This book, first published in 1992, examines the attitudes of local elites - the hinge between Indian state and rural society - towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country's development. The book deals with the elites' contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.

Local government affects us all. Wherever we live, in towns, cities, villages or in the smallest of communities, there are locally elected councils tasked with representing people's interests in the running of the local area. Handbook of Civil Society and Social Movements in Small States depicts the way civil society encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably, however, some authors argue that social movements tend to engage in 'contentious politics' including protests, while NGOs engage through more organized and institutional routes. The volume deals with particular characteristics of small states, including limited ability to reap the benefits of economies of scale, high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. Coups d'etat continue to present one of the most extreme risks to democracy and stable governance worldwide. This book examines the unique role played by regional organizations (ROs) following the occurrence of a coup d'etat. The book analyses the factors that influence the strength of reactions demonstrated by ROs and explores the different post-coup solutions ROs pursue. It argues that, when confronted with a coup, ROs take both basic democratic standards and regional stability into account before forming their responses. This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes.
