State-building intervention in weak, war-torn or failing states has become a priority for the international community. However, the question of how to legitimately engage in the shaping of national governance remains, at the very least, a vexed one. This book explores this key issue through a critical examination of a new model of state-building intervention which has recently emerged in relation to the Pacific 'arc of crisis'. Initiated by the Australian Government in 2003, this 'cooperative intervention' doctrine, built on declared principles of partnership and respect for sovereignty, seems to offer a legitimate way to engage in state-building intervention. Drawing on a group of distinguished Pacific specialists, this book mounts a critique of these claims, showing how international legitimacy does not automatically translate into political legitimacy among those in the affected societies; and how the attempt to legitimise the intervention internationally may actually work against such legitimacy in the recipient state. These insights will be of value to those interested in public policy studies, international law, development studies and international relations. -- .

Alone of his contemporaries, J.M.W. Turner is commonly held to have prefigured modern painting, as signalled in the existence of The Turner Prize for contemporary art. Our celebration of his achievement is very different to what Victorian critics made of his art. This book shows how Turner was reinvented to become the artist we recognise today. On Turner's death in 1851 he was already known as an adventurous, even baffling, painter. But when the Court of Chancery decreed that the contents of his studio should be given to the nation, another side of his art was revealed that effected a wholescale change in his reputation. This book acts as a guide to the reactions of art writers and curators from the 1850s to the 1960s as they attempted to come to terms with his work. It documents how Turner was interpreted and how his work was displayed in Britain, in Europe and in North America, concentrating on the ways in which his artistic identity was manipulated by art writers, by curators at the Tate and by designers of exhibitions for the British Council and other bodies. -- .

Interiors of Empire uses the methods of design history and material culture studies to analyse the domestic and public interiors of the British and local middle class during the heyday of the British Raj. It contrasts representations of that space within contemporary discourse with analysis of historical evidence, the varying uses of such space, and relevant social practices. Through detailed discussion of these texts, spaces, objects and practices, this study locates the domestic interiors and public spaces of empire in the history of the British colonisation of India. The book discusses the imagined barrier of the domestic against the local environment, the intrusions of the local and the effects of this on the British in India, and assesses the gradual westernisation of domestic and public spaces of empire.
