Written during the early 1920s, at a time when Europe was still recovering from the catastrophe of the First World War, L.V. Birck's The Scourge of Europe examines the economic issues surrounding the existence of public debt, its history, and possible approaches to problems associated with public debt as they were being pursued by the great powers of the time. Birck's analysis contains a rigorous theoretical exposition and explanation of public debt as it was understood in the crucial period leading up to the Great Depression. This is then followed by an insightful exploration of the role of public debt in European financial and economic history. Finally, some reflections on the policies of England, the United States, France and Germany in the latter part of the nineteenth and early-twentieth centuries are included. This book will appeal to economic and financial historians, as well as to those generally interested in European policies towards debt from the Middle Ages to modern times.

The first cardiovascular operation in Duesseldorf, a ligation of an open ductus arteriosus (Botallo), was performed in 1938 by E. K. Frey. During the Second World War and the subsequent years many difficulties hindered cardiovascular surgery in Duesseldorf. However, it was resumed on 3 May 1949 by Prof. Ernst Derra, again by ligating an open ductus arteriosus. This was the starting pOint of the successful cooperation between the cardiological and surgical working groups - the "birthday" of the Duesseldorf Heart Centre. Further highlights in cardiac surgery were the introduction of open heart surgery by means of surface-cool- ing hypothermia (9 February 1955) and extracorporeal circulation (21 February 1959) . In addition to cardiac catheterization and surgery in patients with acquired and congenital heart disease, the diagnosis and treatment of arrhythmias was one of the focal points of the centre. On 3 October 1961 the first pacemaker was implanted in a patient with a third-degree AV-block after he had been treated using an external device for about 1 year. In recent years interest has increasingly turned to the tachy- arrhythmias. Close cooperation between the medical and surgical teams made possible the application of new pacing techniques for the treat- ment of tachycardia. In patients with intractable arrhythmias, surgical interventions were made to eliminate the "focus" of the arrhythmia. In the past 2 years intraoperative electrophysiologic studies (endo-cardi- al and epicardial mapping) were applied to enhance the success of the surgical procedures.

Jedes Jahr finden etwa 450 Menschen, die Opfer von politischer Verfolgung, Folter oder Burgerkrieg geworden waren, im Behandlungszentrum fur Folteropfer Berlin (BZFO) medizinische, psychotherapeutische und soziale Hilfe. Zehn Jahre nach seiner Entstehung ziehen jetzt die Mitarbeiter des BZFO eine Bilanz ihrer Arbeit und dokumentieren die unterschiedlichsten Aspekte der Traumatherapie.
Der Schwerpunkt des Buches liegt auf der Beschreibung des therapeutischen Handelns mit schwerst traumatisierten Menschen aus anderen Kulturen. Damit ist es eine unentbehrliche Hilfe fur alle, die im psychosozialen oder medizinischen Bereich mit Fluchtlingen zu tun haben, aber auch fur Therapeuten, die mit anderen schwer traumatisierten Menschen arbeiten."

Auch der Abschnitt uber die Bewertung in der Bankbilanz konnte auf der ganzen Linie beachtlich ausgebaut werden. Eine entscheidende Erweiterung erfuhr er aber dadurch, dass - einem von seiten der Banken vielfach ge ausserten Wunsch entsprechend - nunmehr auch die Ertragsteuerbilanz der Banken mit behandelt ist. Der Schwerpunkt liegt dabei naturgemass in der Darstellung der Besonderheiten gegenuber den Steuerbilanzen der Unternehmungen anderer Branchen. Die einschlagige Rechtsprechung der Finanzgerichte ist berucksichtigt. Die Ausfuhrungen uber die Steuerbilanz sind in die gegenuber der ersten Auflage unveranderte Systematik des Buches eingearbeitet; zur Erhohung der Ubersichtlichkeit sind sie jeweils durch Kursivdruck kenntlich gemacht. Einsparungen gegenuber den Ausfuhrungen der ersten Auflage konnten lediglich im Abschnitt uber Idie Umstellungsrechnung UIl d die DM-Eroff nungsbilanz der Banken und deren Berichtigungen erzielt werden. Dieses Gebiet ist nach einem Jahrzehnt recht gunstiger Entwicklung der Kredit institute im allgemeinen glucklicherweise nur noch von untergeordneter Bedeutung."

Cette etude interroge la possibilite de modifier l'action publique locale par le recours a la participation citoyenne. L'auteur adopte pour ce faire une approche pragmatiste afin de determiner les conditions reelles de la mise en uvre des dispositifs participatifs et de leurs effets concrets en s'appuyant sur l'exemple de la ville de Nancy et du Conseil general de Meurthe-et-Moselle. Les conditions de l'emergence d'une norme participative guidant l'action publique paraissent indiquer une certaine retenue, caracterisee par la restriction du champ d'application des procedures participatives ou des savoirs citoyens mobilises. Les effets de l'application de la norme participative sur l'espace public local suscitent egalement des interrogations. Les dispositifs etudies semblent tres eloignes des cadres theoriques deliberatifs et participatifs.
