The negative environmental impacts of energy use, particularly soil and water pollution, continue to present serious policy dilemmas. The release of emissions and effluents and the build-up of solid waste throughout the fuel cycle have disruptive effects on natural habitats and human health. Further, fuel combustion can result in the emission of carbon dioxide, ozone, methane and nitrogen dioxide ? the 'greenhouse gases' which have been linked to climate change. The safe and sustainable use of energy has become an important issue in the wider environmental debate. In this report, researchers from the Stockholm Environment Institute explore the issues raised by the use of low-grade fuels such as peat, wood, biomass, lignite, oil shale and municipal and industrial wastes. The present strategies and policy options for all stages of the process, from mining and transport to processing and combustion. With those who would like to learn more about these fuels in mind, the material is presented clearly, and discussions of environmental protection measures are given in table form throughout the ease of reference. A directory of environmental guidelines, regulations and standards is given in an appendix. While a high calorific value fuels remain the most significant source of energy in many countries, economic and other constraints on the use of these fuels may result in more nations turning to low-grade sources of energy to operate their industrial or transportation sectors. The greater potential for environmental degradation that accompanies the use of low-grade fuels means that it is crucial that environmentally sound methods for their management, such as those presented here, be more widely available. The Environmental Management of Low-Grade Fuels will be valuable for industry specialists, policy makers, students and all who are concerned with the life cycle of these materials. People scratching a living from parched land, women walking miles for scraps of firewood are both familiar images of Africa. But, in many places, people, with the help of governments and aid agencies, are putting the land into good shape, growing more food and creating a healthy cover of trees. Plantations are playing an increasingly important part in the development and the economies of the South. Plantation Politics is the first book to examine their rationale and purpose, exposing the misconceptions and myths that have surrounded their role, and describing the contribution they can make to sustainable development. At their best, industrial plantations can become a major asset to local development by providing raw materials, infrastructure, employment, income and environmental and recreational services. At their worst, plantations, usually imposed from a 'top-down' perspective and ignoring local needs, values and rights, have monopolized land in times of food shortage, degraded wild animal and plant populations, and destroyed habitats and landscapes. The contributors analyse the conditions appropriate for both simple and complex plantations, and the contributions each can make. Complex plantations, whether established from scratch or within natural forest, are more suitable in most cases, where they are subject to numerous different claims and needs. However, their ownership, management and silviculture present new challenges ? challenges which, without the carefully researched guidelines offered here, current policy and research may well be ill-equipped to take up. Tropical rain forest is being cleared so rapidly and on such a scale that it is a major global environmental problem, threatening the survival of half of the world's plant and animal species and contributing to global climate change through the greenhouse effect. Much of the world's tropical timber is still supplied from natural forest, but under current systems of management the forests are rapidly becoming exhausted. Unless management practices change to become genuinely sustainable, neither the forests nor the essential contribution of the timber industry to many economies will survive. Genetic diversity is essential to the security of agriculture. Wetlands are complex and dynamic ecological systems incorporating two important, inter-linked components: hydrology and vegetation. Modelling wetland components and processes reveals the nature of wetland systems and helps to predict the effects of environmental change. In 1934, Lewis Mumford critiqued the industrial energy system as
a key source of authoritarian economic and political tendencies in
modern life. Recent debate continues to engage issues of energy
authoritarianism, focusing on the contest between energy-driven
globalization (the spread of energy deregulation and the
simultaneous consolidation of the oil, coal, and gas industries)
and the so-called "sustainable energy" strategy that celebrates the
local and community scale characteristics of renewable energy.

The management of, and access to, water resources have been universally identified as a key aspect of poverty reduction, agriculture and food security and sustainable development in developing, transitional, and developed countries worldwide. Yet good "water governance," so eagerly sought, has in practice proven difficult to achieve. This book, edited and authored by leading authorities on water resource management, examines the recent changes in governance, institutions, economics, and policies of water, from a global point of view and a cross-country perspective, with special emphasis on African and Southern African case studies.The authors show that in recent years, water policies, institutions, and governance have shifted from technical, quantitative, supply-driven, centrally controlled management to more demand-sensitive, qualitative, decentralized, participatory, integrated approaches. Such a move also often supposes cost recovery principles, resource allocation among competing sectors, and privatization. In most developing countries, motivations for these changes have been increased resource scarcity, increased diversity of users and uses, urbanization, financial constraints and the need for sustainable development through renewed water management. Yet the creation and operation of new policies and legal frameworks often fall short of initial expectations since management transfer and decentralization processes, cost recovery principles and the emergence of new local organizations have proven difficult to implement. The book examines these issues through case studies at national, river basin, and local levels using accessible multidisciplinary approaches that integrate economics, institutional analysis, geography, and policy analysis. Ultimately the book untangles and presents best practices for policy and decision makers, governments and regulators, NGOs and user groups, farmers, water-supply companies, and researchers, and points towards how good water governance structures can be developed and implemented for the benefit of all.
