The Magnitude 9 Great East Japan Earthquake on March 11, 2011,
followed by a massive tsunami struck TEPCO's Fukushima Daiichi
Nuclear Power Station and triggered an unprecedented core
melt/severe accident in Units 1 - 3. The radioactivity release led
to the evacuation of local residents, many of whom still have not
been able to return to their homes. As a group of nuclear experts,
the Atomic Energy Society of Japan established the Investigation
Committee on the Nuclear Accident at the Fukushima Daiichi Nuclear
Power Station, to investigate and analyze the accident from
scientific and technical perspectives for clarifying the underlying
and fundamental causes, and to make recommendations. The results of
the investigation by the AESJ Investigation Committee has been
compiled herewith as the Final Report. Direct contributing factors
of the catastrophic nuclear incident at Fukushima Daiichi NPP
initiated by an unprecedented massive earthquake/ tsunami -
inadequacies in tsunami measures, severe accident management,
emergency response, accident recovery and mitigations - and the
underlying factors - organizational issues, etc., have been
clarified and recommendations in the following areas have been
made. - Nuclear safety fundamentals - Direct factors of the
accident - Organizational aspects - Common items (R&D,
International cooperation, human resources management) -
Post-accident management/recovery from the accident.
Negotiating Identities in Contemporary Africa: Gender, Religion,
and Ethno-cultural Identities explores the changing dynamics of
identities in Africa, with a focus on gender, ethno-cultural, and
religious identity. Toyin Falola and Emmanuel M. Mbah argue that
because identity defines who we are as individuals or groups,
studies on African identities must focus on understanding the
changing dynamics in the socio-economic and political spheres in
the continent. These chapters cover subjects such as women’s
career identity, gender roles and knowledge, childlessness,
ethnocentrism and democracy, cultural identity through theater,
Black identity in the diaspora, and diasporic consciousness. Using

The need has arisen for a comprehensive handbook for engineers
faced with problems of radiation shielding design. Although there
are several excellent books on shielding, they either do not give
enough consideration to the many practical design problems, or are
limited to special aspects of the subject. Recognizing the
universal need, the International Atomic Energy Agency decided to
sponsor the publication ofthe present Engineering Compendium on
Radiation Shield ing. At the first editorial discussions it was
agreed that, if such a book were to be undertaken, it would be
appropriate not only to create a useful design tool for the
practising engineer but also to include well-referenced basic data
for the research worker. Although trying to keep the book down to a
reasonable size, the editors have aimed at a complete presentation
of the subject, covering and linking both the tech nology and the
science of shielding. Efforts to make terms and definitions
consistent throughout have been only partially successful, owing to
the continuing development of new ideas. However, inconsisten cies
that could not be eliminated are identified whenever possible."
Translating the experience of film: filmmakers, writers, and
artists explore the elements of film that make us feel "outside and
inside at the same time." "Every film is a foreign film," Atom
Egoyan and Ian Balfour tell us in their introduction to Subtitles.
How, then, to translate the experience of film-which, as Egoyan
says, makes us "feel outside and inside at the same time"? Taking
subtitles as their point of departure, the thirty-two contributors
to this unique collection consider translation, foreignness, and
otherness in film culture. Their discussions range from the
mechanics and aesthetics of subtitles themselves to the xenophobic
reaction to translation to subtitles as a metaphor for the distance
and intimacy of film. The essays, interviews, and visuals include a
collaboration by Russell Banks and Atom Egoyan, which uses
quotations from Banks's novel The Sweet Hereafter as subtitles for
publicity stills from Egoyan's film of the book; three early film
reviews by Jorge Luis Borges; an interview with filmmaker Claire
Denis about a scene in her film Friday Night that should not have
been subtitled; and Eric Cazdyn's reading of the running subtitles
on CNN's post-9/11 newscasts as a representation of new global
realities. Several writers deal with translating cultural
experience for an international audience, including Frederic
Jameson on Balkan cinema, John Mowitt on the history of the
"foreign film" category in the Academy Awards, and Ruby Rich on the
marketing of foreign films and their foreign languages-"Somehow,
I'd like to think it's harder to kill people when you hear their
voices," she writes. And Slavoj Zizek considers the "foreign gaze"
(seen in films by Hitchcock, Lynch, and others), the misperception
that sees too much. Designed by Egoyan and award-winning graphic
designer Gilbert Li, the book includes many color images and ten
visual projects by artists and filmmakers. The pages are
horizontal, suggesting a movie screen; they use the cinematic
horizontal aspect ratio of 1.66:1. Subtitles gives us not only a
new way to think about film but also a singular design
object.Subtitles is being copublished by The MIT Press and Alphabet
City Media (John Knechtel, Director). Subtitles has been funded in
part by grants from The Canada Council for the Arts, The Henry N.R.
Jackman Foundation, and the Toronto Arts Council, and the Ontario
Arts Council.
