This book highlights the attention that policymakers,
activists, and the public should pay to internal
migration. Although prominent research has analyzed
particular types of internal migration, especially urbanization and
internally displaced persons (IDPs), the narrow scope of existing
studies cannot capture the overlaps of motivation and circumstances
that pose serious policy dilemmas. The book is distinctive in
examining the full range of modes and motives of internal
migration: state-sponsored or unsponsored, coerced or voluntary,
land-seeking or market-seeking, urban or rural, and so on. While
approaching internal migration holistically, it also emphasizes how
it is distinct from international migrations, especially the
central role of the state, whose internal divisions and defensive
reactions to challenges often play decisive roles in governing
migration. The writing style is geared towards accessibility,
making it appropriate for college- and graduate-level students as
well as the broader public.
"Physical Infrastructure Development" addresses the key
challenges of balancing economic growth, poverty alleviation, and
environmental protection in the development of major physical
infrastructure, ranging from transport to energy. The
contributions, reflecting the perspectives of economics,
engineering, planning, political science, and urban design, examine
the impact of alternative financing and pricing arrangements on the
sharing of burdens and benefits, and the opportunities and risks of
public-private partnerships. They also assess the emerging
approaches for restoring ecosystems degraded by past infrastructure
development, and the strategies for promoting farsighted
infrastructure planning and protecting vulnerable people impacted
by physical infrastructure expansion.
"Cultural Change and Persistence "addresses the complex
challenge of pursuing development while safeguarding cherished
aspects of deeply-rooted cultural practices and beliefs. Through
cases from multiple world regions, the authors tackle the thorny
problem of how to define and identify cultural aspects worthy of
persistence. They document how leaders and activists use culture to
shape development and vice versa, with examples ranging from the
use of historical understandings to promote or critique economic
development strategies, to efforts to modify cultural practices in
order to prevent their decline. The cases provide penetrating
insights into effective strategies for pursuing both cultural
integrity and development.
This volume is based on the presentations and deliberations of an
Advanced Research Workshop (ARW) "Caspian Sea: A Quest for
Environmental Security" that was held on March 15-19, 1999, in
Venice (Italy). The Workshop was sponsored by the NATO's Division
for Scientific and Environmental Affairs, with additional support
provided by the Trust for Mutual Understanding (USA). It was
organized by Duke University's Center for International Development
Research with the guidance of the International Committee of
scientists from Russia, United States. Georgia and Italy and
organizational assistance rendered by Venice International
University. The Caspian Sea region is of profound importance from
the perspective of global and regional environmental security. New
geopolitical and economic circumstances have created a mixture of
competition. reluctant collaboration, and legal, political,
economic and ideological wrangling. There is an intense debate over
how the Caspian and its resources should be divided among littoral
states and how these resources are to be developed. While most
littoral states and the international companies strive to develop
the area's immense hydrocarbon potential, it is clear that the
Caspian's unique and fragile ecosystem is at risk.
