In 1913 Russia and France had arranged that the Russians should
make a rapid advance against the Germans in East Prussia in order
to create a diversion to relieve the pressure against the French on
the Western Front. This advance into East Prussia was to be made by
the First Army (General Rennenkampf) and Second Army(General
Samsonoff) both armies under the command of General Jilinsky.
