Rainwater tank systems have been widely adopted across the world to provide a safe local source of water in underdeveloped rural areas, a substitution for mains water for non potable end uses in water stressed urban areas, as well as providing flooding control in monsoonal climates such as Korea, or combined sewer systems such as Germany. The importance of these systems in cities has grown, as water managers seek to provide a range of decentralised solutions to supply constraints of current water supply systems, whilst reducing the impact of urban development on the natural environment, and increasing resilience to the impacts of climate change. Rainwater tank systems are now often implemented under integrated urban water management (IUWM) and water sensitive urban design (WSUD) philosophies, which take a holistic view of the urban water cycle. Nanotechnology is an emerging scientific field receiving significant worldwide attention. On a nanometer scale, materials or structures may possess new and unique physical properties. Some of these are now known to the scientific community, but there may well be many properties not yet known to us, rendering it as a fascinating area of research and a suitable subject for a NATO ASI. Yet another aspect of the field is the possibility for creating meta-stable phases with unconventional properties and the ultra-miniaturization of current devices, sensors, and machines. Such nanotechnological and related advanced materials have an extremely wide range of potential applications, viz. nanoscale electronics, sensors, optoelectronics, photonics, nano-biological systems, na- medicine, energy storage systems, etc. This is a wide-ranging subject area and therefore requires the formation of multi-disciplinary teams of physicists, chemists, materials scientists, engineers, molecular biologists, pharmacologists, and others to work together on the synthesis and processing of materials and structures, the understanding of their physical properties, the design and fabrication of devices, etc. Hence, in formulating our ASI, we adopted an int- disciplinary approach, bringing together recognised experts in the various fields while retaining a level of treatment accessible to those active in specific individual areas of research and development.

Belgium is a small country, but its planning traditions are rooted in a heritage which has been greatly enriched by its central location in the West European community of nations. The importance of research and education in design continues to grow. For example, government agencies are gradually increasing funding of design research, and increasing numbers of engineering schools are revising their curricula to emphasize design. This is because of an increasing realization that design is part of the wealth creation of a nation and needs to be better understood and taught. The continuing globalization of industry and trade has required nations to re-examine where their core contributions lie if not in production efficiency. Design is a precursor to manufacturing for phy- cal objects and is the precursor to implementation for virtual objects. At the same time, the need for sustainable development is requiring design of new products and processes, and feeding a movement towards design - novations and inventions. There are now three sources for design research: design computing, design cognition and human-centered information technology. The foun- tions for much of design computing remains artificial intelligence with its focus on ways of representation and on processes that support simulation and generation. Artificial intelligence continues to provide an environm- tally rich paradigm within which design research based on computational constructions can be carried out. Design cognition is founded on concepts from cognitive science, an even newer area than artificial intelligence. It provides tools and methods to study human designers in both laboratory and practice settings.

Even though there is no generally accepted definition of nanotechnologies to be defined as distinct discipline there is an emerging consensus that their advent and development is a growing in importance factor of the contemporary and future technological civilization. One of these most fundamental issues we are confronted with is the compatibility with life itself. From single cell organisms to humans, carbon is a key building block of all molecular structures of life. In contrast the man created electronic industry to build on other elements, of which silicon is the most common. Both carbon and silicon create molecular chains, although different in their internal structure. All life is built from carbon-based chains. As long as the man built technological products do not directly interfere with the physiology of life the associated risks from them are relatively easy to identify. They are primarily in the environmental pollution and the possibility of upsetting the natural balance of biocoenosis, on a planetary scale. The basic life functions are still not directly subverted. We can use TV, computers, drive cars and use other technological utilities without fear of direct interference with our cellular functions. This is in particular because all these technological utilities are many orders of magnitude larger than typical scales of biological activity. Most of biological activity, from fermentative catalysis to DNA replication takes place on nanoscale. The situation is radically different when the technological goals are building nanoscale size products. All biological processes take place on nanoscale.
