The International Conference on New and Renewable Energy Technologies for Sustainable Development held in Ponta Delgada, Azores (2002), Portugal, has provided technology specialists and hardware developers with the opportunity to discuss, review and demonstrate the research directions, the design methodologies, and the production techniques leading to cost- effective energy technologies for sustainable development.

The need to reform energy subsidies was one of the pressing issues highlighted at the World Summit on Sustainable Development. Many types of subsidy, especially those that encourage the production and use of fossil fuel, and other non-renewable forms of energy, are harmful to the environment. They can also have high financial and economic costs, and often only bring few benefits to the people for whom they are intended.Removing, reducing or restructuring such energy subsidies is helpful for the environment and the economy at the same time. Potential social costs in terms of employment in the conventional energy industry or reduced access to energy could be addressed by redirecting the money formerly spent on subsidies to income support, health, environment, education or regional development programmes.Of course, subsidies can have certain positive consequences, particularly where they are aimed at encouraging more sustainable energy production and use. Temporary support for renewable energy and energy-efficient technologies to overcome market barriers, and measures to improve poor or rural households' access to modern, commercial forms of energy, for instance, could be positive measures in support of sustainable development.Based on ground-breaking work undertaken by UNEP and the International Energy Agency, this book aims to raise awareness of the actual and potential impacts of energy subsidies and provide guidance to policy-makers on how to design and implement energy-subsidy reforms. It provides methodologies for analysing the impact of subsidies and their reform, and reviews experiences with energy subsidies in a number of countries and regions. Drawing on these case studies, it analyses the lessons learned as well as the policy implications, and provides guidance on how to overcome resistance to reform.The book provides an analytical framework which aims to set the scene for the detailed discussion of energy-subsidy issues at the country level. It considers how subsidies are defined, how they can be measured, how big they are and how their effects can be assessed. A more detailed discussion of methodological approaches to the assessment of the economic, environmental and social effects of subsidies and their reform is contained in the Annex.Chapters 3-11 of the book contain country case studies from contributing authors, which review various experiences and issues related to energy subsidies in selected countries, but do not strive for a common approach. They are organised along geographical lines, beginning with a review of energy subsidies generally in OECD countries. Case studies of energy subsidies in transition economies - the Czech and Slovak Republics (Chapter 4) and Russia (Chapter 5) - follow. Three studies of Asian countries focus on the costs of different types of energy subsidy: electricity subsidies in India (Chapter 6), oil subsidies in Indonesia (Chapter 7) and energy subsidies generally in Korea (Chapter 8). Chapter 9 reviews the effect of energy subsidies in Iran and suggests a pragmatic approach to reforming them. This is followed by an assessment of the LPG subsidy programme in Senegal (Chapter 10) and an analysis of the effects of removing coal and oil subsides in Chile (Chapter 11).Chapter 12 analyses the lessons learned from these case studies, focusing on the economic, environmental and social effects and their implications for policy. This book explores a new model for addressing the central issue of environmental and other collective actions. An alternative to the classical models: central authority, privatization, and self-governance, it has provisionally been named "expert and scholar-based-" or "knowledge-driven governance". The book also identifies seven working rules (or design principles) for successful knowledge-driven governance, and argues that the more strictly these rules are abided by, the more successful this model of governance becomes. Lastly, it demonstrates that in addition to Lindblom's observed intellectually guided society and preference-guided/volition-guided society, there may be the possibility of a knowledge-driven society in which knowledge or intellect plays a greater role. The results obtained are supplemented by numerical calculations, presented as tables and figures. Sustainable development has become a central perspective in environmental strategies around the world. It is clear that neither governments nor businesses have the capability to bring about sustainability on their own. Therefore, collaboration has emerged as a central concept. At the same time it is obvious that someone has to take the lead in the development towards sustainability. This book focuses on different forms of collaboration emerging between various actors. The objective of the book is to more systematically explore the different roles and relationships between partnership and leadership.

Basically, both partnership and leadership can be seen in a positive and negative way: for example, as far as partnership is concerned, we can assume that the path towards sustainability can be paved by parties coming together, taking some initiative collaborating. On the opposite, partnership and consensus-based decisions can be seen as an obstacle to foster radical changes in production and consumption patterns. Similarly, leadership can be seen as an obstacle to sustainable development if leaders form close circles and are not willing to share experiences with other actors; but leadership could also be considered as an important element to keep concepts and practices forward. The book holds this double perspective: explaining, mapping and analyzing different goals/formats/methods of more and less collaborative approaches, but at the same time taking a critical approach to the theme by understanding related risks, effects, prospects and corrective actions.

Next to a conceptual part, the book brings together case-studies from around the world. The focus is in describing and understanding various formats of collaboration and critically evaluating its effects and prospects. A concluding chapter discusses the role of partnership and leadership in realizing various levels of environmental innovations: optimization and re-design, that usually affect only a small part of the production/consumption structure, and much more complicated, radical innovations that have to deal with societal (sub)systems.

