While there are far more women in public office today than in previous eras, women are still vastly underrepresented in this area relative to men. Conventional wisdom suggests that a key reason is because female candidates start out at a disadvantage with the public, compared to male candidates, and then face higher standards for their behavior and qualifications as they campaign. "He Runs, She Runs" is the first comprehensive study of these dynamics and demonstrates that the conventional wisdom is wrong. With rich contextual background and a wealth of findings, Deborah Jordan Brooks examines whether various behaviors--such as crying, acting tough, displays of anger, or knowledge gaffes--by male and female political candidates are regarded differently by the public. Refuting the idea of double standards in campaigns, Brooks's overall analysis indicates that female candidates do not get penalized disproportionately for various behaviors, nor do they face any double bind regarding femininity and toughness. Brooks also reveals that before campaigning begins, women do not start out at a disadvantage due to gender stereotypes. In fact, Brooks shows that people only make gendered assumptions about candidates who are new to politics, and those stereotypes benefit, rather than hurt, women candidates. Proving that it is no more challenging for female political candidates today to win over the public than it is for their male counterparts, "He Runs, She Runs" makes clear that we need to look beyond public attitudes to understand why more women are not in office.
Can we talk about 'the people' as an agent with its own morally important integrity? How should we understand ownership of public property by 'the people'? Nili develops philosophical answers to both of these questions, arguing that we should see the core project of a liberal legal system - realizing equal rights - as an identity-grounding project of the sovereign people, and thus as essential to the people's integrity. He also suggests that there are proprietary claims that are intertwined in the sovereign people's moral power to create property rights through the legal system. The practical value of these ideas is illustrated through a variety of real-world policy problems, ranging from the domestic and international dimensions of corruption and abuse of power, through transitional justice issues, to the ethnic and religious divides that threaten liberal democracy. This book will appeal to political theorists as well as readers in public policy, area studies, law, and across the social sciences.
Much of public opinion research over the past several decades suggests that the American voters are woefully uninformed about politics and thus unable to fulfill their democratic obligations. Arguing that this perception is faulty, Vincent Hutchings shows that, under the right political conditions, voters are surprisingly well informed on the issues that they care about and use their knowledge to hold politicians accountable. Though Hutchings is not the first political scientist to contend that the American public is more politically engaged than it is often given credit for, previous scholarship--which has typically examined individual and environmental factors in isolation--has produced only limited evidence of an attentive electorate. Analyzing broad survey data as well as the content of numerous Senate and gubernatorial campaigns involving such issues as race, labor, abortion, and defense, Hutchings demonstrates that voters are politically engaged when politicians and the media discuss the issues that the voters perceive as important. Hutchings finds that the media--while far from ideal--do provide the populace with information regarding the responsiveness of elected representatives and that groups of voters do monitor this information when "their" issues receive attention. Thus, while the electorate may be generally uninformed about and uninterested in public policy, a complex interaction of individual motivation, group identification, and political circumstance leads citizens concerned about particular issues to obtain knowledge about their political leaders and use that information at the ballot box.
In democratic societies, opinion polls play a vital role. But it has been demonstrated that many people do not have an opinion about major issues--the "nonattitudes" problem. Also, the framing of questions in different ways can generate very different estimates of public opinion--the "framing" effect. Citizens appear to know very little about politics and government. Hundreds of surveys document millions of citizens answering thousands of political questions incorrectly. Given this state of affairs, it is not surprising that more knowledgeable people often deride the public for its ignorance and encourage them to stay out of politics. As the eminent political scientist Arthur Lupia shows in this capstone work, there are more constructive responses. As he explains, expert critics of public ignorance fundamentally misunderstand the problem, and as a consequence propose unhelpful solutions to a genuinely serious problem. For instance, idea that simply providing people with more facts will make them more competent voters is erroneous. That is because most experts fail to understand how most people learn, and do not know how to determine what types of information are relevant to voters. Lupia has worked for years with scientists and educators in all arenas to figure out how to increase issue competence among voters in areas like climate change. He draws from these efforts and the latest research on educational efficacy to develop a battery of techniques that effectively convey to people information that they actually care. If we accept the idea that citizens sometimes lack the knowledge that they need to make competent political choices, that greater knowledge can improve decision making, and that experts and advocates are often mistaken about how people think and learn, then a prescription for improving political knowledge and civic competence emerges: we need to educate the educators. Lupia's ultimate purpose, therefore, extends beyond politics alone: to help educators of all kinds convey information that is of more value to more people.
