In Germany there is concern about the reduction of university positions in forestry, as there is across Europe about the new, more economically ori- tated direction of forest management. For example, in 2004 the Bavarian electorate defeated a referendum about the restructuring of the forest administration, largely because of concern about changes to nature conservation and recreation mana- ment. Obviously, the new trends in forest management imposed by commercial interests stand in stark contrast to the overall expectations society has of effective multi-functional forest management (Deutscher Rat fur Landesp ege 2004). The administrative desires for reform on the one side and - often contradictory - societal demands on the other are the reason to undertake an investigation of the European model of multi-functional forest management.

While restoration ecology has traditionally aimed to re-create some putative more 'natural' ecological state, forest landscape restoration (FLR) has emerged over the last decade as an approach aimed more at restoring natural functions, while focusing on meeting human needs. With a view to exploring the practical potential of this approach, this book draws together a team of experts from the natural and social sciences to discuss its success so far in addressing critical issues such as biodiversity, ecological function, and human livelihoods. Post-conflict peacebuilding efforts can fail if they do not pay sufficient attention to natural resources. Natural resources - diamonds, oil, and minerals - are frequently at the heart of historic grievances, and have caused or funded at least eighteen conflicts since 1990. The same resources can play a central role in post-conflict peacebuilding, providing revenue for cash-starved governments, basic services for collapsed economies, and means for restoring livelihoods. To date, there is a striking gap in knowledge of what works, what does not, and how to improve peacebuilding through more effective and systematic management of natural resources. Post-Conflict Peacebuilding and Natural Resource Management addresses this gap by examining the growing literature on the topic and surveying experiences across more than forty post-conflict countries. In recent years there have been a number of catastrophic floods that have resulted in a tragic loss of life. For the first time, here is a book that focuses on in vitro approaches to the study of the toxicology of polluting agents (including heavy metals, radionuclides, micro-organics, estrogenic compounds, and complex mixtures) in the aquatic environment. The importance of in vitro methods is that they allow standardised techniques to be developed and validated for substance and species specific experiments in a controlled way. Also, they allow mechanistic studies without the problems of individual variation between animals and environmental stress.

The aim of this book is to offer a river-basin management plan which is directly implementable and consistent with the European Union -Water Framework Directive (EU WFD).The contributors, who are leading world experts in their respective fields, develop an integrated water resources management plan for the Asopos river basin in Greece which is economically efficient, socially equitable and environmentally sustainable. The program offers explicit technical and investment solutions, socioeconomic and legal instruments and recommendations for institutional restructuring. The introductory chapter describes the water situation in Greece and assesses the potential of timely implementation of the EU WFD. Special emphasis is given to the cost-recovery principle. Chapter 2 introduces the case study area highlighting the particular pressures and impacts as well as the environmental functions and values of Asopos River and Oropos Lagoon. Chapters 3 and 4 focus on the economic characterisation of Asopos River Basin in order to identify the economic sectors and social groups that will bear the cost and benefits of the implementation of the EU WFD. In particular, Chapter 3 presents the main water uses and pricing for water supply in the industrial and the agricultural sectors. Chapter 4 completes the baseline appraisal, presenting the details of water use by the residential and touristic sectors. The following chapters assess valuation and decision-making tools from a range of perspectives, including agricultural needs, valuing the impacts of industrial activity, the costs and benefits of environmental preservation and management. The water resources management plan is presented in Chapter 9; the concluding chapter offers recommendations on institutional changes and presents the lessons learned as resources applicable to other river basins in Greece and elsewhere. The book applies state-of-the art market and non-market valuation methods to estimate water demands in the residential, industrial, agricultural, tourism, environmental and health sectors and to balance these, over time and space, with water supply. Accelerated degradation of soils and surface waters produce increasing problems in many parts of the world. One of the major challenges facing humankind is to provide an equitable standard of living for this and future generations: adequate food, water and energy, safe shelter and a healthy environment. Human-induced climate change, and increasing climate variability, as well as other global environmental issues such as land degradation and loss of biological diversity, threaten our ability to meet these basic human needs. It is undisputed that the last two decades have been the warmest this century, and likely to be the warmest for the last 1000 years, sea level is rising, rain and snowfall patterns are changing. Arctic sea ice is thinning and the frequency and intensity of El-NiAo events appear to be increasing. In addition, the frequency of extreme events is rising and many parts of the world have recently suffered major heat-waves, floods and droughts leading to significant loss of life and economic costs. This requires the global community to give urgent attention to addressing key issues. The range of adaptation options for agriculture and forestry is generally increasing because of technological advances, thus reducing the vulnerability of these systems to climate change. However, some regions of the world, particularly developing countries, have limited access to these technologies. Agriculture and forestry are currently not optimally managed with respect to todaya (TM)s natural climate variability. Decreasing the vulnerability of agriculture and forestry to increasing climatic variability will go a long way towards reducing the long-term vulnerability to climate change. This book represents a major step in assessing the science of climate variability and change, and their likelyimpacts on agriculture and forestry, with clear adaptation strategies required to reduce their vulnerability.

