The four decades long ideological-based insurgencies and conflict in the Kabul River Basin (KRB) have seriously hampered the relations and foreign policies of both Afghanistan and Pakistan. Consequently, it restricts them to solve various bilateral issues including transboundary waters. This lack of cooperation over shared water resources is one of the barriers to achieve inclusive and sustainable development. Additionally, it has contributed to the prevailing anarchic situation where each country does what it wants. The absence of a formal water-sharing mechanism coupled with poor water management practices within both the riparian counties are resulting various flow and administration-related challenges. Moreover, these challenges are further exacerbated by regional changes in social, political, environmental and economic systems. The scholarly literature suggests that an analytical transboundary water governance framework is essential to address the challenges of water politicisation and securitisation, quality degradation and quantity reduction. Additionally, the literature rarely integrates (a) a multi-level approach, (b) an institutional approach (c) an inclusive development approach, or (d) accounts for the uses of different types of water and their varied ecosystem services for improved transboundary water governance. To enhance human wellbeing and achieve inclusive and sustainable development in the KRB this research indicates that it is essential to: (1) defrost frozen collaboration; (2) bypass border dispute; (3) use biodiversity and ecosystem services approach; (4) address existing and potential natural and anthropogenic challenges; (5) remove contradictions in the policy environment; (6) combat resource limits and dependence by promoting collaboration on long-term cost effective solutions; and (7) enhance knowledge and dialogue on inclusive development.

First published in 1997, this volume examines the urban environments of Accra (Ghana), Harare (Zimbabwe) and Gaborone (Botswana). Each was effectively the capital city of a former British colony, and hence inherited a concern for public health. Each has made a serious and largely successful effort to provide the public goods necessary for the well-being of their urban population. Each is well above the average for all of Sub-Saharan Africa (SSA) in these respects. However, the GDP per capita varies significantly between these three countries. The Nile River and its basin extend over a distinctive geophysical cord connecting eleven sovereign states from Egypt to Tanzania, which are home to an estimated population of 422.2 million people. The Nile is an essential source of water for domestic, industrial and agricultural uses throughout the basin, yet for more than a century it has been at the centre of continuous and conflicting claims and counter-claims to rights of utilization of the resource. In this book the author examines the multifaceted legal regulation of the Nile. He re-constructs the legal and historical origin and functioning of the British Nile policies in Ethiopia by examining the composition of the Anglo-Ethiopian Treaty of 1902, and analyses its ramifications on contemporary riparian discourse involving Ethiopia and Sudan. The book also reflects on two fairly established legal idioms - the natural and historical rights expressions - which constitute central pillars of the claims of downstream rights in the Nile basin; the origin, essence and legal authority of the notions has been assessed on the basis of the normative dictates of contemporary international watercourses law. Likewise, the book examines the non-treaty based claims of rights of the basin states to the Nile waters, setting out what the equitable uses principle entails as a means of reconciling competing riparian interests, and most importantly, how its functioning affects contemporary legal settings. The author then presents the concentrated diplomatic movements of the basin states in negotiations on the Transitional Institutional Mechanism of the Nile Basin Initiative (NBI) - pursued since the 1990's, and explains why the substance of water use rights still continued to be perceived diversely among basin states. Water is becoming one of the world's most crucial concerns. A third of the world's population has severe water shortage, while three quarters of the global population lives in deltas which run the risk of severe flooding. In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Each contributor pays attention to a specific combination of one focal point and one connective carrier. Asia's 48 countries have an estimated 1.757 billion urban population and 2.4 billion people in rural areas (or approximately 60 per cent of the global population). Divided into central, eastern, southern, south-eastern and western regions, the continent is also extremely heterogeneous in terms of water quality conditions. The policies and management practices vary significantly from one country to another, and even within one country, depending on specific economic, political, social, environmental, legal and institutional factors. In order to appreciate the complexities associated with water quality policy and management, it is important to acknowledge the multiplicity of interrelated and often conflicting events, issues, actors and interests, both within and outside the water sector that impact them. This book focuses on River Basin Organizations as the key institutions for managing internationally shared water resources. This includes a comparative analysis of all River Basin Organizations worldwide and three in-depth case studies from three different continents. The detailed case studies are the Senegal (West Africa), Mekong (South-east Asia) and Danube (Europe) rivers. The book contributes to the academic debate on how shared natural and environmental resources can be managed in a sustainable way and which institutional and legal mechanisms actually matter for doing so. It adopts the neo-institutionalist approach, according to which international environmental institutions do make a difference. The analysis not only confirms this argument for the specific case of shared water resources, but also refines existing hypotheses on the influence of different independent variables, namely the nature of the collective action problem, the constellation of actors and the institutional design of an international environmental institution. The work also contributes to the policy debate on how to better govern internationally shared natural resources and the environment. Water in a Dry Land is a story of research about water as a source of personal and cultural meaning. The site of this exploration is the iconic river system which forms the networks of natural and human landscapes of the Murray-Darling Basin, Australia. In the current geological era of human induced climate change, the desperate plight of the system of waterways has become an international phenomenon, a symbol of the unsustainable ways we relate to water globally. The Murray-Darling Basin extends west of the Great Dividing Range that separates the densely populated east coast of Australia from the sparsely populated inland. Aboriginal peoples continue to inhabit the waterways of the great artesian basin and pass on their cultural stories and practices of water, albeit in changing forms. As Africa urbanises and the focus of poverty shifts to urban centres, there is an imperative to address poverty in African cities. This is particularly the case in smaller cities, which are often the most rapidly urbanising, but the least able to cope with this growth. Nuclear power is often characterized as a "green technology." Technologies are rarely, if ever, socially isolated artefacts. Instead, they materially represent an embodiment of values and priorities. Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness. This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. This book examines the development of a European environmental conscience through successive steps of European integration in energy policy. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people.
