increase in internal war or civil war in developing countries. This
book is one of the first full length studies on the subject.
A century ago, most conflicts were between nations, and 90 per
cent of casualties were soldiers; today almost all wars are civil,
and 90 per cent of the victims are civilians. Many of the conflicts
that appeared to have been resolved through processes of
intervention or negotiation have reappeared.
The researches produced by many international bodies suggest
that more and more states are going to be drawn into such conflicts
in the twenty-first century. This poses the following questions:
