort, the Brazilian Disarmament Statute and the Uruguayan Responsible Firearm Ownership Law serve as in-depth case studies that exhibit the region's heterogeneity and put Kingdon's policy theory to the test. Gun Control Policies in Latin America is an essential reading for anyone interested in Latin American security and public policies.

From Sheikhs to Sultanism - Statecraft and Authority in Saudi Arabia and the UAE (Hardcover): Christopher M. Davidson From Sheikhs to Sultanism - Statecraft and Authority in Saudi Arabia and the UAE (Hardcover)
Christopher M. Davidson
R1,002 Discovery Miles 10 020 Ships in 12 - 17 working days

Muhammad bin Salman Al-Saud and Muhammad bin Zayed Al-Nahyan, the respective princely strongmen of Saudi Arabia and the UAE, have torn up the old rules. They have spurred game-changing economic master plans, presided over vast anti-corruption crackdowns, tackled entrenched religious forces, and overseen the mass arrest of critics. In parallel, they also appear to have replaced the old 'sheikhly' consensus systems of their predecessors with something more autocratic, more personalistic, and perhaps even analytically distinct. These are the two wealthiest and most populous Gulf monarchies, and increasingly important global powers--Saudi Arabia is a G20 member, and the UAE will be the host of the World Expo in 2021-2022. Such sweeping changes to their statecraft and authority structures could well end up having a direct impact, for better or worse, on policies, economies and individual lives all around the world. Christopher M. Davidson tests the hypothesis that Saudi Arabia and the UAE are now effectively contemporary or even 'advanced' sultanates, and situates these influential states within an international model of autocratic authoritarianism. Drawing on a range of primary sources, including new interviews and surveys, 'From Sheikhs to Sultanism' puts forward an original, empirically grounded interpretation of the rise of both MBS and MBZ.

A Concise History of Japan (Hardcover): Brett L Walker A Concise History of Japan (Hardcover)
Brett L Walker
R2,441 R2,225 Discovery Miles 22 250 Save R216 (9%) Ships in 12 - 17 working days

To this day, Japan's modern ascendancy challenges many assumptions about world history, particularly theories regarding the rise of the west and why the modern world looks the way it does. In this engaging new history, Brett L. Walker tackles key themes regarding Japan's relationships with its minorities, state and economic development, and the uses of science and medicine. The book begins by tracing the country's early history through archaeological remains, before proceeding to explore life in the imperial court, the rise of the samurai, civil conflict, encounters with Europe, and the advent of modernity and empire. Integrating the pageantry of a unique nation's history with today's environmental concerns, Walker's vibrant and accessible new narrative then follows Japan's ascension from the ashes of World War II into the thriving nation of today. It is a history for our times, posing important questions regarding how we should situate a nation's history in an age of environmental and climatological uncertainties.

Assessing Government Transparency in China 2019 (Hardcover, 1st ed. 2021): He Tian, Yanbin Lv Assessing Government Transparency in China 2019 (Hardcover, 1st ed. 2021)
He Tian, Yanbin Lv
R2,939 Discovery Miles 29 390 Ships in 10 - 15 working days

This book reviews and analyzes the innovative measures introduced, lessons learned and problems encountered by selected and representative provinces, cities and counties with regard to the openness of local government affairs. To do so, it focuses on fields that are closely related to economic and social development and to the vital interests of the people, and which have thus aroused great social concerns, such as the pre-disclosure of major decision-making, policy interpretation, optimization of the business environment, and education. In turn, the book addresses standardization concerning the openness of government affairs; in this regard, numerous departments under the State Council and local governments at various levels have already engaged in pilot work, so as to provide a basis for pursuing the openness of government affairs throughout the country. The book subsequently analyzes current problems in this regard, considers the future prospects, and puts forward suitable solutions.

Library Records - A Retention and Confidentiality Guide (Hardcover, New): Shirley A. Wiegand Library Records - A Retention and Confidentiality Guide (Hardcover, New)
Shirley A. Wiegand
R3,202 Discovery Miles 32 020 Ships in 10 - 15 working days

Most librarians are unaware of the laws governing the retention of library records. In addition, librarians often assume that state confidentiality laws offer more protection than they, in fact, do. The proper management of library records is an important legal issue for all librarians. This professional reference work outlines laws regarding the retention and confidentiality of library records. Part I explains why some library records should be saved and not routinely discarded. It also explains why public record retention laws apply to library records, and it then examines the variety of laws state by state. Part II discusses the need for strong confidentiality laws and traces the evolution of current laws. It then examines the current status of state confidentiality laws and demonstrates their weaknesses. While librarians often believe that confidential records are privileged and may be destroyed at will, this book clearly explains that this is not the case.

Theoretical Foundations and Discussions on the Reformation Process in Local Governments (Hardcover): Ugur Sadioglu, Kadir Dede Theoretical Foundations and Discussions on the Reformation Process in Local Governments (Hardcover)
Ugur Sadioglu, Kadir Dede
R5,431 Discovery Miles 54 310 Ships in 12 - 17 working days

Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies. There have been many reforms of local government in recent years from the grassroots-led movement that took root in the 90's to the overarching effects of globalization and decentralization. Local governments must adapt their practices in order to most effectively provide for their constituents. Theoretical Foundations and Discussions on the Reformation Process in Local Government addresses the effects of recent reforms in the political-administrative system of local governments and politics as well as future outlooks. It reviews the challenges, innovations, and lessons from local governments while providing theoretical perspectives on methods for positive reform. This book is a critical reference source for policy makers, government organizations, professionals, and actors in both local and international politics.

Decentralized Development in Latin America - Experiences in Local Governance and Local Development (Hardcover, 2010 ed.): Paul... Decentralized Development in Latin America - Experiences in Local Governance and Local Development (Hardcover, 2010 ed.)
Paul Lindert, Otto Verkoren
R3,057 Discovery Miles 30 570 Ships in 10 - 15 working days

Much of the scholarly and professional literature on development focuses either on the 'macro' level of national policies and politics or on the 'micro' level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the 'meso' level with a comparative exploration of the ways in which local institutions - municipalities, local governments, city authorities, civil society networks and others - have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book's rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from 'below' by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Sonny Shiu-Hing Lo, Steven Chung-Fun Hung, Jeff Hai-Chi Loo
R3,476 Discovery Miles 34 760 Ships in 10 - 15 working days

This book shows that Hong Kong's protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China's effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors' strategies. The protests triggered the national security concerns of Beijing, which mobilized the People's Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of "one country, two systems." The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing's sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. This is a valuable read for China watchers, political scientists and all those interested in the future of East Asia.

European Cities in Dynamic Competition - Theory and Case Studies on Urban Governance, Strategy, Cooperation and Competitiveness... European Cities in Dynamic Competition - Theory and Case Studies on Urban Governance, Strategy, Cooperation and Competitiveness (Hardcover, 1st ed. 2018)
Horst Albach, Heribert Meffert, Andreas Pinkwart, Ralf Reichwald, Lukasz Swiatczak
R4,136 Discovery Miles 41 360 Ships in 12 - 17 working days

World population and the number of city dwellers are steadily growing. Globalization and digitalization lead to an increased competition for skilled and creative labor and other economic resources. This is true not only for firms, but increasingly also for cities. The book elaborates on resulting challenges and opportunities for urban management from the European perspective, and discusses theories, methods and tools from business economics to cope with them. Contributions in this volume come from scholars and practitioners of economics, business administration and urban management, and cover aspects ranging from urban dynamics to city marketing. They draw on experiences from several European cities and regions, and discuss strategies to improve city performance including Open Government, Smart City, cooperation and innovation. The book project was initiated and carried out by the Center for Advanced Studies in Management (CASiM), the interdisciplinary research center of HHL Leipzig Graduate School of Management. It is addressed to scholars and managers in Europe and beyond, who will benefit from the scientific rigor and useful practical insights of the book.

local government tax and land use policies in the united states - Understanding the Links (Hardcover, illustrated edition):... local government tax and land use policies in the united states - Understanding the Links (Hardcover, illustrated edition)
Helen F Ladd
R3,544 Discovery Miles 35 440 Ships in 12 - 17 working days

Local Government Tax and Land Use Policies in the United States is an accessible, non-technical evaluation of the most recent economic thinking on the nexus between local land use and tax policies. In Part I, Helen Ladd provides a comprehensive summary of the extensive literature on the interaction of local land use and tax policies. She explores the theoretical controversies and clarifies issues such as the use of land use regulation as a fiscal tool, the effects of taxes on economic activity and the success of tax policies to promote economic development. In Parts II and III, a group of experts presents new research on important issues such as the impact of growth on tax burdens, metropolitan tax base sharing, the incidence of impact fees and the shift to land value taxation in urban areas. This book raises provocative questions concerning the conventional wisdom in fiscal policy. It will be indispensable for economists and students interested in urban issues and local public finance as well as planners and policymakers.

E-Governance - Styles of Political Judgment in the Information Age Polity (Hardcover, 2004 ed.): P. Perri E-Governance - Styles of Political Judgment in the Information Age Polity (Hardcover, 2004 ed.)
P. Perri
R1,542 Discovery Miles 15 420 Ships in 10 - 15 working days

The e-governance revolution is said to be changing everything, but will all the modelling tools, electronic meeting management systems and online consultations really change political judgement in policy formation? Using case studies from local and federal government in the US and Europe, Perri 6 examines these claims and presents a new theory of how policy makers use and reject information and do and don't trust each other with information in using the new tools, before analyzing the implications for democracy.

