This book explores the changing face of development assistance. China's One Belt, One Road development program is the largest international investment scheme in history, surpassing the Marshall Plan by an order of magnitude. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. The authors hypothesize that a dearth of regional agency and social construction, and a consequent institutional deficit in foreign relations, characterizes Latin America and its inadequate reaction to Chinese agency. The volume includes multiple case studies from eight Latin American countries and discusses the Asian Infrastructure Investment Bank's initiatives and policies. Since the turn of the century bilateral trade between China and Latin America has increased by more than a factor of ten. In 2000, two-way trade stood at GBP12.17 billion; by 2019, it had reached $307.94 billion. Coupled with this commercial element of China-Latin America relations is a growing assertiveness in diplomatic and military affairs.
