Development and Diffusionism - Looking Beyond Neopatrimonialism in Nigeria, 1962-1985 (Hardcover): J. Dibua Development and Diffusionism - Looking Beyond Neopatrimonialism in Nigeria, 1962-1985 (Hardcover)
J. Dibua
R1,965 Discovery Miles 19 650 Ships in 12 - 17 working days

Neopatrimonial analysts attribute the failure of development policies in Nigeria to entirely internal problems emanating from the personalization of state resources by rulers for their own benefits and as forms of patronage for securing the loyalty of clients. Based on elaborate theoretical and empirical analysis of development policies in Nigeria with special focus on development planning, this book argues that the neopatrimonial analysis is one-sided and does not adequately capture the fundamental factors responsible for the development malaise in the country. Understanding Nigeria's development problems entails looking beyond neopatrimonialism. The adverse effects of diffusionism that underlined development policies, and the associated external factors that fostered neocolonial dependence and peripheralization of Nigeria's economy are crucial for understanding and coming to terms with the development problem. This book makes a strong case for endogenous formulation of development policies and for the reformulation of the Nigerian state in order to make it more developmental.

Private Property and the Constitution - State Powers, Public Rights, and Economic Liberties (Hardcover): James Huffman Private Property and the Constitution - State Powers, Public Rights, and Economic Liberties (Hardcover)
James Huffman
R3,390 Discovery Miles 33 900 Ships in 12 - 17 working days

The right to private property remains a compelling topic within American government, constitutional law, and both political and legal philosophy. Constitutional constraints and allowances regarding private property lead to the use - and sometimes abuse - of law in terms of ownership, individual liberty, and the needs of the state. With state and federal statutes allowing for vast oversight of private property, concerns over the proper use of authority abound on domestic and national levels. In Private Property and the Constitution, James L. Huffman outlines instances where police power, eminent domain law, and property rights have clashed in the courts. Addressing contemporary court cases, federal and state statutes, and the philosophical underpinnings of economic liberties, Huffman provides a careful analysis of private property rights within the framework of the Constitution - detailing how government interacts with public rights both successfully and unsuccessfully.

A Republic, If You Can Keep It - The Foundation of the American Presidency, 1700-1800 (Hardcover): Michael Riccards A Republic, If You Can Keep It - The Foundation of the American Presidency, 1700-1800 (Hardcover)
Michael Riccards
R2,829 Discovery Miles 28 290 Ships in 10 - 15 working days

"Riccards has written a unique account of the creation of and early experience with the US presidency. The author first explores the English and colonial experience that was relevant to structuring executive authority at the constitutional convention (as well as the theories supporting this experience). He then turns to familiar subjects--the decision-making in Philadelphia that led to a presidency and the role of the executive article in the ratification debate. All this is accomplished with clarity and economy of writing. The longer second part of the book is an analysis of George Washington's presidency, showing that Washington followed a federalist or strong executive model. Several brief chapters discuss the man and his popularity among the American people, the condition of the executive and bureaucracy before Washington became president, and events and policies that occupied the first president. The last chapter is an epilogue that all too briefly sets the Washington presidency in comparative and historical context. . . . The book is a useful contribution to presidential scholarship." Learning Policy - When State Education Reform Works (Hardcover, New): David K Cohen, Heather C. Hill Learning Policy - When State Education Reform Works (Hardcover, New)
David K Cohen, Heather C. Hill
R1,611 Discovery Miles 16 110 Ships in 12 - 17 working days

Education reformers and policymakers argue that improved students' learning requires stronger academic standards, stiffer state tests, and accountability for students' scores. Yet these efforts seem not to be succeeding in many states. The authors of this important book argue that effective state reform depends on conditions which most reforms ignore: coherence in practice as well as policy and opportunities for professional learning. The book draws on a decade's detailed study of California's ambitious and controversial program to improve mathematics teaching and learning. Researchers David Cohen and Heather Hill report that state policy influenced teaching and learning when there was consistency among the tests and other policy instruments; when there was consistency among the curricula and other instruments of classroom practice; and when teachers had substantial opportunities to learn the practices proposed by the policy. These conditions were met for a minority of elementary school teachers in California. When the conditions were met for teachers, students had higher scores on state math tests. The book also shows that, for most teachers, the reform ended with consistency in state policy. They did not have access to consistent instruments of classroom practice, nor did they have opportunities to learn the new practices which state policymakers proposed. In these cases, neither teachers nor their students benefited from the state reform. This book offers insights into the ways policy and practice can be linked in successful educational reform and shows why such linkage has been difficult to achieve. It offers useful advice for practitioners and policymakers seeking to improve education, and to analysts seeking to understand it.

