Taking the reader through a long view of American history, What Happened to the Vital Center? offers a novel and important contribution to the ongoing scholarly and popular discussion of how America fell apart and what might be done to end the Cold Civil War that fractures the country and weakens the national resolve. In What Happened to the Vital Center?, Nicholas Jacobs and Sidney Milkis tackle a foundational question within American political history: Is current partisan polarization, aggravated by populist disdain for constitutional principles and institutions, a novel development in American politics? Populism is not a new threat to the country's democratic experiment, but now insurgents intrude directly on elections and government. During previous periods of populist unrest, the US was governed by resilient parties that moderated extremist currents within the political system. This began to crumble during the 1960s, as anti-institutionalist incursions into the Democratic and Republican organizations gave rise to reforms that empowered activists at the expense of the median voter and shifted the controlling power over parties to the executive branch. Gradually, the moderating influence that parties played in structuring campaigns and the policy process eroded to the point where extreme polarization dominated and decision-making power migrated to the presidency. Weakened parties were increasingly dominated by presidents and their partnerships with social activists, leading to a gridlocked system characterized by the politics of demonization and demagoguery. Executive-centered parties more easily ignore the sorts of moderating voices that had prevailed in an earlier era. While the Republican Party is more susceptible to the dangers of populism than the Democrats, both parties are animated by a presidency-led, movement-centered vision of democracy. After tracing this history, the authors dismiss calls to return to some bygone era. Rather, the final section highlights the ways in which the two parties can be revitalized as institutions of collective responsibility that can transform personal ambition and rancorous partisanship into principled conflict over the profound issues that now divide the country. The book will transform our understanding of how we ended up in our current state of extreme polarization and what we can do to fix it.
Angry debates about polarizing speakers have roiled college campuses. Conservatives accuse universities of muzzling unpopular opinions, betraying their values of open inquiry; students sympathetic to the left openly advocate against completely unregulated speech, asking for "safe spaces" and protection against visiting speakers and even curricula they feel disrespects them. Some even call these students "snowflakes"-too fragile to be exposed to opinions and ideas that challenge their worldviews. How might universities resolve these debates about free speech, which pit their students' welfare against the university's commitment to free inquiry and open debate? Ulrich Baer here provides a new way of looking at this dilemma. He explains how the current dichotomy is false and is not really about the feelings of offended students, or protecting an open marketplace of ideas. Rather, what is really at stake is our democracy's commitment to equality, and the university's critical role as an arbiter of truth. He shows how and why free speech has become the rallying cry that forges an otherwise uneasy alliance of liberals and ultra-conservatives, and why this First Amendment absolutism is untenable in law and society in general. He draws on law, philosophy, and his extensive experience as a university administrator to show that the lens of equality can resolve this impasse, and can allow the university to serve as a model for democracy that upholds both truth and equality as its founding principles.
This volume is a broad and sweeping comparative study of political attitudes in Western Europe which draws together the main findings of the Beliefs in Government research project and sets them in the broad context of modern politics in Western Europe. It considers the main post-war writing on democratic crisis, change, and transformation in the West, and compares this literature with that large and extensive collection of West European survey evidence which is discussed in detail in the other series volumes.

The coexistence of both public responsiveness and policy representation is thus a defining characteristic of successful democratic governance, and the subject of this book. The authors examine both responsiveness and representation across a range of policy domains in the United States, the United Kingdom, and Canada. The story that emerges is one in which representative democratic government functions surprisingly well, though there are important differences in the details. Variations in public responsiveness and policy representation responsiveness are found to reflect the salience of the different domains and governing institutions specifically, presidentialism (versus parliamentarism) and federalism (versus unitary government).