Environmental regulation in China is not really different from that in the rest of the world, except that environmental authorities are relatively new and less established. In order to understand why corporate environmental performance has hardly improved despite the existing regulatory framework, empirical research on high-level executives' perceptions of environmental protection is essential. This unique book analyses and interprets Chinese managers' perceptions of environmental management and regulatory enforcement practices in Chinese enterprises. Most importantly, it identifies the bottlenecks to environmental protection in Chinese firms. It includes a detailed analysis of the needs for management training (for example, CEO and executive development and MBA education) in China and presents a roadmap of how they can be met. Finally, it presents two case studies that illustrate how Chinese corporations currently react to a wide range of different environmental challenges, including hardening regulatory pressure, competition and lack of capital. Based on an innovative research project sponsored by the UNESCO/UNDP offices in Beijing and undertaken by the Institute for Management Development (IMD), Lausanne, Switzerland and the Business School of the Academy of Science and Technology (USTC), Hefei, China, Greening Chinese Business provides the first hard empirical evidence of how Chinese managers view environmental protection. Over 300 companies-both state-owned enterprises and SMEs-took part in the research. Key findings includeAround 70% of managers surveyed admit moderate or even heavy environmental impact (this is a subjective assessment without an external benchmark). Furthermore, they indicate that the lack of environmental performance is primarily due to insufficient managerial expertise, capital and employment-related protectionism. Managers hesitate to take necessary action to upgrade technical equipment, because, although decreasing pollution, upgrading would lead to lay-offs that, in turn, would diminish social stability. Since the latter is first priority in China, managers fear loss of their companies'-and, attached to that, their personal-image, which plays a very important role in Chinese culture. Regulative enforcement has been strong enough to put environmental management on the "to do" lists of Chinese managers. Nevertheless, managers criticise existing enforcement practices as being too lax and untransparent (due to local protectionism, bribery and lack of expertise in the enforcement institutions). Managers consider environmental functionaries-the Chinese equivalent of an environmental protection agency-and the government to be the most important environmental stakeholders. This is a clear sign for their predominantly reactive attitude towards environmental protection: few Chinese companies are going beyond compliance and pioneering integrated approaches to pollution prevention. The research shows similarities between current Chinese company approaches and the "state of the art" in industrial centres of OECD countries such as Germany in the 1960s. Apart from a lack of capital, managers cite a lack of expertise-managerial more than technical-as the main obstacle to "greening" their organisations. Environmental management programmes need to be developed: competence-building should start with CEOs and executives. Greening Chinese Business will aid readers to understand how: Chinese managers perceive and react to the increasing (more external than internal) pressure to improve environmental protection; understand the regulatory, public and business environment in which Chinese managers make decisions about environmental protection; understand the potential for improvement of this regulatory, public and business environment, either as a manager or an external stakeholder and develop strategies that lead to improved stakeholder relationships and, consequently, to competitive advantage; understand the urgent need to develop environmental management practices in Chinese companies in areas such as EMSs and supply chain management; and identify the resources available for management development in China.

This book examines the possible impacts of climate change on hydrology and water resources in the vast arid region of Northwest China, which is one of the world's largest arid places. The first chapter offers an introductory discussion of the physical geography and socioeconomic conditions in the region. Chapters 2 through 7 discuss the climate system and hydrologic system changes in the region, and assess some implications of these changes in relation to potential evapotranspiration, the hydrological cycle and spatiotemporal variations of the snow cover and glaciers as measured via remote sensing, geographic information systems, and statistical analysis. Chapters 8 and 9 focus on model description and experimental design for interpreting the hydro-climatic process, emphasizing the integration of water, climate, and land ecosystems through field observations and computer-based simulations. Chapter 10 examines some extreme hydrological events and presents a study using the historical trend method to investigate the spatial and temporal variability of changing temperature and precipitation extremes in the hyper-arid region of Northwest China. Many toxic sites are located in out-of-the-way rural areas largely forgotten by the majority of America, but which nonetheless have supplied its industries with the rudiments of manufacturing for the better part of a century before being closed and cast aside. Thousands of contaminated sites exist in the United States due to dumped, left out, or otherwise improperly managed hazardous waste. These sites include manufacturing facilities, processing plants, landfills, and mining sites. Based on the 1980 Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the US Environmental Protection Agency (EPA) cleans up these so-called Superfund sites, of which roughly 40 percent are located in Native country. The book collects a selection of the papers presented at the meeting held in the context of the Joint Programme on the Links between Biological and Cultural Diversity (JP-BiCuD). Recognizing the inextricable link between biological and cultural diversity, the United Nations Educational Scientific and Cultural Organization (UNESCO) and the Secretariat of the Convention on Biological Diversity (SCBD) joined forces, and in 2010 launched the Joint Programme on the Links between Biological and Cultural Diversity (JP-BiCuD). The first meeting for the implementation of the JP-BiCuD was held in Florence (Italy) in April 2014 and produced the UNESCO-sCBD Florence Declaration, which highlights the concept of biocultural diversity.
