Fur OEkonomen bleibt es haufig unklar, warum bestimmte betriebswirtschaftlich sinnvolle Vorhaben in der politischen Praxis kaum durchsetzbar sind. Das Analysekonzept baut auf Kernelementen der Politikfeldanalyse auf. Es werden nicht nur die Akteure auf kommunaler Ebene, Landes- und Bundesebene sowie europaischer Ebene identifiziert, sondern auch deren Interessen. Der Schwerpunkt liegt auf politischen Prozessanalysen landesspezifischer Vorhaben. Die Studie zeigt, dass die aktuelle sparkassenpolitische Situation angespannt ist, was zu verstarkten Sparkassen-Fusionen fuhren wird.
