Although Russia and China claim to have established a "strategic
partnership," Anderson here argues that this relationship merely
overlays a diplomatic agenda established in the late 1980s. That
is, China's pragmatic and limited approach, coupled with Russia's
economic and political difficulties, have produced a Sino-Russian
strategic partnership which is unwieldy and imprecise.
