Confusing information on this produce

When you read the details, the top line says Water Resistant and the bottom line says Water Soluble. Surely it must be one or the other? Please clarify!

There are two neocolor crayon varieties. Neocolor I (these) are water-resistant. Neocolor II are water-soluable. The last line on the description is confusing; I think there wasn’t meant to be a line break before the word ‘water-soluable’ and it was meant as part of the name, saying you can use both kinds together.