The Territorial Conservative Party - Devolution and Party Change in Scotland and Wales (Hardcover): Alan Convery The Territorial Conservative Party - Devolution and Party Change in Scotland and Wales (Hardcover)
Alan Convery
R2,413 Discovery Miles 24 130 Ships in 12 - 17 working days

How did the territorial Conservative Party adapt to devolution? This detailed analysis of the Scottish and Welsh Conservative Parties explains how they moved from campaigning against devolution to sitting in the Scottish Parliament and Welsh Assembly. Tracing the processes of party change in both parties this study explains why the Welsh Conservatives unexpectedly embraced devolution while the Scottish Conservatives took much longer to accept that Westminster was no longer the priority. This book will be of interest to students of British, Scottish and Welsh politics and anyone who is interested in the Conservative Party. It also speaks to wider debates about the nature of devolution, party change and multi-level governance. -- .

J. Boex, J. Martinez-Vazquez
R2,926 Discovery Miles 29 260 Ships in 10 - 15 working days

Since 1999, Tanzania has been actively pursuing reforms of how the central government finances local government activities. Although local government authorities play a significant role in the delivery of key government services such as primary education and basic health care, the central government tightly controls the resources which it provides to the local government level. The book presents a detailed overview and analysis of the issues involved in developing and implementing local government finance reform in Tanzania, including the introduction of a formula-based system of intergovernmental grants.

Transforming Political Leadership in Local Government (Hardcover): R Berg, N. Rao Transforming Political Leadership in Local Government (Hardcover)
R Berg, N. Rao
R1,536 Discovery Miles 15 360 Ships in 10 - 15 working days

Local governments throughout the West are undergoing a transformation of their leadership styles and structures. Some countries have abandoned traditional systems of collective or committee based decision-making in favour of Cabinet models or, more radically, a directly-elected executive mayor, while others have strengthened existing mayoral systems. There are a few exceptions to this trend. Based on original research in eleven countries the book assesses these changes in terms of their implications for political accountability, the role of lay politicians, political recruitment, the professionalization of leadership, and relations with the bureaucracy.

Inter-Municipal Cooperation in Europe (Hardcover, 2007 ed.): Rudie Hulst, Andre Van Montfort Inter-Municipal Cooperation in Europe (Hardcover, 2007 ed.)
Rudie Hulst, Andre Van Montfort
R3,073 Discovery Miles 30 730 Ships in 10 - 15 working days

Over the past fifty years, local government in Europe has been confronted with escalating scales of production, population migration and market pressures. These developments have complicated its performance, challenged its domain and even threatened its existence. A popular coping strategy is inter-municipal cooperation, a phenomenon that, despite its ubiquity, has not been subject to systematic comparative research. This book presents an overview of inter-municipal cooperation in eight European countries. Each country study sketches its attendant forms, their institutional design, the tasks and competencies attributed to joint authorities of municipalities and the way inter-municipal cooperation operates in practice. Both performance and democratic aspects of cooperation are recurring topics. The last chapter of the book presents a comparative analysis and reflects on the future of inter-municipal cooperation.

Nico Wouters
R4,194 Discovery Miles 41 940 Ships in 12 - 17 working days

This book explores the role of mayors in navigating the realities of living and governing under Nazi occupation. In Western Europe under Nazi occupation, mayors of villages and cities were forced into strategic cooperation with the occupier. Mayors had to provide good governance, mediate between occupier and populations, maintain personal legitimacy, and build local consensus. However, as national systems underwent authoritarian reform and collaborationists infiltrated administrations, local governments were gradually turned into instruments of Nazi control and repression. Nico Wouters uses rich new archival data to compare the realities of local government in three countries. Looking at topics such as food supply, public order and safety, forced labour, the repression of resistance, the persecution of the Jews and post-war purges, this book redefines our knowledge of collaboration, resistance and accommodation during Nazi occupation.

