This volume brings together articles by the one of the leading scholars in comparative politics written over the last twenty-five years in the field of comparative politics and in particular, the topic of the nature of contemporary democracy and its prospects. The volume is divided into three sections each with a distinctive theme: state and society; constructing polities; and varieties of democracies.
How can people of diverse religious, historical, ethnic, and linguistic allegiances and identities live together without committing violence, inflicting suffering, or oppressing each other? Western civilization has long understood this dilemma as a question of toleration, yet the logic of toleration and the logic of multicultural rights entrenchment are two very different things. In this volume, contributors suggest we also think beyond toleration to mutual respect, practiced before the creation of modern multiculturalism in the West. Salman Rushdie reflects on the once mutually tolerant Sufi-Hindu culture of Kashmir. Ira Katznelson follows with an intellectual history of toleration as a layered institution in the West and councils against assuming we have transcended the need for such tolerance. Charles Taylor advances a new approach to secularism in our multicultural world, and Akeel Bilgrami responds by urging caution against making it difficult to condemn or make illegal dangerous forms of intolerance. The political theorist Nadia Urbanati explores why the West did not pursue Cicero's humanist ideal of concord as a response to religious discord.The volume concludes with a refutation of the claim that toleration was invented in the West and is alien to non-Western cultures.
In early 2011, widespread protests ousted dictatorial regimes in both Tunisia and Egypt. Within a few years, Tunisia successfully held parliamentary and presidential elections and witnessed a peaceful transition of power, while the Egyptian military went on to seize power and institute authoritarian control. Indonesia's military government collapsed in 1998, igniting fears that economic, religious, and political conflicts would complicate any democratic transition. Yet in every year since 2006, the world's most populous Muslim country has received high marks from international democracy-ranking organizations. In this volume, political scientists, religious scholars, legal theorists, and anthropologists examine the theory and practice of Indonesia's democratic transition and its ability to serve as a model for other Muslim countries. They compare the Indonesian example with similar scenarios in Chile, Spain, India, and Tunisia, as well as with the failed transitions of Yugoslavia, Egypt, and Iran. Essays explore the relationship between religion and politics and the ways in which Muslims became supportive of democracy even before change occurred, and they describe how innovative policies prevented dissident military groups, violent religious activists, and secessionists from disrupting Indonesia's democratic evolution. Since their classic volume The Breakdown of Democratic Regimes was published in 1978, Juan J. Linz and Alfred Stepan have increasingly focused on the questions of how, in the modern world, nondemocratic regimes can be eroded and democratic regimes crafted. In Problems of Democratic Transition and Consolidation, they break new ground in numerous areas. They reconceptualize the major types of modern nondemocratic regimes and point out for each type the available paths to democratic transition and the tasks of democratic consolidation. They argue that, although "nation-state" and "democracy" often have conflicting logics, multiple and complementary political identities are feasible under a common roof of state-guaranteed rights. They also illustrate how, without an effective state, there can be neither effective citizenship nor successful privatization. Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural--even multinational--components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world's federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. While Turkey has grown as a world power, promoting the image of a progressive and stable nation, several choices in policy have strained its relationship with the East and the West. Providing historical, social, and religious context for this behavior, the essays in "Democracy, Islam, and Secularism in Turkey" examine issues relevant to Turkish debates and global concerns, from the state's position on religion to its involvement with the European Union. Written by experts in a range of disciplines, the chapters explore the toleration of diversity during the Ottoman Empire's classical period; the erosion of ethno-religious heterogeneity in modern, pre-democratic times; Kemalism and its role in modernization and nation building; the changing political strategies of the military; and the effect of possible EU membership on domestic reforms. New governments established during the third wave of democratization in Latin America, Eastern and Central Europe, Africa, and Asia face increasing threats to stabilization and consolidation. Alfred Stepan, a major voice in democratization studies, gathers leading experts in political science and government to better understand what is going wrong and how it can be fixed. The development model followed by the military regime that came to power in Brazil in 1964 is one of the most controversial among the less developed countries. The regime's authoritarian structure, combined with a GNP growth rate that is one of the highest in the world, raises extremely disturbing yet fundamental questions about the relation between political authoritarianism and economic dynamism. In this book, social scientists from three continents assess the major political and economic characteristics of the Brazilian model. Because events there have important implications for other countries, throughout the volume there is a deliberate search for new conceptual frames of reference to help put the Brazilian process in a larger comparative perspective. Because of the important normative issues raised by the Brazilian style of development, there is also an attempt to be explicit about what values the regime promotes and what values it denies. Each of the contributors is a distinguished scholar in his field. They are Fernando Henrique Cardoso, Alber Fishlow, Juan J. Linz, Samuel Morley, Philippe C. Schmitter, Thomas E. Skidmore, Gordon W. Smith, and Alfred Stepan. From their different perspectives, they help us to understand how political repression and economic boom have gone hand in hand in this important Latin American country.
