Elektrizitatswirtschaft in ihrer Gesamtheit als naturlicher
Monopolbereich angesehen, von dem angenommen wurde, dass sich kein
wirksamer Wettbewerb bilde und der demnach zu regulieren sei. Als
Gegenleistung fur die Beistimmung eines Monopolstatus, bei dem
unter Aufsicht einer Regulierungsinstitution keine Uberrenditen
erzielt werden sollten und die Unternehmen keinem Risiko durch
Wettbewerb ausgesetzt waren, wurden den Unternehmen soziale und
politische Verpflichtungen auferlegt. Die Sichtweise wird in der
heutigen Zeit jedoch als uberholt angesehen, auch wenn sich der
Ordnungsrahmen der Stromwirtschaft in den entwickelten Landern
