Emerging Security Technologies and EU Governance - Actors, Practices and Processes (Hardcover): Antonio Calcara, Raluca... Emerging Security Technologies and EU Governance - Actors, Practices and Processes (Hardcover)
Antonio Calcara, Raluca Csernatoni, Chantal Lavallee
R4,488 Discovery Miles 44 880 Ships in 10 - 15 working days

This book examines the European governance of emerging security technologies. The emergence of technologies such as drones, autonomous robotics, artificial intelligence, cyber and biotechnologies has stimulated worldwide debates on their use, risks and benefits in both the civilian and the security-related fields. This volume examines the concept of 'governance' as an analytical framework and tool to investigate how new and emerging security technologies are governed in practice within the European Union (EU), emphasising the relational configurations among different state and non-state actors. With reference to European governance, it addresses the complex interplay of power relations, interests and framings surrounding the development of policies and strategies for the use of new security technologies. The work examines varied conceptual tools to shed light on the way diverse technologies are embedded in EU policy frameworks. Each contribution identifies actors involved in the governance of a specific technology sector, their multilevel institutional and corporate configurations, and the conflicting forces, values, ethical and legal concerns, as well as security imperatives and economic interests. This book will be of much interest to students of science and technology studies, security studies and EU policy. European Defence Decision-Making - Dilemmas of Collaborative Arms Procurement (Paperback): Antonio Calcara European Defence Decision-Making - Dilemmas of Collaborative Arms Procurement (Paperback)
Antonio Calcara
R1,369 Discovery Miles 13 690 Ships in 10 - 15 working days

This book comparatively examines the preferences of four key arms-producing states towards European joint armaments programmes. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements. This book will be of much interest to students of EU policy, defence studies, European politics and International Relations.