In "Outside Lobbying," Ken Kollman explores why and when interest group leaders in Washington seek to mobilize the public in order to influence policy decisions in Congress. In the past, political scientists have argued that lobbying groups make outside appeals primarily because of their own internal dynamics--to recruit new members, for example. Kollman, however, grants a more important role to the need for interest group leaders to demonstrate popular support on particular issues. He interviewed more than ninety interest group leaders and policy makers active on issues ranging from NAFTA to housing for the poor. While he concludes that group leaders most often appeal to the public when they perceive that their stand has widespread popular support, he also shows that there are many important and revealing exceptions to this pattern. Kollman develops his theory of outside lobbying through a combination of rational choice modeling and statistical tests that compare public opinion data with data from his interviews about interest groups' policy positions and activities. The tests reveal that group leaders use outside lobbying to take advantage of pre-existing public preferences, not to recruit members or to try to generate the mere appearance of grass-roots support. Kollman's innovative book will clarify the complex relationship among lobbying, public opinion, and public policy, and will set a new standard for interest group research.

Populism is not a new threat to the country's democratic experiment, but now insurgents intrude directly on elections and government. During previous periods of populist unrest, the US was governed by resilient parties that moderated extremist currents within the political system. This began to crumble during the 1960s, as anti-institutionalist incursions into the Democratic and Republican organizations gave rise to reforms that empowered activists at the expense of the median voter and shifted the controlling power over parties to the executive branch. Gradually, the moderating influence that parties played in structuring campaigns and the policy process eroded to the point where extreme polarization dominated and decision-making power migrated to the presidency. Weakened parties were increasingly dominated by presidents and their partnerships with social activists, leading to a gridlocked system characterized by the politics of demonization and demagoguery. Executive-centered parties more easily ignore the sorts of moderating voices that had prevailed in an earlier era. While the Republican Party is more susceptible to the dangers of populism than the Democrats, both parties are animated by a presidency-led, movement-centered vision of democracy. After tracing this history, the authors dismiss calls to return to some bygone era. Rather, the final section highlights the ways in which the two parties can be revitalized as institutions of collective responsibility that can transform personal ambition and rancorous partisanship into principled conflict over the profound issues that now divide the country. The book will transform our understanding of how we ended up in our current state of extreme polarization and what we can do to fix it.
Since the mid-1990s, the Internet has revolutionized popular expression in China, enabling users to organize, protest, and influence public opinion in unprecedented ways. Guobin Yang's pioneering study maps an innovative range of contentious forms and practices linked to Chinese cyberspace, delineating a nuanced and dynamic image of the Chinese Internet as an arena for creativity, community, conflict, and control. Like many other contemporary protest forms in China and the world, Yang argues, Chinese online activism derives its methods and vitality from multiple and intersecting forces, and state efforts to constrain it have only led to more creative acts of subversion. Transnationalism and the tradition of protest in China's incipient civil society provide cultural and social resources to online activism. Even Internet businesses have encouraged contentious activities, generating an unusual synergy between commerce and activism. This book explains a long-standing puzzle in American politics: why so many Americans support downwardly redistributive social welfare programs, when such support seems to fly in the face of standard conceptions of the American public as anti-government, individualistic, and racially prejudiced. Bringing class attitudes into the analysis, Spencer Piston demonstrates through rigorous empirical analysis that sympathy for the poor and resentment of the rich explain American support for downwardly redistributive programs - not only those that benefit the middle class, but also those that explicitly target the poor. The book captures an important and neglected component of citizen attitudes toward a host of major public policies and candidate evaluations. It also explains why government does so little to combat economic inequality; in key instances, political elites downplay class considerations, deactivating sympathy for the poor and resentment of the rich.
Research polls, media interviews, and everyday conversations reveal an unsettling truth: citizens, while well-meaning and even passionate about current affairs, appear to know very little about politics. But we need to understand that voters either don't care about or pay attention to much of the information that experts think is important. Uninformed provides the keys to improving political knowledge and civic competence: understanding what information is important to and knowing how to best convey it to them.