In 2015, Nigeria's voters cast out the ruling People's Democratic Party (PDP). Here, A. Carl LeVan traces the political vulnerability of Africa's largest party in the face of elite bargains that facilitated a democratic transition in 1999. These 'pacts' enabled electoral competition but ultimately undermined the party's coherence. LeVan also crucially examines the four critical barriers to Nigeria's democratic consolidation: the terrorism of Boko Haram in the northeast, threats of Igbo secession in the southeast, lingering ethnic resentments and rebellions in the Niger Delta, and farmer-pastoralist conflicts. While the PDP unsuccessfully stoked fears about the opposition's ability to stop Boko Haram's terrorism, the opposition built a winning electoral coalition on economic growth, anti-corruption, and electoral integrity. Drawing on extensive interviews with a number of politicians and generals and civilians and voters, he argues that electoral accountability is essential but insufficient for resolving the representational, distributional, and cultural components of these challenges.
Matters of Opinion offers an interesting new insight into 'public opinion' as reported in the media, asking where these opinions actually come from, and how they have their effects. Drawing on the analysis of conversations from focus groups, phone-ins and broadcast interviews with members of the public, Greg Myers argues that we must go back to these encounters, asking questions such as what members of the public thought they were being asked, who they were talking as, and whom they were talking to. He reveals that people don't carry a store of opinions, ready to tell strangers; they use opinions in order to get along with other people, and how they say things is as important as what they say. Engaging and informative, this book illuminates current debates on research methods, the public sphere and deliberative democracy, on broadcast talk, and on what it means to participate in public life.
Anger is a powerful mobilizing force in American politics on both sides of the political aisle, but does it motivate all groups equally? This book offers a new conceptualization of anger as a political resource that mobilizes black and white Americans differentially to exacerbate political inequality. Drawing on survey data from the last forty years, experiments, and rhetoric analysis, Phoenix finds that - from Reagan to Trump - black Americans register significantly less anger than their white counterparts and that anger (in contrast to pride) has a weaker mobilizing effect on their political participation. The book examines both the causes of this and the consequences. Pointing to black Americans' tempered expectations of politics and the stigmas associated with black anger, it shows how race and lived experience moderate the emergence of emotions and their impact on behavior. The book makes multiple theoretical contributions and offers important practical insights for political strategy.
Public opinion matters. Impersonal influence is about how people are affected by their perceptions of the collective opinions or experiences of others--things such as the well-publicized results of opinion polls (in the case of others' opinions), or media's coverage of the collective experiences of others (such as the extent to which others are experiencing financial problems or are being victimized by crimes). Media content is particularly well suited to serving as a credible channel of information about large-scale collective phenomena. Coverage of the collective opinions (in the case of perceptions of social problems such as crime or unemployment) alters people's political attitudes in surprising, yet subtle ways. These kinds of effects have important implications for the quality of public opinion and the accountability of political leaders in a mass mediated democracy.
In this book John Zaller develops a comprehensive theory to explain how people acquire political information from the mass media and convert it into political preferences. Using numerous specific examples, Zaller applies this theory in order to explain the dynamics of public opinion on a broad range of subjects, including both domestic and foreign policy, trust in government, racial equality, and presidential approval, as well as voting behavior in U.S. House, Senate and Presidential elections. Particularly perplexing characteristics of public opinion are also examined, such as the high degree of random fluctuations in political attitudes observed in opinion surveys and the changes in attitudes due to minor changes in the wording of survey questions.
