This book addresses the question of how the American continent
engages with various forms of interregionalism, including how
different regions within the Americas deal with other regions of
the world as well as how they relate among themselves. The presence
of different political, economic, and cultural sub-regions within
the Americas makes the continent a perfect setting to explore
differences and commonalities in the western hemisphere's
relationship with other regions across the globe. Interregionalism
and the Americas tackles three unifying questions. First, what type
and understanding of interregionalism characterize the Americas'
way to interregionalism, if any? Second, is summitry ultimately the
major visible feature of interregionalism in the Americas and
beyond? Third, is there anything typical or characteristic in the
way in which the Americas engage with interregionalism? This book
contributes both to the theoretical debates about interergionalism
and to the empirical understanding of the phenomenon and makes a
compelling case to strengthen the inter-American system and to
advance a "trilateral interregionalism" mechanism between North
America, Latin America, and Europe to stand up for their common
values, norms, and preferred international order.
Diese Arbeit ist im Rahmen eines Forschungsprojektes uber
Stadtteilorgani- sationen (community or neighborhood organisations)
in amerikanischen Gross- stadten entstanden. Im Laufe dieses
Forschungsprojektes verbrachte der Verfas- ser zwischen Sommer 1980
und Winter 1982 mehr als 12 Monate in St. Louis, Missouri, um
Stadtteilorganisationen und Stadtentwicklungspolitik in der Stadt
zu beobachten und zu analysieren. Den Kern der Studie bildet denn
auch eine Fallstudie uber Stadtentwicklung und
Stadtteilorganisationen in st. Louis, einer niedergehenden
Kernstadt im mittleren Westen der USA. Wie die ThemensteIlung der
Arbeit anzeigt, geht ihr Untersuchungsbereich weit uber den
Gegenstand der Stadtteilorganisationen hinaus und schliesst eine
allgemeine Analyse des Stadtentwicklungsprozesses in den USA ein.
Wahrend der Untersuchung in St. Louis wurde es immer deutlicher,
dass Stadtteilorgani- sationen einen Reflex auf grundlegende
Tendenzen des amerikanischen Stadt- tentwicklungsprozesses
darstellen. Das Ziel der Untersuchung ist deshalb, nicht nur die
Arbeit von Stadtteilinitiativen im kommunalpolitischen Kontext
darzu- stellen, sondern zu zeigen, wie sich allgemeine Tendenzen
des amerikanischen Stadtentwicklungsprozesses auf politische
Basiphanomene wie Stadtteilpolitik auswirken. Aus diesen Grunden
erweist sich eine eingehende Darstellung des amerikanischen
Stadtentwicklungsprozesses als notwendig, die in den ersten vier
Kapiteln der Arbeit gegeben wird.