The Role of State Supreme Courts in the New Judicial Federalism. (Hardcover): Susan P. Fino The Role of State Supreme Courts in the New Judicial Federalism. (Hardcover)
Susan P. Fino
R2,233 Discovery Miles 22 330 Ships in 10 - 15 working days

In The Role of State Supreme Courts in the New Judicial Federalism, Susan P. She provides both quantitative and qualitative data on state supreme court decisions, and includes an analysis of over 1,200 opinions rendered by six selected courts, thus laying the foundation for a systematic study of the state supreme court system. Fino also presents hypotheses to explain the variations in decision making observed from state to state. Her work concludes with observations on the prospects for an enhanced role for the state supreme court system, and suggestions for improving the institution.

Power, Greed, and Hubris - Judicial Bribery in Mississippi (Hardcover): James R Crockett Power, Greed, and Hubris - Judicial Bribery in Mississippi (Hardcover)
James R Crockett
R1,300 Discovery Miles 13 000 Ships in 10 - 15 working days

From 2003 to 2009 sensational judicial bribery scandals rocked Mississippi's legal system. Famed trial lawyers Paul Minor and Richard (Dickie) Scruggs and renowned judge and former prosecutor Bobby DeLaughter proved to be the nexus of these scandals. Seven attorneys and a former state auditor were alleged to have attempted to bribe or to have actually bribed five state judges to rule in favor of Minor and Scruggs in several lawsuits. This is the story of how federal authorities, following up on information provided by a bank examiner and a judge who could not be bribed, toppled Minor, Scruggs, and their enablers in what was exposed as the most significant legal scandal of twenty-first-century Mississippi.

James R. Crockett details the convoluted schemes that eventually put three of the judges, six of the attorneys, and the former auditor in federal prison. All of the men involved were successful professionals and three of them, Minor, Scruggs, and fellow attorney Joey Langston, were exceptionally wealthy. The stories involve power, greed, but most of all hubris. The culprits rationalized abominable choices and illicit actions to influence judicial decisions. The crimes came to light in those six years, but some crimes were committed before that. These men put themselves above the law and produced the perfect storm of bribery that ended in disgrace.

The tales Crockett relates about these scandals and the actions of Paul Minor and Richard Scruggs are almost unbelievable. Individuals willingly became their minions in power plays designed to distort the very rule of law that most of them had sworn to uphold.

County Government - A Guide to Efficient and Accountable Government (Hardcover): Frank J. Coppa County Government - A Guide to Efficient and Accountable Government (Hardcover)
Frank J. Coppa
R2,830 Discovery Miles 28 300 Ships in 10 - 15 working days

Since the early 1900s, the manager form of municipal government has had enthusiastic support. Today, it is one of the most popular forms of municipal government and brought greater efficiency and accountability to municipal operations. However, as Coppa makes clear, this wave of reform has not fully impacted the counties. The commission form, widely criticized for its lack of accountability, remains the most popular form of county government. Coppa suggests greater accountability and efficiency can be achieved if the commission form is replaced with the Union plan and existing county administrators are given greater executive power. The manager plan in Union County can serve as a model for counties without an elected executive, much the same way the Lakewood plan in California symbolizes county and municipal cooperation.

Although Coppa provides a guide to efficient and accountable county government, the book goes beyond its subtitle. It treats neglected topics, such as the legal status of counties, forms of county government, row officers, autonomous bodies, and the central role played by counties in reapportionment litigation. Supreme Court cases involving counties and critical issues such as free speech, elections, tax immunity, and the commerce clause are analyzed. Major issues such as the battle over ratables, revenue limits, and declining population are explored as well. Coppa examines the most critical issues faced by counties today--such as mandated expenditures--and raises the possibility of a constitutional amendment to treat unfunded federal mandates. Coppa recommends creative programs as well as an agenda for achieving efficient and accountable county government. To this end, he examines charter revision and the noncharter route as approaches to achieving economical and responsible county government. This work is an important analysis for students, scholars, researchers, and policy makers involved with local and state government issues.

Gaohong Chen, Jiannan Wu, Lufa Zhang
R2,974 Discovery Miles 29 740 Ships in 10 - 15 working days

This book focuses on the practice and experience of urban delicacy governance in Xuhui District, Shanghai. As we know, urbanization is the inevitable course for agricultural civilization to move towards industrial civilization. Over the past forty years, the urbanization of China has developed rapidly and has become an important push for economic development and social progress. At the same time, the rapid expansion of city scale, the shortage of public services, environmental pollution, traffic congestion, housing tension, as well as other urban pain points have emerged, and these have brought about serious challenges to urban governance. Delicacy management is the concentrated expression of modern scientific management theory and the inherent requirement to realize the modernization of national governance systems and governance capability. From delicacy management to delicacy governance, urban governance needs the transformation of logic. Shanghai has been identified as the only super city in the Yangtze River Delta and East China. It is of great significance to understand the theory and practice of urban governance in Shanghai. Meanwhile, Xuhui District is one of the seven central urban areas in Shanghai with a profound historical background, important institutions, advanced science and education.