When voter turnout is high, Democrats have an advantage-or so the truism goes. But, it is true? In The Turnout Myth, Daron Shaw and John Petrocik refute the widely held convention that high voter participation benefits Democrats while low involvement helps Republicans. The authors examine over 50 years of presidential, gubernatorial, Senatorial, and House election data to show that there is no consistent partisan effect associated with voter turnout in national elections. Instead, less-engaged citizens' responses to short-term forces-candidate appeal, issues, scandals, and the like-determine election turnout. Moreover, Republican and Democratic candidates are equally affected by short-term forces. The consistency of these effects suggests that partisan conflict over eligibility, registration, and voting rules and regulations is less important for election outcomes than both sides seem to believe. While there are far more women in public office today than in previous eras, women are still vastly underrepresented in this area relative to men. Conventional wisdom suggests that a key reason is because female candidates start out at a disadvantage with the public, compared to male candidates, and then face higher standards for their behavior and qualifications as they campaign. "He Runs, She Runs" is the first comprehensive study of these dynamics and demonstrates that the conventional wisdom is wrong. With rich contextual background and a wealth of findings, Deborah Jordan Brooks examines whether various behaviors--such as crying, acting tough, displays of anger, or knowledge gaffes--by male and female political candidates are regarded differently by the public. Refuting the idea of double standards in campaigns, Brooks's overall analysis indicates that female candidates do not get penalized disproportionately for various behaviors, nor do they face any double bind regarding femininity and toughness. Brooks also reveals that before campaigning begins, women do not start out at a disadvantage due to gender stereotypes. In fact, Brooks shows that people only make gendered assumptions about candidates who are new to politics, and those stereotypes benefit, rather than hurt, women candidates. Although the field of deliberative civic engagement is growing rapidly around the world, our knowledge and understanding of its practice and impacts remain highly fragmented. Democracy in Motion represents the first comprehensive attempt to assess the practice and impact of deliberative civic engagement. Organized in a series of chapters that address the big questions of deliberative civic engagement, it uses theory, research, and practice from around the world to explore what we know about, how we know it, and what remains to be understood. More than a simple summary of research, the book is designed to be accessible and useful to a wide variety of audiences, from scholars and practitioners working in numerous disciplines and fields, to public officials, activists, and average citizens who are seeking to utilize deliberative civic engagement in their communities. The book significantly enhances current scholarship, serving as a guide to existing research and identifying useful future research. It also has promise for enhancing practice, for example by helping practitioners, public officials, and others better think through and articulate issues of design and outcomes, thus enabling them to garner more support for public deliberation activities. This book focuses on online petitioning and crowdfunding platforms to demonstrate the everyday impact that digital communications have had on contemporary citizen participation. In doing do, the book argues that crowdsourced participation has become normalised and institutionalised into the everyday repertoires of citizens and their organisations. Within the digitally-enabled shift in individual acts of participation, creating, signing and sharing online petitions and micro-donations have become a focal point because of the clear evolution from their offline and online counterparts. To illustrate their arguments the authors use an original nationally representative survey on acts of political engagement, undertaken with Australian citizens. Additionally, through detailed interviews and analysis of their web presence they show how advocacy organisations use online petitions within their repertoire of strategic actions. Lastly, they analyse the kinds of policy issues that mobilise citizens on crowdsourcing platforms, based on a unique dataset of 17,000 petitions from the popular non-government platform, Change.org. They contrast these mass public concerns with the policy agenda of the government of the day to show there is a disjuncture and general lack of responsiveness to this form of citizen expression.
Over the past few decades, we have witnessed the growth of movements using digital means to connect with broader interest groups and express their points of view. These movements emerge out of distinct contexts and yield different outcomes, but tend to share one thing in common: online and offline solidarity shaped around the public display of emotion. Social media facilitate feelings of engagement, in ways that frequently make people feel re-energized about politics. In doing so, media do not make or break revolutions but they do lend emerging, storytelling publics their own means for feeling their way into events, frequently by making those involved a part of the developing story. Technologies network us but it is our stories that connect us to each other, making us feel close to some and distancing us from others. Affective Publics explores how storytelling practices facilitate engagement among movements tuning into a current issue or event by employing three case studies: Arab Spring movements, various iterations of Occupy, and everyday casual political expressions as traced through the archives of trending topics on Twitter. It traces how affective publics materialize and disband around connective conduits of sentiment every day and find their voice through the soft structures of feeling sustained by societies. Using original quantitative and qualitative data, Affective Publics demonstrates, in this groundbreaking analysis, that it is through these soft structures that affective publics connect, disrupt, and feel their way into everyday politics.
