The chapters in this book are reworkings of presentations given during a conference held in 2018 at the German Embassy to the Netherlands in The Hague on the occasion of the 20th anniversary of the adoption of the Rome Statute. They provide an in-depth analysis of major points of contention the International Criminal Court (ICC) is currently facing, such as, inter alia, head of state immunities, withdrawal from the Rome Statute, the exercise of jurisdiction vis-a-vis third-party nationals, the activation of the Court's jurisdiction regarding the crime of aggression, as well as the relationship of the Court with both the Security Council and the African Union, all of which are issues that have a continued relevance and carry a particular controversy. The collection provides insights from both practitioners, including judges of the ICC, and diplomats who participated in the negotiations leading to the adoption of the Rome Statute, as well as well-known academics from various parts of the world working in the field of international criminal law. The aim of the book is not only to inform and stimulate academic debate on the topic, but also to serve as an instrument for lawyers involved in the practice of international criminal law. Nach dem Ende der Dekolonisierung schien es uber lange Zeit hinweg so, als habe das Recht der Staatennachfolge in voelkerrechtliche Vertrage zumindest weitgehend seine praktische Bedeutung verloren. Die deutsche Wiedervereinigung, der Zerfall der UdSSR und der Sozialistischen Foederativen Republik Jugoslawien sowie die Teilung der CSFR belegen jedoch die erneute Aktualitat der Fragestellung. Vor diesem Hintergrund legt der Autor nunmehr die bislang einzige umfassende Analyse der neueren Staatenpraxis vor, die anhand der Wiener Konvention uber das Recht der Staatennachfolge in voelkerrechtliche Vertrage zugleich untersucht, unter welchen Vorgaben sich eine voelkerrechtliche Kodifikation auch praktisch durchzusetzen vermag.

Vorliegende Arbeit wurde im Wintersemester 1993/94 von der Juristi schen Fakultat der Universitat Heidelberg als Dissertation angenommen. Sie hat ihre Grundlage in einem Gutachten, welches der Verfasser ge meinsam mit Herrn Prof. Dr. lochen Abr. Frowein im Sommer 1992 im Vorfeld der Reform des deutschen Asylrechts rur das Bundesministerium der Justiz erstellt hatl. Seven papers from the session on Lithics and the Early and Middle Neolithic Chronology in France given at the EAA conference in Lyon in 2004. Work on lithic materials in the widest sense has developed considerably over the last two decades, leading to an almost complete renewal of methods and objectives. From the 1980s onwards there emerged methods which have become classic: investigation of raw materials, creation of reference collections (lithotheques), characterization of procurement modes, studies of technology and analyses of use-wear. Relative chronology, mainly established through study of decorated ceramics, is still an essential aspect of our discipline and new data have stimulated debate on the relations between various cultural groups de fined on stylistic grounds. This volume aims to review the contribution of lithic studies in both France and neighbouring regions for establishing the cultural sequences of the early and middle N Papers in French and English.

This book aims to offer an in-depth analysis of the crime of aggression as covered by the Rome Statute of the International Criminal Court. Starting from the legal history of its inclusion in 2010, it analyses the relevant articles 8bis, 15bis and 15ter of the Rome Statute - covering the definition of the crime of aggression, the exercise of jurisdiction over the crime of aggression through State referrals and the proprio motu powers of the ICC Prosecutor, and the exercise of jurisdiction over the crime of aggression through UN Security Council referrals. Likewise, the book covers upcoming developments on the crime of aggression and the ICC post-2017. It addresses the various challenges towards activating the Court's jurisdiction, in particular, the necessary vote required for activation, as well as the significant challenges faced by the three ways in which the Court may exercise such jurisdiction.

This edited volume examines the role of international law in a changing global order. Can we, under the current significantly changing conditions, still observe an increasing juridification of international relations based on a universal understanding of values? Or are we, to the contrary, facing a tendency towards an informalization or a reformalization of international law, or even an erosion of international legal norms? Would it be appropriate to revisit classical elements of international law in order to react to structural changes, which may give rise to a more polycentric or non-polar world order? Or are we simply observing a slump in the development towards an international rule of law based on a universal understanding of values? In eleven chapters, distinguished scholars reflect on how to approach these questions from historical, system-oriented and actor-centered perspectives.