Coastal zones play a key role in Earth System functioning and form an "edge for society" providing a significant contribution to the life support systems. Goods and services derived from coastal systems depend strongly on multiple transboundary interactions with the land, atmosphere, open ocean and sea bottom. Increasing demands on coastal resources driven by human habitation, food security, recreation and transportation accelerate the exploitation of the coastal landscape and water bodies. Many coastal areas and human activities are subject to increasing risks from natural and man-induced hazards such as flooding resulting from major changes in hydrology of river systems that has reached a global scale. Changes in the hydrological cycle coupled with changes in land and water management alter fluxes of materials transmitted from river catchments to the coastal zone, which have a major effect on coastal ecosystems. The increasing complexity of underlying processes and forcing functions that drive changes on coastal systems are witnessed at a multiplicity of temporal and spatial scales.

This book arises out of a symposium on forest and woodland terrestrial ecosystems which was held in Florence on 20-24th May 1991. It was organised jointly by the Commission of the European Communities (CEC) and the European Science Foundation (ESF) in association with the Italian Research Council (CNR). The symposium brQughUogether most -Of the internationally recognized groups working on forest ecosystems including biologists, botanists, ecologists, soil scientists, modellers, foresters and policy makers. All the CEC countries were represented. In addition, there was a broad audience from Eastern and Central Europe and from EFfA countries. Outstanding experts from outside Europe (US, Australia, Canada, Japan, China, etc.) were also present. In total, the symposium was attended by more than 500 participants. The structure of this book reflects the main elements of the meeting. As such it includes three main sections. The first consists of six major state-of-the-art reviews corresponding to the six plenary sessions, each followed by a discussion which has been summarized by rapporteurs. The reviews were prepared to assess critically the state of current knowledge in ecosystem research and to provide a scientific basis both for policy decisions and for further research.

The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses. The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy. This innovative book will be essential reading to all students and scholars of the economics of environmental valuation.

There are many reasons why strategic intelligence is required to support policy decisions. These primarily stem from the nature of today's kno- edge society with two contrasting trends. On the one hand, there is a trend of increasing human intelligence in the economic, social and political s- tems. On the other hand, there is a trend towards dissolving certainties about the problems and solutions of today's society. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can - and often does - results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.

Changing desert areas for land use implies a lot of ecological problems. These and related ones are dealt with in this book covering various interdisciplinary and international aspects. Large areas in arid and semi-arid regions are already polluted in various ways. One of the biggest problems is the anthropogenic salinization by inadequate means of agriculture and irrigation. Additionally, most arid areas in the world are dramatically overgrazed. Methods and practices of a sustainable land use in deserts are urgently needed in many arid regions. This book gives a broad survey on some of the affected regions of the world as well as some case studies from elsewhere (Aral Sea, Negev desert, Namib desert etc.). Thus, basic and applied sciences are brought together. Water management in deserts, grazing systems or reclamation of desertified areas are among the topics of this book, as well as social and economic aspects.

Invasions by exotic grasses, particularly annuals, rank among the most extensive and intensive ways that humans are contributing to the transformation of the earth's surface. The problem is particularly notable with a suite of exotic grasses in the Bromus genus in the arid and semiarid regions that dominate the western United States, which extend from the dry basins near the Sierra and Cascade Ranges across the Intermountain Region and Rockies to about 105 Degrees longitude. This genus includes approximately 150 species that have a wide range of invasive and non-invasive tendencies in their home ranges and in North America. Bromus species that became invasive upon introduction to North America in the late 1800's, such as Bromus tectorum and B. rubens, have since became the dominant cover on millions of hectares. Here, millenia of ecosystem development led to landscapes that would otherwise be dominated by perennial shrubs, herbs, and biotic soil crusts that were able to persist in spite of variable and scarce precipitation. This native ecosystem resilience is increasingly coveted by land owners and managers as more hectares lose their resistance to Bromus grasses and similar exotics and as climate, land use, and disturbance-regime changes are also superimposed. Managers are increasingly challenged to glean basic services from these ecosystems as they become invaded. Exotic annual grasses reduce wildlife and livestock carrying capacity and increase the frequency and extent of wildfi res and associated soil erosion. This book uses a unique ecoregional and multidisciplinary approach to evaluate the invasiveness, impacts, and management of the large Bromus genus. Students, researchers, and practitioners interested in Bromus specifically and invasive exotics in general will benefit from the depth of knowledge summarized in the book.
