Die Wirksamkeit von Lokale Agenda 21-Prozessen wurde seit der UNCED in Rio de Janeiro 1992 weltweit als eine der wichtigsten kommunalen Aufgaben fur die Entwicklung des ortlich auszugestaltenden Nachhaltigkeitsgedankens formuliert. Das Programm der Lokalen Agenda wird dabei auch als eine globale Bildungsaufgabe fur eine dauerhaft umweltgerechte Entwicklung mit entsprechenden Anforderungen an Partizipationsverfahren und konsensbildenden Kommunikationsprozessen im Kontext kommunaler Gebietskorperschaften und zivilgesellschaftlicher Initiativen verstanden. In diesem Zusammenhang werden in diesem Buch die Ergebnisse einer weltweit durchgefuhrten Befragung von Lokale Agenda-Kommunen prasentiert und bewertet.
Durch die Untersuchung konnte aufgezeigt werden, wie diese multilokalen Aktionsplane in den Kommunen der verschiedenen Regionen der Erde verankert bzw. welche Handlungs- und Umsetzungsaufgaben auf diesem Querschnittsgebiet der kommunalen Aussen-, Umwelt- und Entwicklungspolitik zur Erfullung des Auftrags von Rio erforderlich sind. Hierbei wird auch die Rolle der international tatigen Nichtregierungsorganisationen beleuchtet, denen eine nicht unerhebliche Bedeutung fur die umwelt- und entwicklungspolitische Bildung im lokalen Bereich zukommt.

Die von den Vereinten Nationen ausgerufene Weltdekade der Bildung fur nachhaltige Entwicklung mit der Laufzeit von 2005 bis 2014, mit deren Koordination die UN-Sonderorganisation United Nations Educational, Scientific and Cultural Organization (UNESCO) beauftragt wurde, bedarf einer profunden sozialwissenschaftlichen Evaluierung, wenn sie ihren hohen normativen Anspruchen gerecht werden will. Die Autoren kommen auf der Basis einer weltweit angelegten Expertenbefragung mit anschliessender Analyse zu dem Ergebnis, dass erst die dauerhafte Etablierung demokratischer Bildungsstrukturen, die gleichermassen aus staatlich unterstutzten Top-down- und zivilgesellschaftlich fundierten Bottom-up-Prozessen erwachsen, auf lange Sicht erwarten lasst, dass sich die Leitideen der nachhaltigen Entwicklung im Bewusstsein der Menschen verankern werden. Des Weiteren bestatigen die Einschatzungen der Experten u.a., dass insbesondere in den Landern des Sudens die notwendigen Entwicklungspotentiale und bildungspolitischen Infrastrukturen sowie adaquate Umsetzungsstrategien zur Implementierung einer politischen Bildung fur nachhaltige Entwicklung weitgehend nicht zur Verfugung stehen. Daher mussen vor allem die weiter entwickelten europaischen Lander politikdidaktische wie auch bildungspolitische Beratungsdienste und Transformationsleistungen bereitstellen, um die Erfolgschancen der globalen Bildungsinitiative zu erhohen.