Since the mid-1990s, there has been a seismic shift in attitudes toward gay and lesbian people, with a majority of Americans now supporting same-sex marriage and relations between same-sex, consenting adults. However, support for transgender individuals lags far behind; a significant majority of Americans do not support the right of transgender people to be free from discrimination in housing, employment, public spaces, health care, legal documents, and other areas. Much of this is due to deeply entrenched ideas about the definition of gender, perceptions that transgender people are not "real" or are suffering from mental illness, and fears that extending rights to transgender people will come at the expense of the rights of others. So how do you get people to rethink their prejudices? In this book, Melissa R. Michelson and Brian F. Harrison examine what tactics are effective in changing public opinion regarding transgender people. The result is a new approach that they call Identity Reassurance Theory. The idea is that individuals need to feel confident in their own identity before they can embrace a stigmatized group like transgender people, and that support of members of an outgroup can be encouraged by affirming the self-esteem of those targeted for attitude change. Michelson and Harrison, through their experiments, show that the most effective messaging on transgender issues meets people where they are, acknowledges their discomfort without judgment or criticism, and helps them to think about transgender people and rights in a way that aligns with their view of themselves as moral human beings.

The American public has consistently declared itself less concerned with foreign affairs in the post-Cold War era, even after 9/11, than at any time since World War II. How can it be, then, that public attentiveness to U.S. foreign policy crises has increased? This book represents the first systematic attempt to explain this apparent paradox. Matthew Baum argues that the answer lies in changes to television's presentation of political information. In so doing he develops a compelling "byproduct" theory of information consumption. The information revolution has fundamentally changed the way the mass media, especially television, covers foreign policy. Traditional news has been repackaged into numerous entertainment-oriented news programs and talk shows. By transforming political issues involving scandal or violence (especially attacks against America) into entertainment, the "soft news" media have actually captured more viewers who will now follow news about foreign crises, due to its entertainment value, even if they remain uninterested in foreign policy. Baum rigorously tests his theory through content analyses of traditional and soft news media coverage of various post-WWII U.S. foreign crises and statistical analyses of public opinion surveys. The results hold key implications for the future of American politics and foreign policy. For instance, watching soft news reinforces isolationism among many inattentive Americans. Scholars, political analysts, and even politicians have tended to ignore the soft news media and politically disengaged citizens. But, as this well-written book cogently demonstrates, soft news viewers represent a largely untapped reservoir of unusually persuadable voters.
Ten years ago the Iran-Contra affair swept the headlines as the nation watched an indignant Lt. Col. Oliver North testify before a congressional committee. Across the Muslim world, religion plays an increasingly prominent role in both the private and public lives of over a billion people. Observers of these changes struggle to understand the consequences of an Islamic resurgence in a democratizing world. Will democratic political participation by an increasingly religious population lead to victories by Islamists at the ballot box? Will more conspicuously pious Muslims participate in politics and markets in a fundamentally different way than they had previously? Will a renewed attention to Islam lead Muslim democracies to reevaluate their place in the global community of states, turning away from alignments with the West or the Global South and towards an Islamic civilizational identity? The answers to all of these questions depend, at least in part, on what ordinary Muslims think and do. In order to provide these answers, the authors of this book look to Indonesia-the world's largest Muslim country and one of the world's only consolidated Muslim democracies. They draw on original public opinion data to explore how religiosity and religious belief translate into political and economic behavior at the individual level. Across various issue areas-support for democracy or Islamic law, partisan politics, Islamic finance, views about foreign engagement-they find no evidence that the religious orientations of Indonesian Muslims have any systematic relationships with their political preferences or economic behavior. The broad conclusion is that scholars of Islam, in Indonesia and elsewhere, must understand religious life and individual piety as part of a larger and more complex set of social transformations. These transformations include modernization, economic development, and globalization, each of which has occurred in parallel with Islamic revivalism throughout the world. Against the common assumption that piety would naturally inhibit any tendencies towards modernity, democracy, or cosmopolitanism, Piety and Public Opinion reveals the complex and subtle links between religion and political beliefs in a critically important Muslim democracy.

Anger is a powerful mobilizing force in American politics on both sides of the political aisle, but does it motivate all groups equally? This book offers a new conceptualization of anger as a political resource that mobilizes black and white Americans differentially to exacerbate political inequality. Drawing on survey data from the last forty years, experiments, and rhetoric analysis, Phoenix finds that - from Reagan to Trump - black Americans register significantly less anger than their white counterparts and that anger (in contrast to pride) has a weaker mobilizing effect on their political participation. The book examines both the causes of this and the consequences. Pointing to black Americans' tempered expectations of politics and the stigmas associated with black anger, it shows how race and lived experience moderate the emergence of emotions and their impact on behavior.