Xiao-Qing Zhang
R2,927 Discovery Miles 29 270 Ships in 10 - 15 working days

This book follows the citizenship-based approach and interrogates the policies on urban village redevelopment from a perspective of social exclusion and inclusion. It focuses on two questions: how policy makers and urban villagers understand social inclusion differently, and what makes a difference in enhancing social inclusion. Firstly, an examination of citizenship conceptions, as reflected in the Chinese traditional discourses, provides the basis for questioning the political rhetoric of social inclusion in China. Secondly, a comparison between policy makers' and villages' interpretations on urban citizenship helps explore the different understandings of citizenship between them. Finally, by studying six redeveloped urban villages in the city of Xi'an, the book identifies what villagers strive for, and discusses how their strivings make a difference in achieving social inclusion during urban village redevelopment.

A Shining City on a Hill - Ronald Reagan's Economic Rhetoric, 1951-1989 (Hardcover, New): Amos Kiewe, Davis W Houck A Shining City on a Hill - Ronald Reagan's Economic Rhetoric, 1951-1989 (Hardcover, New)
Amos Kiewe, Davis W Houck
R2,837 Discovery Miles 28 370 Ships in 10 - 15 working days

This rhetorical criticism of spoken discourse examines Ronald Reagan's polished attempts to persuade the public on economic matters. Amos Kiewe and Davis Houck examine the substance, style, and developmental pattern of Reagan's rhetoric on economic matters and discuss how that rhetoric informed the president's views on other issues. This book demonstrates how rhetorical forces can play a significant role in shaping and selling economic policy.

Kiewe and Houck employ a variety of theoretical perspectives for their longitudinal study of Ronald Reagan's economic discourse, beginning with the former actor/President's Hollywood years. Their analysis of close to a hundred speeches provides a chronological account of the character and development of Reagan's economic rhetoric (as opposed to a critique of its effectiveness). Synthesizing the strategies, self-contradictions, shifts, influences, and patterns in Reagan's economic discourse, Kiewe and Houck conclude that Reagan's economic discourse heavily influenced his views and rhetoric on foreign policy, national defense, the environment, and other issues--Reagan saw the world through economic lenses. This study is valuable to political scientists, economists, and scholars of rhetoric.

Drawing on the history of state and local government in the New York Tri-State metropolitan region, the authors present a pathbreaking new theory about the values reformers must understand and balance in order to tackle the hard challenges of reforming and regionalizing local governance in the complex, dynamic world of American politics and public policy. Their examination of the way 2,179 local governments in the Tri-State region have evolved over more than a century pays special attention to New York City, but is applicable to other metropolitan areas. It brings to life ideas that are crucial to a subject that in the academic literature is often treated in a way that is abstract and hard to grasp. This is a valuable book for scholars, political leaders, and students interested in regionalism in metropolitan America and in the fascinating history and governance of the nations largest city and its vast metropolitan region.

Contesting the Nigerian State - Civil Society and the Contradictions of Self-Organization (Hardcover): M. Okome Contesting the Nigerian State - Civil Society and the Contradictions of Self-Organization (Hardcover)
M. Okome
R1,910 Discovery Miles 19 100 Ships in 12 - 17 working days

This book addresses the meanings and implications of self-organization and state society relations in contemporary Nigerian politics. The conventional wisdom in public choice theory is that self-organization could generate collective action problems, via the tragedy of the commons, or the prisoner's dilemma, or a condition akin to Hobbes' state of nature, where selfish interests produce social conflict rather than cooperation. In the absence or unwillingness of the state to provide such services, entire communities in Nigeria have had to band together to repair roads, build health centers, repair broken transformers owned by the public utilities company, all from levies. Consideration of post-authoritarian state-civil society relations in Nigeria began in a situation where the state was deeply embroiled in a morass of economic and political crises, further complicating these relations, and lending urgency to questions about state capacity, as well as the nature of the relationship between state and civil society, and their implication for the social, economic and political health and well being of the democratizing polity and its citizens.