In recent years the American public has witnessed several hard-fought battles over nominees to the U.S. Supreme Court. In these heated confirmation fights, candidates' legal and political philosophies have been subject to intense scrutiny and debate. "Citizens, Courts, and Confirmations" examines one such fight--over the nomination of Samuel Alito--to discover how and why people formed opinions about the nominee, and to determine how the confirmation process shaped perceptions of the Supreme Court's legitimacy. Drawing on a nationally representative survey, James Gibson and Gregory Caldeira use the Alito confirmation fight as a window into public attitudes about the nation's highest court. They find that Americans know far more about the Supreme Court than many realize, that the Court enjoys a great deal of legitimacy among the American people, that attitudes toward the Court as an institution generally do not suffer from partisan or ideological polarization, and that public knowledge enhances the legitimacy accorded the Court. Yet the authors demonstrate that partisan and ideological infighting that treats the Court as just another political institution undermines the considerable public support the institution currently enjoys, and that politicized confirmation battles pose a grave threat to the basic legitimacy of the Supreme Court.
What motivates political actors with diverging interests to respect the Supreme Court's authority? A popular answer is that the public serves as the guardian of judicial independence by punishing elected officials who undermine the justices. Curbing the Court challenges this claim, presenting a new theory of how we perceive the Supreme Court. Bartels and Johnston argue that, contrary to conventional wisdom, citizens are not principled defenders of the judiciary. Instead, they seek to limit the Court's power when it suits their political aims, and this inclination is heightened during times of sharp partisan polarization. Backed by a wealth of observational and experimental data, Bartels and Johnston push the conceptual, theoretical, and empirical boundaries of the study of public opinion of the courts. By connecting citizens to the strategic behavior of elites, this book offers fresh insights into the vulnerability of judicial institutions in an increasingly contentious era of American politics.
Political Obligations provides a full defense of a theory of political obligation based on the principle of fairness (or fair play), which is widely viewed as the strongest theory of obligation currently available. The work responds to the most important objections to the principle of fairness, and extends a theory based on fairness into a developed 'multiple principle' theory of obligation. In order to establish the need for such a theory, Political Obligations criticizes alternative theories of obligation based on a natural duty of justice and 'reformist' consent, and critically examines the non-state theories of libertarian and philosophical anarchists. The work breaks new ground by providing the first in-depth study of popular attitudes towards political obligations and how the state itself views them. The attitudes of ordinary citizens are explored through small focus groups, while the 'self image of the state' in regard to the obligations of its citizens is studied through examination of judicial decisions in three different democratic countries.
From leading thinker Danielle Allen, a bold and urgent articulation of a new political philosophy: power-sharing liberalism. By showing how we all might fully share power and responsibility across all three sectors, Allen advances a culture of civic engagement and empowerment, revealing the universal benefits of an effective government in which all participate on equal terms.
Despite very diverse approaches towards punishing crime, all
Western jurisdictions punish repeat offenders more harshly (a
practice known as the recidivist sentencing premium) . For many
repeat offenders, their previous convictions have more impact on
the penalty they receive than the seriousness of their current
crime. Why do we punish recidivists more harshly? Some sentencing
theorists argue that offenders should be punished only for the
crimes they commit - not for the crimes committed and paid for in
the past. From this perspective, punishing repeat offenders more
severely amounts to double punishment. Having been punished once
for an offence, the recidivist will pay for the crime again every
time he re-offends. Is this fair?
Since the mid-1990s, the Internet has revolutionized popular expression in China, enabling users to organize, protest, and influence public opinion in unprecedented ways. Guobin Yang's pioneering study maps an innovative range of contentious forms and practices linked to Chinese cyberspace, delineating a nuanced and dynamic image of the Chinese Internet as an arena for creativity, community, conflict, and control. Like many other contemporary protest forms in China and the world, Yang argues, Chinese online activism derives its methods and vitality from multiple and intersecting forces, and state efforts to constrain it have only led to more creative acts of subversion. Transnationalism and the tradition of protest in China's incipient civil society provide cultural and social resources to online activism. Even Internet businesses have encouraged contentious activities, generating an unusual synergy between commerce and activism.
