Bayer's book addresses the question of how the United States can
engage international partners more effectively to address worldwide
manifestations of destabilizing violence, often indiscriminately
labeled "terrorism." This work advocated solely for the legal and
legitimate exercise of the rule of law through international police
cooperation, whether through formal channels or through the much
more powerful and effective informal networking.
