The increasing risk of severe droughts and water shortages emphasizes the need for an integrated approach to drought mitigation. However, effective tools for the implementation of such an approach have not been available till now. This book contributes to an improved preparedness for drought in water supply systems, providing tools useful for a better decision making process in drought management. It presents methods and software features of a Decision Support System (DSS) developed within a European research project and consists of three main parts. The first part deals with the advanced techniques for hydrological drought identification and monitoring; the second analyses the successful use of climate-crop-soil models in defining deficit irrigation strategies; the third provides tools for improving the operation of irrigation supply reservoirs. In line with COP21 agreements, state-led climate change mitigation and adaptation actions are being undertaken to transition to carbon-neutral, green economies. However, the capacity of many countries for action is limited and may result in a 'boomerang effect', defined as the unintended negative consequences of such policies and programmes on local communities and their negative feedbacks on the state. To avoid this effect, there is a need to understand the policy drivers, decision-making processes, and impacts of such action, in order to determine the ways and means of minimizing negative effects and maximizing mutually beneficial policy outcomes. This book directly engages the policy debates surrounding water resources and climate actions through both theoretical and comparative case studies. It develops the 'boomerang effect' concept and sets it in relation to other conceptual tools for understanding the mixed outcomes of state-led climate change action, for example 'backdraft' effect and 'maldevelopment'. Each EU Member State is considered in depth, in order to identify the opportunities and challenges of this regional approach. In its present condition, the dam of the tailings pond is less stable than is recommended by international practice. A surveillance system has been established to observe both vertical and horizontal soil movement and the buildup of stresses in the soil. The stability of the dam depends primarily on erosion by shore processes and the consequent reduction of the counterbalance, as well as the reduction in strength of the Cambrian clay underlying the dam caused by creep and by water percolating to the bottom of the pond. The most critical need is to enlarge the counterbalance and to stop erosion. The surveillance system should be supplemented with a system of inclinometers. Monitoring of coastal processes should be continued. At present, the hydrodynamic stress on the dam is minimal because the pebble layer allows drainage of water out of the tailings pond and into the sea. The regulatory requirement to end emissions into the Baltic Sea must be met without causing undesirable hydrodynamic stresses on the dam. Forestry has been witness to some dramatic changes in recent years, with several Western countries now moving away from the traditional model of regarding forests merely as sources of wood. Rather these countries are increasingly recognizing their forests as multi-purpose resources with roles which go far beyond simple economics. In this innovative book, Sylvie Nail uses England as a case study to explore the relationships between forests, society and public perceptions, raising important questions about forest policy and management both now and in the future. Adopting a sociological approach to forest policy and management, the book discusses the current validity of the two principles underlying forestry since the Middle Ages: first, that forestry should only exist when no better use of the land can be made, and second, that forestry itself should be profitable. Plant conservation is increasingly recognised as an outstanding global priority, yet despite considerable efforts over the last few decades, the number of threatened species continues to rise. The practice of plant conservation has for too long been a rather hit-or-miss mixture of methods. While microorganisms have been recognised as a crucial and essential element in supporting the lifecycles of plant species, there has been limited recognition of the relationships between macro level conservation facilitating ecosystem functioning at the micro level.
