The Author is a Chartered Surveyor and Arbitrator and has been in
the Quantity Surveying field for the last 40 years. The book deals
with construction irregularities, frauds and the necessity for
Technical Auditing of construction projects. The construction
industry is huge expanding and expected to reach in excess of US $
12 Trillion by 2020. The bulk of this amounts shall come from
emerging markets and from public money. Still Construction Auditing
is practically performed by Accountants in all parts of the world.
The Author feels that this should be done by Engineers with proper
training and accreditation.Further, the Author feels that there is
a necessity to spend at least one dollar for auditing for every
thousand dollars spent to see whether the money is spent
wisely.This is very important in case of public money. The
construction industry as a whole is infested with irregularities
and frauds and so much so that the estimated loss is around 10%,
which shall reach in excess of US $ one Trillion by 2020.To put in
context, the combined GDPs of Saudi Arabia and South Africa. If the
existing internal and external auditing system does not bring in
0.5%(1/20 of the estimated waste) as savings on a regular basis,
then it can be safely assumed that the system needs modifications
or complete overhaul. The book deals with basic guide lines for
Technical Auditing of construction to bring in savings.This also
gives a set of proposals for future improvements of the existing
system and the same can be used in developing counries or modified
to suit each country's requirements.
The book shall be of immense use for young Engineers who may wish
to have interesting and rewarding careers as Cost Engineer,
Quantity Surveyor, Technical Auditor in the Construction Industry.
It is mostly directed at Engineering professionals, can also be
useful to have insight of the construction industry for small and
medium size Contractors and individual clients who intend to build
up their own villas. I also feel that it would be of immense help
to young Engineers who seek careers in the construction industry,
particularly in China, India, Middle East where Cost Engineering
has not developed like say countries such as United Kingdom &
Australia where many university offer degree Courses in Quantity
Surveying and related fields. There is another professional case to
publish this book. The Author has to make
explanation/substantiations for two issues given below. a) Once the
Author made a presentation on the topic "Construction as an Option
to international Investors ( published in Building Economics-AIQS
Dec.2011) and made a statement that in such cases the Quantity
Surveyors can work as advisors to them and earn in excess of US $
100,000/= a week. Some Quantity Surveyors were sceptical or
couldn't comprehend and it became joke to them. The chapter on
Tender Adjudication and Post- Tender negotiations answers this. b)
The author made another point that if someone could do Technical
Auditing of a big project that would be enough for his entire life
and quoted a Lawyer in Sri Lanka in the 1960's who did only one
case in his whole career. He earned so much that he never sited the
Courts for rest of his life. Again, some people were sceptical,
couldn't comprehend. The case studies given under Construction
Frauds shall give an indication regarding the possibilities of the
amount of savings in Technical Auditing.
