the President that allowed him to develop plans for reorganisation
of portions of the federal government and to present those plans to
Congress for consideration under special expedited parliamentary
procedures. This book summarises the repeated renewal and evolution
of presidential reorganisation authority, as well as subsequent
unsuccessful efforts, history, proposals and congressional options.
